Impersonating the secretary of the provincial police director to extort money from businesses
Nguyen Minh Chat, 45 years old, pretended to be the secretary of the provincial police director, forcing businesses to pay money to ignore construction violations.

According to verification, Chat recently came from Ho Chi Minh City to Dien Bien, stayed at hotels and became acquainted with a number of provincial police officers. Wherever he went and whom he met, Chat introduced himself as the secretary of the provincial police director and regularly approached leaders and supervisors of construction projects in the area. Chat then met with construction project owners to report a number of violations related to labor safety and construction quality. He threatened that if any business did not meet to discuss, he would be "dealt with to the end". To be let off the hook, Chat required businesses to directly pay a sum of money ranging from several tens to hundreds of millions of dong. He did not accept money transfers.
Because he believed in the cover of "secretary of the provincial police director", a construction management officer in Tuan Giao district came to meet Chat and gave him 40 million in cash as requested. After receiving the money, Chat was hiding in Hoa Binh province when he was arrested.
