Nghe An Provincial People's Committee requested 130 communes/wards in the area to urgently establish a Steering Committee for Voluntary Blood Donation at the commune/ward level. Strive to achieve the target of 1.4% or more of the local population participating in blood donation.

On July 9, Nghe An Provincial People's Committee issued Document No. 6697/UBND-VX on the implementation of mobilization work.donate bloodVolunteer when implementing the 2-level local government model to send to departments, branches, sectors, provincial units; People's Committees of communes and wards; companies, enterprises, universities, colleges, vocational schools, in Nghe An province.

The document states: Over the years, the workdonate bloodVolunteering has received attention and direction from Party committees and authorities at all levels, with the active participation of departments, branches, organizations, agencies, units and enterprises; the blood donation movement has been actively responded to by many classes of people.

Implementing the Voluntary Blood Donation Plan in 2025, the Provincial Voluntary Blood Donation Steering Committee organized blood donations at 10/20 district-level units (old), schools, agencies, departments, branches, armed forces and at companies and enterprises in the area, achieving over 22,000 units of blood.

In order to continue to effectively implement voluntary blood donation in the coming time, meeting the need for emergency blood and treating patients in the area, the Provincial People's Committee requests: The Provincial Red Cross Society advises the Provincial People's Committee to strengthen the Provincial Steering Committee for Voluntary Blood Donation; adjust and allocate voluntary blood donation targets for the last 6 months of 2025 for new communes/wards; preside over and coordinate with relevant agencies and units to advise on developing a blood donation plan for 2026; propagate and encourage volunteers to donate a volume of 350ml of blood in accordance with regulations of the Health sector.

Provincial departments, branches, sectors, units and professional and vocational schools shall strengthen propaganda and mobilize cadres, civil servants, public employees, workers, students and volunteers to participate in voluntary blood donation; mobilize at least 30% of total cadres to participate in voluntary blood donation every year; coordinate with the Provincial Red Cross Society to organize blood donation festivals in localities and units according to plan, especially participate in the "Red Journey" program and voluntary blood donation campaigns under the direction of the Provincial Steering Committee and the National Steering Committee.

The People's Committees of 130 communes/wards urgently established the Steering Committee for Voluntary Blood Donation in the locality, assigning the Vice Chairman of the People's Committee of the commune/ward as the Head of the Steering Committee; the officer in charge of the Red Cross Society as the Standing Deputy Head; members are leaders of relevant units in the locality to promptly lead and direct the propaganda and mobilization work, mobilizing voluntary blood donors in the locality to ensure blood quotas for serving people's health care, emergency care and treatment of patients.

The People's Committee of the commune/ward shall propagate and mobilize people to register to participate in voluntary blood donation, striving to achieve the target of 1.4% or more of the local population participating in blood donation. For agencies, units and enterprises located in the ward/commune, actively mobilize to ensure that at least 30% of the total number of staff participate in voluntary blood donation with the locality. Enterprises with 200 or more volunteer blood donors can organize their own blood donation at the unit...

For communes and wards that have not organized blood donation in 2025, proactively develop a voluntary blood donation plan according to the province's assigned targets and coordinate with the Provincial Red Cross Society to agree on the time to organize blood donation in the last 6 months of 2025 according to the plan of the Provincial Steering Committee./.
