On the morning of April 25, in Vinh City, Comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council and the working delegation worked with leaders of Nghe An Provincial Party Committee.

Also attending were comrades: Bui Truong Giang - Vice President and General Secretary of the Central Theoretical Council; Le Van Loi - Deputy Director of the Ho Chi Minh National Academy of Politics, and comrades in the delegation.

Receiving and working with the delegation, on the side of Nghe An province, there were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with comrades in the Provincial Party Committee Standing Committee, representatives of leaders of a number of departments and branches.

SERIOUS, RESOLUTIONATE, METHODOLOGICAL IMPLEMENTATION, WITH MANY BRIGHT SPOTS

The meeting aimed to evaluate the implementation of the Resolution of the 13th National Party Congress and the Conclusion of the 4th Central Conference (13th tenure) on socio-economic development, Party building and the political system, national defense - security, and foreign affairs.

Accordingly, the Provincial Party Standing Committee promptly developed plans and led and directed the serious implementation of studying and thoroughly grasping the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress at all levels in the province.

Regarding the implementation of the Resolution of the 13th National Party Congress, the Provincial Party Executive Committee has developed a comprehensive action program and identified 6 additional key projects; currently, 3 projects have been discussed and approved and are directing the development of 3 projects in 2022 as planned.

On implementing the Resolution of the 19th Provincial Party Congress,Together with the leadership to comprehensively deploy the orientations, tasks and solutions to implement the Resolution, the Provincial Party Executive Committee has identified 5 groups of programs and 21 key projects; to date, 15 projects have been discussed and deployed; 5 projects are being developed and 1 project is being adjusted. In addition, the Provincial People's Committee has specified and deployed 15 more programs and projects in various fields.

Along with implementing the action program, the Provincial Party Committee focused on leading the prevention and control of the Covid-19 epidemic and implementing major contents such as: Building a provincial planning until 2030, with a vision to 2045; coordinating with central agencies to propose to the Politburo for policies and submitting to the National Assembly for promulgation of Resolution No. 36/2001/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province.

The province has also focused on innovating the leadership methods of Party committees at all levels, improving the effectiveness of administrative reforms; attracting investment, prioritizing the allocation of resources to implement key infrastructure projects; strengthening resource management, environmental protection; training human resources and developing cultural and social fields.

On that basis, although 2021 faced many difficulties, especially due to the Covid-19 pandemic, Nghe An province's socio-economic situation still had many bright spots, in which the economy maintained a fairly good growth momentum compared to the national average, the growth rate of total product in the province (GRDP) in 2021 reached 6.2%.

Party building and political system building work are regularly given attention; continue to well implement the Central Committee's policies and resolutions on Party building and rectification, improve the leadership capacity and fighting strength of Party committees and organizations at all levels; arrange, streamline and improve the operational efficiency of the organizational apparatus; consolidate and improve the quality of grassroots Party organizations.

Improve the effectiveness and efficiency of management and administration of authorities at all levels, focus on directing changes in administrative reform work. Better promote the role of the Fatherland Front and socio-political organizations in the implementation of the Party Congress Resolution and the implementation of the province's political tasks.

Regarding the training and fostering of cadres in 2021, the targets for advanced political theory training achieved 100% of the registered plan and ensured compliance with the Central's prescribed ratio of 1 - 1.2; some targets for professional and technical training exceeded the registered plan.

Regarding the implementation of Regulation No. 11-QD/TW dated May 19, 2021 of the Secretariat on standard political schools, the Provincial Party Standing Committee has directed Party committees at all levels, agencies, units, especially the Provincial Political School to disseminate and implement. Currently, 43/56 targets have been achieved, 7 targets are being completed and 6 targets have not been achieved. According to the program, the Provincial Party Standing Committee will approve the Project on building a standard political school for approval in May 2022.

At the meeting, the delegates focused on discussing and clarifying a number of related issues. The Ho Chi Minh National Academy of Politics and the Central Theoretical Council paid attention to supporting Nghe An: Summarizing 10 years of implementing Resolution 26-NQ/TW, dated July 30, 2013 of the Politburo on the direction and tasks for developing Nghe An province until 2020; especially the coordination in organizing seminars. Supporting Nghe An to propose the Politburo to issue a new Resolution on building and developing Nghe An province until 2030, with a vision to 2045; Providing detailed instructions for synchronous and unified application nationwide in determining the level of political theory according to current documents; paying attention to and promptly guiding the criteria for the Provincial Political School to soon reach level 1 standards, maintain and have a roadmap to reach level 2 standards in the following period;...

Speaking at the meeting, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy reported on some new features in the process of building and promulgating the Action Program to implement the Resolution; at the same time, the strong innovation in the working style of the entire political system, starting from the Standing Committee of the Provincial Party Committee.

