479 National Assembly delegates participating in the vote all agreed to pass the resolution to elect comrade Pham Minh Chinh as Prime Minister (reaching 95.99% of the total number of National Assembly delegates), on the afternoon of July 26.

Comrade Pham Minh Chinh was nominated by the National Assembly to hold the position of Prime Minister for the 2021-2026 term this morning.

After swearing absolute loyalty to the Fatherland, the People, and the Constitution, Prime Minister Pham Minh Chinh delivered his inaugural speech.

Nearly four months ago, while serving as Head of the Central Organizing Committee, comrade Pham Minh Chinh was elected by the 14th National Assembly to hold the position of Prime Minister, replacing comrade Nguyen Xuan Phuc who was elected President.

The restructuring of senior leadership personnel at that time was to meet the requirements of performing tasks after the 13th Party Congress.

This time, the first session of the 15th National Assembly elected or approved the leadership positions of State agencies according to the regulations on organizational structure. The President, the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the State Auditor General..., all follow the term of the National Assembly (5 years), so when starting a new term, the delegates will elect or approve the leadership positions of these agencies.

Comrade Pham Minh Chinh63 years old; Associate Professor, Doctor of Law, Civil Engineer; hometown in Hoa Loc commune, Hau Loc district, Thanh Hoa province; Member of the Politburo, 12th and 13th terms; Secretary of the Party Central Committee, 12th term; Member of the Party Central Committee, 11th, 12th, 13th terms; National Assembly delegate, 14th and 15th terms.

After graduating from Hanoi University of Foreign Languages, he studied at Bucharest University of Construction - Romania, Faculty of Civil and Industrial Construction, majoring in steel structures.

Returning to the country, he worked as an Intelligence officer of Room 6, Intelligence Department under the General Department of Security, Ministry of Public Security; then continued to receive diplomatic training at the University of Diplomacy (now the Diplomatic Academy); and received professional training at the Intelligence School (now the International Academy), Ministry of Public Security.

After many years working as an intelligence officer, from 1991 to 1994, he was a diplomat, Third Secretary, then Second Secretary of the Vietnamese Embassy in Romania. He continued to work in intelligence after returning home, successively holding the positions of Intelligence Officer; Deputy Head of the European Intelligence Department; Officer of the Secretariat of the Ministry of Public Security; Deputy Director, Acting Director and then Director of the Department of Economic, Scientific, Technological and Environmental Intelligence; Deputy Director General of Intelligence.

From December 2009 to August 2010, he held the position of Deputy Director General in charge and then Director General of the General Department of Logistics and Engineering, Ministry of Public Security.

In August 2010, he held the position of Deputy Minister of Public Security; then was mobilized and assigned by the Politburo to participate in the Executive Committee, Standing Committee and held the position of Secretary of the Quang Ninh Provincial Party Committee from August 2011.

In April 2015, the Politburo transferred him to Hanoi to hold the position of Deputy Head of the Central Organizing Committee. After being elected to the Politburo in January 2016, he joined the Central Party Secretariat, holding the position of Head of the Central Organizing Committee.

In January 2021, at the 13th Congress, he was re-elected to the Central Committee and elected to the Politburo. In April 2021, the National Assembly elected him to hold the position of Prime Minister for the 2016-2021 term.
