Dien Chau - Bai Vot Expressway is seriously degraded.
The feeder road along the North-South Expressway, Dien Chau - Bai Vot section, through Dien Chau district, is currently damaged and peeling in many locations, causing traffic insecurity for people passing through.
According to reporters' records in recent days, many sections of the Dien Chau - Bai Vot expressway passing through Dien Chau district have experienced peeling and prolonged subsidence, creating many dangerous potholes. Especially the section from the intersection of National Highway 7A to the intersection of Road N2, about 5km long, located mostly in Dien Cat and Dien Tho communes.

This damage not only causes inconvenience in traffic but also poses a high risk of accidents, especially for motorcyclists, cyclists or people transporting goods. Not to mention that this road has no lighting, no warning signs, making it very dangerous to travel at night or in the rain.
Local residents have reported that this situation has lasted for nearly a year but has not been completely resolved. Mr. Nguyen Van Long, a resident of Dien Cat commune, said: “In the past, the access road was very convenient, people could go to work and take their children to school safely. But now the road surface is bumpy in many places, making it very dangerous for motorbikes to drive, while trucks run at high density, making the road even more damaged. There have been many cases of collisions and falls on this road.”

It is known that the expressway service road is a secondary road running parallel to the main expressway, serving the travel, production and daily life needs of people living on both sides of the expressway, limiting the situation of crossing, minimizing the risk of accidents and ensuring traffic safety. In some cases, this route is also used for maintenance, rescue and emergency vehicles when necessary.
In fact, this service road is the main route for people in communes along the highway such as Dien Cat, Hanh Quang, Dien Tho, etc. The road was originally designed to serve the people, with a small scale, narrow road surface, and thin roadbed. However, according to the people, recently, heavy-duty vehicles have been frequently circulating, causing the road surface to deteriorate quickly after a short time of use.

According to statistics from Phuc Thanh Hung Investment Joint Stock Company - the investor of Dien Chau - Bai Vot Expressway, there are currently at least 10 locations where the frontage road surface is seriously degraded. Of which, 3 points on the right side of the route at Km430+050, Km430+250, Km432+600 and 7 points on the left side of the route at Km430+150, Km430+250, Km431+000, Km431+800, Km432+080, Km435+250 and the section extending from Km435+700 to Km435+800. The damaged locations are all located in Dien Chau district, most concentrated in Dien Cat commune - an area with high population density and traffic volume.
Faced with this situation, Phuc Thanh Hung Investment Joint Stock Company has issued a document requesting the construction units, Truong Son Construction Corporation and Cienco4 Group Joint Stock Company, to coordinate in inspecting and planning emergency repairs of damaged road sections in March 2025. At the same time, the investor also requested contractors to immediately implement temporary traffic safety measures such as placing warning signs and traffic diversion in degraded areas.
However, according to records up to now, some sections have been repaired and temporarily patched, but not completely, there are still many peeling and heavily eroded sections, posing a high risk of traffic accidents.

To ensure long-term safety, local authorities and units need to study and install signs restricting heavy vehicles from entering the feeder route, and arrange functional forces to patrol, control, and punish violations. Without strict measures, the deterioration will continue, not only endangering people but also wasting investment budgets, affecting the efficiency of highway exploitation.
