Do not underestimate the standards of the Steering Committee for anti-corruption and negativity because of the structure.

In some localities, the newly established provincial anti-corruption steering committee has caused a stir in public opinion about the disciplinary violations of its leaders. This has set higher requirements, not only for the leaders but also for the members of the steering committee: do not take the structure lightly.

Implementing the Resolution of the 5th Central Conference (13th tenure), up to now, 63 Steering Committees for Anti-Corruption and Negative Activities of provinces and cities have been established and put into operation. The establishment of Provincial Steering Committees will help the task of fighting against corruption and negative activities to be seamless, tight, and unified in the system from the central to local levels in accordance with the spirit of General Secretary Nguyen Phu Trong: "Unanimity from top to bottom, smooth operation from top to bottom!".

However, in Ninh Binh and Hai Duong provinces, the newly established provincial anti-corruption steering committees have caused a stir in public opinion about the disciplinary violations of their leaders. This has set higher requirements, not only for leaders but also for members of the steering committees: do not underestimate standards because of structure.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ninh Binh province Tran Hong Quang.

Although Deputy Secretary of Ninh Binh Provincial Party Committee Tran Hong Quang was disciplined with a warning, he was still appointed as Deputy of the Provincial Steering Committee for Anti-Corruption and Negative Behavior. After the incident was reported by the public and the press, Ninh Binh province withdrew from the list of members of the Steering Committee. Or recently, Secretary of Hai Duong Provincial Party Committee Pham Xuan Thang was concluded by the Central Inspection Committee to have violated to the extent that he had to be disciplined, but before that he was in the position of Head of the Provincial Steering Committee for Anti-Corruption and Negative Behavior. The leaders of the Party Committee, the government, the people who directly fought against corruption and negative behavior committed mistakes and were disciplined. This makes cadres, party members and people wonder: is there a fear of conflict, fear of opinions, not daring to give opinions, afraid of losing the favor of leaders and leaders?

The regulations on the functions and tasks of the provincial Steering Committee for Anti-Corruption have been carefully studied by the Central Government, helping the task of fighting against corruption and negativity to be seamless, tight, and unified according to the system from the Central to the local level. General Secretary Nguyen Phu Trong has also repeatedly emphasized the need to select truly exemplary comrades with the spirit of fighting against corruption and negativity to participate in the Steering Committee. This is the number 1 criterion. Do not underestimate the criteria of exemplary behavior and integrity because of the structure.

Deputy Head of the Central Internal Affairs Commission Nguyen Thai Hoc.

Therefore, Deputy Head of the Central Internal Affairs Committee Nguyen Thai Hoc stated clearly: members of the Steering Committee for the prevention and fight against corruption and negativity in localities who violate will be changed to adjust and supplement according to regulations: "The spirit is that they will have to be handled, wherever the mistake is, they will be handled accordingly, after handling, they will certainly be removed from the Steering Committee. For comrades holding leadership positions like that, they are people with good moral qualities, exemplary, meeting all the standards to be recommended for appointment, but we have only now discovered their violations. The review and handling must be strict, without covering up or hiding."

The problem is how to select members of the Steering Committee for Anti-Corruption and Negative Action who are truly determined, dedicated, and committed to fighting corruption, and avoid letting people with violations and shortcomings into the Steering Committee? That requires a strict selection and screening process for members of the Steering Committee from the beginning. In particular, it is necessary to choose clean and honest people, avoiding the situation of "having your own feet covered in dirt, but holding a torch to rub other people's feet".

Former Deputy Head of Political Department, Military Political Academy, Colonel Do Huu Tuoc said that the Steering Committee for Anti-Corruption at the Central level or at the local level must be clean and exemplary. If someone has a problem, especially if he is involved in corruption, and joins the Steering Committee for Anti-Corruption, who will believe him? Who will listen? Localities with such people should be brought up.

In the provincial Steering Committee for Anti-Corruption and Negativity, if there are dishonest people, it is certain that the fighting capacity cannot be enhanced and that it cannot be clean. Because if they are "tainted", those cadres will not dare to boldly fight, and may even take the opportunity to cover up for others who violate. Therefore, in order for the people to trust and for the Steering Committees in localities to be truly coherent and unified from the Central to the local level in accordance with the spirit of General Secretary Nguyen Phu Trong, "Unanimously above and below, with integrity throughout!", the extremely important issue is to choose the right people who are both red, professional, honest, and clean, and at the same time remove violators and those with shortcomings from the Steering Committee.

Dr. Chu Duc Tinh.

Dr. Chu Duc Tinh, former Director of the Ho Chi Minh Museum, said: "It is important to choose a person to sit in the position of Head of the Committee because if the Head of the Committee is "tainted", the role of the Steering Committee will certainly not be promoted. Therefore, the difficulty is to choose a Head of the Committee with enough prestige and political power. If you are afraid that the leader has some "stain", you can choose a person with enough prestige who is an "honest official" chosen by the people. It is absolutely impossible to put into that Committee people who are rumored to be "tainted".

The story of the Steering Committee for Anti-Corruption and Negativity in Ninh Binh and Hai Duong shows that: It is clear that in addition to self-examination, self-examination, and setting an example for weak cadres, the struggle for self-criticism and criticism within the organization is not high. This needs to be taken very seriously. Do not put those who have been disciplined, lack exemplary, "stained" into the Steering Committee and then "hold a torch to drag others' feet".

Through this, it is also necessary to organize a review in all localities. If members of the provincial and municipal steering committees show signs of violations, corruption, and negativity, they must be resolutely removed from the Steering Committee. In particular, the members of the provincial and municipal steering committees must determine their responsibility to set an example. If they find themselves unqualified, unethical, and uncorrupted, they must resign from the steering committee. Do not underestimate the standards of exemplary behavior and integrity of members of the provincial steering committees for anti-corruption and negativity because of the structure./.

Where corruption is self-detected, the leader gets extra points.