The Provincial Party Secretary also emphasized the viewpoint in the development process of the province is to persistently develop sustainably, be cautious in developing the core areas of the city and town; development must be in harmony with the interests of the people; carry out public investment with focus, focusing on key infrastructure; focus strongly on developing the East of the province, at the same time exploiting the West in the direction of land potential, forests, medicinal herbs, high-tech agriculture; focus on building the political system and training the staff.

The Provincial Party Secretary hopes that Comrade Nguyen Xuan Thang and the Central Theoretical Council will help Nghe An summarize 10 years of implementing Resolution 26 of the Politburo; at the same time, support the proposal to issue a new resolution of the Politburo on Nghe An associated with the proposal of new specific mechanisms and policies. Along with that, the National Academy of Politics and the Central Theoretical Council are places where experts gather, so they hope that in the coming time, they will help the province orient and identify solutions to open up opportunities for the province to develop in the coming time.

NGHE AN IS A LOCATION FOR RESEARCH AND SUMMARY OF PRACTICAL DEVELOPMENT, CONTRIBUTING TO PERFECTING THE THEORY OF THE PARTY'S RENEWAL PATH

Concluding the meeting, Comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council emphasized that the timing of the meeting is very meaningful after the Covid-19 pandemic has been controlled. It is necessary to look back at the difficulties and challenges and especially take advantage of this opportunity to make a breakthrough in development in the coming period.

Along with that, at this time Nghe An has thoroughly grasped, concretized and implemented the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress.

This is also the preparation stage for the 10-year review of the implementation of Resolution 26 of the Politburo on Nghe An; at the same time, implementing Resolution 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An.

Through monitoring and opinions at the meeting, comrade Nguyen Xuan Thang highly appreciated that in this term, despite the particularly difficult circumstances due to the Covid-19 pandemic, the province's organization, leadership, and direction of implementation were very focused, authentic, specific, and focused on solutions, creating remarkable results in implementing the "dual goals".

In particular, in the context of the epidemic, the province has made good preparations so that when the epidemic is controlled, it is ready to make new changes such as: focusing on attracting investors, especially paying attention to attracting foreign investment. According to the Director of the Ho Chi Minh National Academy of Politics, it is necessary to continue to attract strategic investors, because otherwise it will not create the effect and participation of many businesses.

“Not at all costs, not impatient but also not slow in attracting investment projects,” the Director of the Ho Chi Minh National Academy of Politics emphasized, at the same time noting that attracting foreign investment is a spearhead that needs special attention, but must focus on technology and quality; at the same time, pay attention to developing agriculture with a new mindset.

He also appreciated the province's approach to work, which is to limit "explaining and justifying" and focus on "solutions and resolutions", which means taking action and getting specific. However, to implement effectively, Mr. Nguyen Xuan Thang suggested that it is necessary to strengthen inspection, supervision, and summarization, thereby drawing specific lessons and outlining the responsibilities of leaders. On the other hand, he also noted that the province needs to complete the land database for good planning.

Emphasizing the spirit of the Party's 13th National Congress Document is sustainable development, based on innovation and consensus of the people. The principle of the 13th National Congress Document is that the People are the root, the People participate, the People benefit and especially the Party building is based on the People. The Chairman of the Central Theoretical Council highly appreciated Nghe An for having a viewpoint that closely follows this orientation.

Appreciating the above approach of Nghe An, comrade Nguyen Xuan Thang suggested that the Central Theoretical Council include it in the program so that Nghe An must be an address not only to coordinate the Summary of 10 years of implementing Resolution No. 26 of the Politburo, but also an address to research and summarize development practices to contribute to perfecting the theory of the Party's innovation policy.

Regarding the orientation for the coming time, for the socio-economy, the Chairman of the Central Theoretical Council suggested that the province continue to carefully study and thoroughly grasp the documents of the 13th National Congress. In particular, it is necessary to pay attention to the orientation of sustainable development but must be fast. To do so, it is necessary to focus on digital transformation; on the basis of science and technology, choose industries that must be modernized by technology, including traditional industries.

Regarding agriculture, the province must also develop commodity agriculture, especially attracting businesses to participate in the agricultural sector, to connect households and cooperatives with the market, increase the value of agricultural products and thereby improve people's lives. Regarding industry, it is necessary to continue to develop in a clean, sustainable, manufacturing and value-added direction.

Regarding Party building and the political system, comrade Nguyen Xuan Thang noted that the province should continue to pay attention to grassroots work to promote the role of leaders of Party committees and organizations; at the same time, Nghe An must become a pioneer in protecting the Party's ideological foundation; pay attention to building a team of cadres in terms of ideology, ethics, and organization, focusing on the quality of cadre work; and have specific training plans for each subject.

Comrade Nguyen Xuan Thang also believes that Nghe An Provincial Political School will soon achieve the standard political school status.
