New impetus for sustainable development of Nghe An's fisheries sector.
Thanks to timely investment and support from mechanisms and policies, and the efforts of fishermen in promoting the sustainable development of fishing and marine resource exploitation, the fisheries sector in Nghe An province achieved nearly 89,000 tons of catch in the first four months of 2025.
Developing the fisheries sector as a key economic driver.
Quynh Luu has a coastline of 19.5km, with 2 estuaries and 10 communes engaged in seafood exploitation. In recent years, people in the coastal areas of Quynh Luu have invested in large boats and powerful engines to venture further offshore for fishing, developing the fisheries industry sustainably and making a significant contribution to the socio-economic development of the district as well as protecting the national maritime sovereignty.
To encourage fishermen to confidently invest in large-capacity vessels to venture further offshore, Quynh Luu district has implemented numerous support policies and partnered with the local people.
The district has coordinated with relevant levels and sectors to find solutions to address the difficulties faced by fishing vessels in obtaining loans for construction under Decree 67/2014/ND-CP; implemented policies to support fishermen in upgrading engine capacity; and equipped all offshore fishing vessels in the district with fish finders and long-range communication devices (ICOM), vessel monitoring systems (VMS), and other technical equipment such as hydraulic winches, cold storage compartments, LED lighting systems, etc.

Currently, Quynh Luu has 989 fishing vessels, including 360 vessels that are 15 meters or longer. The growth of this large-capacity fleet has helped fishermen stay at sea, improve the quality and quantity of seafood exploitation, and protect the security and sovereignty of the nation's maritime territories...
Besides developing the fishing industry, in recent years, people in the coastal areas of Quynh Luu district have also made efforts to develop coastal aquaculture. The area and productivity of aquaculture have continuously increased. In particular, thanks to the application of science and technology towards intensive and super-intensive farming, in recent years, Quynh Luu has become the leading locality in the province in terms of shrimp farming area and production. Models such as shrimp farming in cement tanks, two-stage shrimp farming, semi-biofloc shrimp farming, and VietGAP shrimp farming are being sustainably replicated.
According to statistics, in the first four months of 2025, the aquatic product output of Quynh Luu district reached 23,427 tons, of which fishing accounted for 21,483 tons and aquaculture accounted for 1,944 tons.
Mr. Nguyen Xuan Dinh, Vice Chairman of the People's Committee of Quynh Luu district, said: "In the past, the district has issued resolutions and projects to develop key areas of the fisheries economy, including developing a fleet of offshore fishing vessels while simultaneously protecting maritime sovereignty..."
To achieve the fisheries development goals for 2025, the district will continue to create favorable conditions and support fishermen in accessing investment capital for building new and upgrading fishing vessels, and developing a comprehensive infrastructure serving the fishing, aquaculture, and seafood processing industries. The district will continue to disseminate information on the 2017 Fisheries Law and the fight against illegal, unreported, and unregulated (IUU) fishing. The district will also continue to direct the production of aquatic species for stocking in the main farming season of 2025, and to date, 155 hectares have been stocked, reaching 33.3% of the main farming season's plan.

Good news from Nghe An's fisheries sector: in the first four months of 2025, total production reached nearly 89,000 tons, exceeding 33% of the annual plan and increasing by nearly 4% compared to the same period last year.
To achieve that impressive figure, in addition to the involvement, guidance, and support of various sectors and localities, there has been a continuous effort by coastal farmers and fishermen in improving the production, quality, and economic value of the fisheries sector.
To date, the province has 3,005 fishing vessels, with 2,722 registered fishing boats (reaching 100% of the total number of fishing boats required to be registered). The total number of seafood workers in the province is 11,672 people (including 7,269 offshore workers, 1,456 inshore workers, and 2,947 coastal workers).
Besides developing the fishing industry, in recent years, localities in Nghe An province have also effectively exploited the aquaculture industry. The area of aquaculture farms and the production output have continuously increased. Coastal localities always prepare ponds and lagoons well, stocking them with fry according to the seasonal schedule.
In particular, emphasis is placed on intensive shrimp farming areas and farming using new technologies. Production and supply units are working promptly, ensuring the quantity and quality meet the farming needs of people inside and outside the province. To date, the aquaculture area in the province has reached 20,085.6 hectares/21,550 hectares; equivalent to 93.2% of the plan and an increase of 1.4% compared to the same period last year.
Thanks to intensive investment and the application of scientific and technological advancements in production, aquaculture output in the first four months of 2025 reached 23,888 tons/75,000 tons, equivalent to 31.85% of the annual plan and a 4.32% increase compared to the same period last year. Aquaculture seed production reached 1,263 million units, a 1.69% increase compared to the same period last year.
In implementing Resolution No. 18/2021/NQ-HĐND on policies to support agricultural and rural development in Nghe An province for the period 2022-2025, from the beginning of 2025 to the present, the Department of Agriculture and Environment has conducted surveys and compiled statistics on intensive whiteleg shrimp farming models applying new technologies in the province. To date, 12 models have registered for implementation. Currently, 4 localities in the province have registered to receive support for releasing fish fry to replenish aquatic resources in 2025; 20 boat owners have registered to implement a model of investing in the installation of hydraulic winches on fishing vessels with a length of 15m or more that use purse seine nets. The province has also promptly implemented policies to support fishing vessels operating in distant waters...
The achievements of the fisheries sector in the first four months of 2025 serve as an important driving force for the sector to strive to achieve and surpass the 2025 plan targets. In the coming period, the Department will continue to strengthen propaganda, education, and mobilization of the people to comply with the regulations of the 2017 Fisheries Law and related legal documents; policies, guiding documents, and implementation in the fisheries sector, especially regarding illegal, unreported, and unregulated (IUU) fishing activities, thereby raising awareness and compliance with the law among farmers and fishermen. The Department will continue to coordinate with relevant agencies to strengthen inspection and supervision, detecting violations related to production conditions, aquaculture production, aquaculture, and fishing activities.
Continue to encourage and support fishermen in promoting the development of efficient fishing methods such as investing in the renovation and upgrading of boats, investing in modern equipment and fishing gear, ensuring efficient year-round exploitation, in order to sustainably exploit marine resources. In aquaculture, focus on technical training and inspection, guidance on breeding, feed selection and environmental management, helping people improve productivity and product quality..."
