Urgent VAT refund by electronic method
According to a representative of the General Department of Taxation, by the end of this year, 90% of value-added tax (VAT) refund dossiers will be processed electronically, level 4.
As of July 24, 2,398 enterprises have been trained and instructed on how to use the electronic tax refund service and have registered to use the electronic tax refund service on the General Department of Taxation's electronic information portal. To date, the tax sector has received and processed more than 1,000 electronic VAT refund dossiers from 919 export enterprises and investment projects with a total VAT refund amount electronically of more than VND5,900 billion.
In the pilot phase of 13 tax departments, the rate of processing VAT refund dossiers electronically in April 2017 was 9.9% of dossiers, and in May 2017 it was 15.5%. After completing the implementation of electronic tax refunds in 63/63 provinces and cities, the number of dossiers requesting refunds electronically increased month by month, specifically in June 2017 it was 25.8% of dossiers, and in July 2017 it was 33.5%.

Ms. Le Thi Duyen Hai - Director of the Tax Declaration and Accounting Department (General Department of Taxation) said: Through monitoring the feedback of enterprises, basically, enterprises all see the advantages of electronic tax refund. In addition to sending documents quickly, having support and clear instructions when preparing electronic refund request documents, enterprises have received full and timely notifications from tax authorities via the General Department of Taxation's Electronic Information Portal, including confirmation of the time of receiving documents, appointment letter for returning results, the process of handling documents for pre-refund or pre-check and receiving electronic refund decisions.
Previously, Minister of Finance Dinh Tien Dung requested the Tax sector to strive to reach over 90% of taxpayers, refund records, and tax refund amounts electronically for export VAT refunds and investment projects by the end of 2017; to conduct a pilot study on electronic tax refunds for other cases to create a premise for 2018 to widely deploy electronic tax refunds for the remaining cases.
Accordingly, the General Department of Taxation will strive to have 100% of enterprises eligible for VAT refunds in the case of export and investment register to use the electronic tax refund service by December 31. By the end of the fourth quarter of 2007, at least 90% of tax refund dossiers will be processed electronically, accounting for 90% or more of the tax refund amount in the case of export and investment compared to the total number of dossiers and total VAT refund amount processed electronically.
From now until the end of the year, the General Department of Taxation will continue to review and make a list of taxpayers who have made electronic tax declarations and paid taxes to the tax authority via the General Department of Taxation's Electronic Information Portal, who are eligible for VAT refunds in cases of export and investment projects that have not been trained, to organize training for businesses on the process and application of submitting tax refund dossiers and receiving settlement results from tax authorities electronically, and support businesses to make electronic tax refunds right from the first tax refund dossier.
