The Propaganda and Mass Mobilization Department has advised the Politburo, the Secretariat, and Party committees at all levels on Party building in terms of politics, ideology, ethics, and perfecting socialist democracy; consolidating the close relationship between the Party and the People; advising the Politburo, the Secretariat, and Party committees at all levels and directly successfully organized many major conferences and events, creating a mark and spreading widely throughout society, receiving the approval and appreciation of cadres, Party members, and the People. Notably, activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification; the 135th birthday of President Ho Chi Minh; propaganda, press, publishing, and foreign information work have been carried out promptly; advising on the implementation of major policies and decisions of historical, revolutionary and unprecedented nature, contributing significantly to the strong transformation of the entire political system. Propaganda and Mass Mobilization at all levels have coordinated to carry out tasks with a mindset of drastic, coordinated, innovative and creative actions, determined to implement and successfully complete the strategic policies of the Party and the State. The work of protecting the Party's ideological foundation has been deployed resolutely, proactively and effectively by Steering Committee 35 at all levels; the work of grasping the situation of the People and public opinion continues to be strengthened and has many innovations in both content and method; cultural, artistic and scientific work continues to be innovated in the direction of closely following reality, synchronously and comprehensively deployed in all areas of social life; mass mobilization, ethnic and religious work, promoting grassroots democracy and socialist democracy have been promoted. New directives, guidelines and policies on ethnicity, religion, government mass mobilization, mass organizations, and overseas Vietnamese continue to receive attention and be effectively implemented. The Central Propaganda and Mass Mobilization Commission and all levels have proactively and promptly coordinated to resolve complex and sensitive issues, contributing to maintaining political stability and social order and safety.

The conference also frankly pointed out some limitations and solutions to overcome them, such as: The implementation of some contents of Party building work in politics, ideology, ethics and science and technology in some localities is still confusing, with low quality and efficiency. Theoretical research and practical summaries in some localities and units are still limited; problems, bottlenecks and shortcomings have not been discovered to clear them up. The work of grasping the situation of the people, forecasting the ideological situation and public opinion is sometimes and in some places not proactive and responsive; information orientation and propaganda on social networks are still limited; violations of ethics, principles and purposes in journalism and publishing activities have not been thoroughly overcome. Mass mobilization work of state agencies in some agencies, units and localities has not received due attention; the construction and replication of the "smart mass mobilization" model in some agencies, units and localities is not effective but of low quality. Digital transformation in the field of propaganda and mass mobilization is still slow, especially in application to carry out ideological and political tasks, information, propaganda and mobilization work in cyberspace.
