New driving force for sustainable development of Nghe An's fisheries industry
Thanks to the timely investment and support of mechanisms, policies and efforts of fishermen in promoting the development of fisheries and sustainable exploitation of marine resources, the output of Nghe An's fisheries industry in the first 4 months of 2025 reached nearly 89,000 tons.
Developing spearhead fisheries economy
Quynh Luu has a coastline of 19.5km, 2 estuaries and 10 communes with seafood exploitation profession. In recent years, people in the coastal area of Quynh Luu have invested in large boats and large machines to go offshore fishing, developing the fisheries industry sustainably, contributing significantly to the socio-economic development of the district as well as protecting the security and sovereignty of the sea and islands of the Fatherland.

To help fishermen boldly invest in large capacity vessels to go offshore, Quynh Luu district has had many support policies to accompany the people.
The district has coordinated with relevant levels and sectors to find solutions to solve difficulties for fishing vessels that can borrow capital to build according to Decree 67/2014/ND-CP; has policies to support fishermen to increase engine capacity; offshore fishing vessels in the district are all installed with fish finders and long-range communication devices (ICOM), voyage monitoring devices (VMS) and many other technical equipment such as hydraulic winch systems, cold storage tanks, LED lighting systems, etc.

Currently, Quynh Luu has 989 fishing boats, of which 360 are 15m or longer. The growth of the large-capacity fleet has helped fishermen stay at sea, improve the quality and output of aquatic products, and protect the security and sovereignty of the Fatherland's sea and islands...
In addition to developing fishing, in recent times, people in the coastal areas of Quynh Luu district have also made efforts to develop coastal aquaculture. The farming area and productivity have continuously increased. In particular, thanks to the application of science and technology in the direction of intensive and super intensive farming, in recent years, Quynh Luu has become the leading locality in the province in terms of shrimp farming area and output. Models of shrimp farming in cement tanks, 2-phase shrimp farming, Semi-Biofloc shrimp farming, VietGAP shrimp farming... are being replicated sustainably.

According to statistics, in the first 4 months of 2025, the aquatic product output of Quynh Luu district reached 23,427 tons, of which exploitation reached 21,483 tons and aquaculture was 1,944 tons.
Mr. Nguyen Xuan Dinh - Vice Chairman of Quynh Luu District People's Committee said: "Recently, the district has proposed resolutions and projects to develop spearhead fisheries economy, including developing offshore fishing fleets along with protecting sea and island sovereignty...
To complete the development goals of the fisheries sector in 2025, the district continues to create conditions and support fishermen to access investment capital sources to build new and upgrade fishing vessels and develop synchronous infrastructure to serve the exploitation, aquaculture and processing of aquatic products. Continue to propagate the Fisheries Law 2017 and the work to combat illegal, unreported and unregulated (IUU) fishing. The district continues to direct the production of aquatic breeds for the main crop in 2025 and to date the district has stocked 155 hectares, reaching 33.3% of the main crop stocking plan.
Aquatic product output reached nearly 89,000 tons
Good news from Nghe An's seafood industry, in the first 4 months of 2025, the total output was nearly 89,000 tons, reaching over 33% of the yearly plan and increasing nearly 4% over the same period last year.
To achieve such an impressive figure, in addition to the participation, direction and support of sectors and localities, there are the constant efforts of farmers and coastal fishermen in improving the output, quality and economic value of the fisheries sector.
Up to now, the province has 3,005 fishing vessels and boats with 2,722 registered fishing vessels (reaching 100% of the total number of fishing vessels required to register). The total number of seafood exploitation workers in the province is 11,672 people (of which offshore workers are 7,269 people, offshore workers are 1,456 people, and coastal workers are 2,947 people).

In addition to developing the fishing industry, in recent years, localities in Nghe An province have also effectively exploited aquaculture. The farming area and output have continuously increased. Coastal localities always prepare ponds well and stock fish according to the seasonal schedule.
In particular, focus on intensive shrimp farming areas, farming with new technology. Production units and timely supply of breeds, ensuring quantity and quality to meet the farming needs of people inside and outside the province. Up to now, the aquaculture area in the province has reached 20,085.6/plan 21,550ha; equal to 93.2% of the plan and increased by 1.4% over the same period last year.
Thanks to intensive investment and application of scientific and technical advances in production, aquaculture output in the first four months of 2025 reached 23,888 tons/75,000 tons planned, equal to 31.85% of the annual plan and up 4.32% over the same period last year. Aquatic seed production reached 1,263 million, up 1.69% over the same period last year.
Implementing Resolution No. 18/2021/NQ-HDND on policies to support agricultural and rural development in Nghe An province for the period 2022-2025, from the beginning of 2025 up to now, the Department of Agriculture and Environment has conducted surveys and statistics on intensive white-leg shrimp farming models applying new technology in the area. Up to now, 12 models have registered for implementation. Currently, the whole province has 4 localities participating in registering for support in releasing fish fry to regenerate aquatic resources in 2025; 20 ship owners have registered to implement the investment model of installing hydraulic winches on fishing vessels using seine nets with a length of 15m or more. Timely implementing policies to support fishing vessels participating in exploitation in offshore waters...

The results achieved by the fisheries sector in the first 4 months of 2025 are an important driving force for the sector to strive to achieve and exceed the 2025 plan targets. In the coming time, the Department will continue to strengthen propaganda, education, and mobilize people to properly implement the provisions of the Fisheries Law 2017 and related legal documents; Policies, guiding documents, and implementation in the fisheries sector, especially illegal, unreported, and unregulated (IUU) fishing activities, thereby raising awareness and law compliance of the farming and fishing community. Continue to coordinate with competent authorities to strengthen inspection, supervision, and detection of violations of production conditions, aquatic breed production, aquaculture, and fishing activities, etc.
Continue to encourage and support fishermen to promote the development of effective fishing occupations such as investing in converting and upgrading boats, investing in modern equipment and fishing gear, ensuring effective exploitation all year round, in order to exploit marine resources sustainably. In aquaculture, focus on technical training and inspection, guidance on breed selection, feed and environmental treatment, helping people improve productivity and product quality..."
