Bright colors of public investment disbursement in 2023

Many units reached the disbursement milestone of over 90%

Right from the beginning of the year, Nghe An set a target of over 95% public investment disbursement by the end of the year. To achieve this relatively high disbursement milestone, the Provincial People's Committee established a Working Group to direct the disbursement of public investment capital, regularly updating the disbursement situation and difficulties and obstacles of localities, agencies and units to support the resolution. By the end of December 2023, before the end of the fiscal year for public investment disbursement in early January 2024, many agencies, units and localities had exceeded the set target.

A representative of the Provincial Management Board for Investment and Construction of Civil and Industrial Works said that since the beginning of the year, it has been assigned 3 major project areas, including many newly started projects, such as the project to build 8 provincial and district hospitals with a total investment of 186 billion VND; 28 medical facilities with a total investment of 237 billion VND, with a total investment cost of 478 billion VND...

After receiving capital on March 17, 203, the Project Management Board started working with agencies, units, and localities to implement the project with the spirit of completing the year-end disbursement target assigned by the Government.

The representative of the Project Management Board also said that by mid-2023, the disbursement procedures had been completed, in which the Department of Planning and Investment and the Department of Construction had provided effective support, resolving the progress of the documents quickly and effectively. In addition to the projects implemented by the Board, the Board also manages more than 200 other construction investment projects in the province. Therefore, common problems were recognized and advised, supporting localities and units to resolve them in order to complete the disbursement target assigned by the Government.

As of December 20, 2023, according to statistics from the Department of Planning and Investment, many projects under the management of the Department of Transport Project Management Board and other units and localities have reached and exceeded the disbursement milestone of over 90% such as the Traditional Medicine Hospital with 100% disbursement, the Provincial Police with 100%, the Northwest Nghe An Irrigation Company Limited with 99.16%, the South Nghe An Irrigation Company Limited with 98.77%, and the Department of Natural Resources and Environment with 94.14%.

There are 15 agencies and units with small capital plans under 10 billion VND that have also disbursed over 90%. For 2 key, inter-regional projects including the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) from Km7-Km76, 680.2 billion VND has been disbursed, reaching 81.96%; Nghe An Oncology Hospital Project (phase 2) has disbursed 90.9 billion VND, reaching 33.7%.

In addition, 26 agencies, units and localities have basically reached the disbursement milestone of over 80%, expected to be completed by January 2024, such as: Hung Nguyen (92.16%), Nam Dan (90.56%), Thanh Chuong (90.5%), Do Luong (88.22%), Hoang Mai Town (86.78%), Dien Chau (82.14%).

Investors outside the district such as Tan Ky Irrigation Company Limited have disbursed 83.68%, the Department of Transport has disbursed 81%. There are 16 agencies and units that have disbursed from 65.05% to 85%.

Strive to disburse at least 95%

The goal and also the task assigned by the Provincial People's Committee to agencies, units and localities to achieve is that the disbursement rate of public investment capital in 2023 must be at least over 95%. This is also the requirement that has just been signed and issued by Vice Chairman of the Provincial People's Committee Bui Thanh An in Official Dispatch 11173/UBND-KT dated December 28, 2023 on urging and promoting the disbursement of public investment capital in 2023.

The Provincial People's Committee and the Public Investment Disbursement Working Group regularly monitor, inspect and support localities and units to remove difficulties in disbursing public investment capital, and grasp the specific situation every 10 days through progress reports from the grassroots level.

Up to now, the total concentrated public investment capital of the whole province has disbursed 4,653.4 billion VND, reaching 65.05% of the plan, an increase of 4.94% (353.1 billion VND) compared to December 10, 2023. Of which, the concentrated public investment plan in 2023 has disbursed 3,636 billion VND, reaching 65.12%.

The National Target Program on New Rural Development disbursed VND 312,387 billion, reaching 90.76%; the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas disbursed VND 228,352 billion, reaching 36.12%. The lowest was still the National Target Program on Sustainable Poverty Reduction disbursed VND 9,779 billion, reaching 4.78%.

Regarding local budget sources, 1,219.2 billion VND has been disbursed, reaching 75.13%. Of which, some sources of disbursement have achieved high results such as the local budget balance source according to principles and scoring criteria has disbursed 1,037.6 billion VND, reaching 77.32%; land use revenue has disbursed 155.6 billion VND, reaching 61% and lottery revenue has disbursed 25.9 billion VND, reaching 99.9% of the plan.

Also according to statistics from the Provincial People's Committee, in addition to units and localities that have achieved a high disbursement rate of over 80 - 90%, to achieve the minimum target of over 95%, agencies and units with slow disbursement need to urgently complete the progress.

For example, currently there are still many agencies and units with low disbursement rates, including 2 agencies and units that have not disbursed (0%): Vietnam - Germany College (25.021 billion VND), Provincial Employment Service Center (10.04 billion VND). 24 agencies and units have disbursed, but the disbursement rate is below the average of the province (below 65%) such as: Tuong Duong, Ky Son, Que Phong, Vinh City, Anh Son, Nghia Dan, Quy Chau...
