On the second working day, the 15th session of the 17th Provincial People's Council, term 2016 - 2021, continued to receive the attention of voters and people through the online telephone line, sending many opinions, recommendations and proposals to the session.

Field of traffic management, construction, urban order

* Voter Hoang Van Nam (Thanh Ha commune, Thanh Chuong district) reported that Mr. Pham Duc The appropriated forest land and agricultural land of Thanh Ha commune; this matter was reported by him and transferred by the Standing Committee of the Provincial People's Council to the People's Committee of Thanh Chuong district since October 2019 but has not been resolved yet.

* Voter Bui Quang Tho (Hoi Son commune, Anh Son district) reflected and proposed that the Provincial People's Committee consider and direct the issuance of Land Use Right Certificates for Anh Son Urban Area; although residents have petitioned for nearly 10 years, it has not been resolved.

* Voter Hoang Van Hao (Xuan Son commune, Do Luong district) reported that the Provincial People's Council had issued a Resolution to clear traffic safety corridors throughout the province, but after the campaigns to clear traffic safety corridors, people continued to re-encroach. Requesting that all levels pay attention to directing the serious implementation of the Resolution of the Provincial People's Council.

* Voter Phan Van Chinh (Thanh Tung commune, Thanh Chuong district) reported that in 2016, his family won the auction of a land lot in block 9, Quan Bau ward, Vinh city, and had fulfilled their financial obligations but to date have not been allocated land and granted a Land Use Rights Certificate as prescribed. The reason is that the Vinh City People's Committee, when conducting the land auction, has not completed the site clearance compensation work. We request the Vinh City People's Committee to promptly clear the site to allocate land to his family as prescribed.

* Voter Ngo Tuan (Bac Thanh commune, Yen Thanh district) reported that many households illegally built shops and kiosks, encroaching on canal banks in Bac Son commune, but the local government has not yet organized the clearance.

* Mr. Hoang Van Hao (Xuan Son commune, Do Luong district) reported the situation of oversized and overloaded vehicles operating regularly in the district, damaging residential roads, and requested that authorities inspect and handle this situation.

* Voter Nguyen Van Loi (Nghi Thai commune, Nghi Loc district) reported that the commune's collection of fees for rural road construction from children and the elderly is a violation of the Law on Child Protection and the Law on the Elderly. He requested the Nghi Loc District People's Committee to inspect and handle this issue.

* Voter Nguyen Hong Son (Nghi Duc commune, Vinh city) reported that the 72m and 35m roads passing through his house do not have a drainage system, causing localized flooding for surrounding households. Although he has reported this many times, it has not been resolved yet.

* Voter Nguyen Huu Binh (Hung Binh ward, Vinh city) requested the Provincial People's Committee to inform people about the progress of the Ly Thuong Kiet road extension project to stabilize the lives of people living around this area.

Environmental - mineral, industry and trade fields:

* Voter Tran Thi Thanh (Hung Phuc ward, Vinh city) reported that the land in Tan Phuc block, Hung Phuc ward used to be the land of the Green Park Company but is currently not in use, becoming a garbage collection site, causing environmental pollution for surrounding households. People have made many complaints, but have not been resolved.

* Voter Ho Xuan Phuong (Quynh Phuong ward, Hoang Mai town) reported that Quynh Phuong ward People's Committee collected 2.5 million VND from each household to install clean water facilities, and requested Hoang Mai town People's Committee to check and respond to voters.

* Voter Pham Van Thuan (Lang Son commune, Anh Son district) requested that competent authorities pay attention to investing in the power line of Lang Son commune, Anh Son district to meet the electricity needs for daily life and production of the people.

Regime - policy - internal affairs

* Voter Tu Thi Nguyet (Trung Phuc Cuong commune, Nam Dan district) and voter Tran Dinh Son (Hung Nghia commune, Hung Nguyen district) requested competent authorities to promptly resolve the support regime for redundant cadres after merging communes and hamlets according to regulations.

* Voter Tran Dinh Son (Hung Nghia commune, Hung Nguyen district) reported that in newly merged communes, when people reissue ID cards, issue new household registration books, or correct certificates, they still have to pay fees. Requesting that all levels consider and handle this issue.

* Voter Pham Duc Minh (Thanh Duc commune, Thanh Chuong district) reported that the merger of Hanh Lam Tea Enterprise into Thanh Duc commune has resulted in organizations and unions not having operating funds; and 800 worker households of the enterprise have not yet been transferred to live in Thanh Duc commune. Therefore, all benefits of the people have not been enjoyed. We request that competent authorities promptly resolve the issue to ensure stable lives for the people.

* Voter Dinh Thi Nham (Van Dien commune, Nam Dan district) petitioned to resolve the issue of her filing for the Medal of Honor for her husband, Martyr Nguyen Van Ty, since February 2016, but to date there has been no result. Requesting that competent authorities pay attention and resolve the matter.

* Voter Nguyen Manh Dung (Hung Nghia commune, Hung Nguyen district) requested to resolve the issue of his family having completed a dossier to recognize Mr. Nguyen Hinh as a martyr, who died on September 5, 1952, according to Joint Circular No. 28/2013/TTLT-BLDTBXH-BQP, but the Provincial Military Command did not accept the dossier and requested additional documents and complicated procedures.

On behalf of the meeting chair, Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council thanked the voters and people for their attention to the meeting of the Provincial People's Council. With authority and responsibility, after the meeting, the Provincial People's Council Standing Committee will summarize and send to competent agencies for resolution and respond to voters.
