Bright colors in public investment disbursement in 2023
(Baonghean.vn) - By the end of December 2023, the efforts of all levels, sectors, and localities in removing obstacles to improve the disbursement rate of public investment had yielded positive results.
Many units have reached the disbursement milestone of over 90%.
From the beginning of the year, Nghe An province set a target of disbursing over 95% of public investment capital by the end of the year. To achieve this high disbursement rate, the Provincial People's Committee established a Task Force to direct the disbursement of public investment capital, regularly updating the disbursement situation and identifying difficulties and obstacles faced by localities, agencies, and units in order to provide support and solutions. By the end of December 2023, on the eve of the end of the fiscal year for public investment capital disbursement in early January 2024, many agencies, units, and localities had exceeded their set targets.

Representatives from the Provincial Project Management Board for Civil and Industrial Construction Projects stated that since the beginning of the year, they have been assigned three major project areas, including many newly started projects such as the construction of 8 provincial and district-level hospitals with a total investment of 186 billion VND; 28 medical facilities with a total investment of 237 billion VND, and a total investment cost of 478 billion VND...
After receiving the allocated funds on March 17, 2023, the Project Management Board immediately commenced operations, working with relevant agencies, units, and localities to implement the project with the aim of achieving the year-end disbursement target set by the Government.
Representatives from the Project Management Board also stated that by mid-2023, all disbursement procedures and documentation had been reviewed and approved. The Department of Planning and Investment and the Department of Construction provided strong support, ensuring the quick and efficient processing of these documents. In addition to the projects implemented by the Board, it manages over 200 other construction investment projects throughout the province. Therefore, common obstacles are identified and addressed, with support provided to local authorities and units to resolve them, thereby achieving the disbursement targets set by the Government.
As of December 20, 2023, according to statistics from the Department of Planning and Investment, many projects under the management of the Department of Transport's Project Management Board and other units and localities have reached and exceeded the disbursement mark of over 90%, such as the Traditional Medicine Hospital (100%), the Provincial Police (100%), Tay Bac Nghe An Irrigation Company Limited (99.16%), Nam Nghe An Irrigation Company Limited (98.77%), and the Department of Natural Resources and Environment (94.14%).
Fifteen agencies and units with small capital plans under 10 billion VND have also disbursed over 90%. For the two key inter-regional projects, the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section from Km7-Km76, has disbursed 680.2 billion VND, reaching 81.96%; and the Nghe An Oncology Hospital project (phase 2) has disbursed 90.9 billion VND, reaching 33.7%.

In addition, 26 agencies, units, and localities have also basically reached the disbursement mark of over 80%, and are expected to complete it by January 2024, such as: Hung Nguyen (92.16%), Nam Dan (90.56%), Thanh Chuong (90.5%), Do Luong (88.22%), Hoang Mai Town (86.78%), and Dien Chau (82.14%).
Project owners outside the district, such as Tan Ky Irrigation Company Limited, have disbursed 83.68% of the funds, and the Department of Transport has disbursed 81%. Sixteen agencies and units have disbursed between 65.05% and 85%.
Strive to disburse at least 95% of the funds.
The goal and task assigned by the Provincial People's Committee to agencies, units, and localities is to achieve a minimum disbursement rate of over 95% for public investment capital in 2023. This is also a requirement recently signed and issued by Vice Chairman of the Provincial People's Committee Bui Thanh An in Official Letter 11173/UBND-KT dated December 28, 2023, on urging and accelerating the disbursement of public investment capital in 2023.
The Provincial People's Committee and the Public Investment Disbursement Task Force regularly monitor, inspect, and support localities and units in overcoming difficulties in disbursing public investment funds, and keep track of the situation every 10 days through progress reports from the grassroots level.
To date, the total public investment capital disbursed throughout the province has reached VND 4,653.4 billion, achieving 65.05% of the plan, an increase of 4.94% (VND 353.1 billion) compared to December 10, 2023. Of this, the 2023 concentrated public investment plan has disbursed VND 3,636 billion, reaching 65.12%.

The National Target Program for Building New Rural Areas disbursed 312.387 billion VND, reaching 90.76%; the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas disbursed 228.352 billion VND, reaching 36.12%. The lowest disbursement rate was still for the National Target Program for Sustainable Poverty Reduction, with 9.779 billion VND disbursed, reaching 4.78%.
Regarding local budget sources, 1,219.2 billion VND has been disbursed, reaching 75.13%. Among these, some sources have achieved high disbursement rates, such as the local budget balance based on scoring principles and criteria, which disbursed 1,037.6 billion VND (77.32%); land use revenue, which disbursed 155.6 billion VND (61%); and lottery revenue, which disbursed 25.9 billion VND (99.9% of the plan).

According to statistics from the Provincial People's Committee, in addition to units and localities that have achieved high disbursement rates of over 80-90%, in order to reach the minimum target of over 95%, agencies and units with slow disbursement rates need to urgently complete their disbursement progress.
For example, many agencies and units still have low disbursement rates, including two agencies/units that have not disbursed any funds at all (0%): Viet-Duc College (25.021 billion VND) and the Provincial Employment Service Center (10.04 billion VND). 24 agencies/units have disbursed funds, but their disbursement rate is below the provincial average (below 65%), such as: Tuong Duong, Ky Son, Que Phong, Vinh City, Anh Son, Nghia Dan, Quy Chau...
