Increased cases of drunk driving and resisting law enforcement

On April 3, the Traffic Police Department said that in the first quarter of 2024, there were 51 cases nationwide of resisting traffic police on duty, injuring 21 officers, of which 20 cases involved drivers using alcohol and measuring alcohol concentration (accounting for 39.21%).

The Traffic Police force directly and in coordination with other forces arrested 55 subjects and handed them over to the authorities for handling according to regulations. Of which, the Investigation Police Agency has prosecuted 50 cases and 54 subjects; 1 case and 1 subject are consolidating the prosecution file according to regulations. Compared to the first quarter of 2023, there was an increase of 30 cases (51/21 cases), compared to the fourth quarter of 2023, there was an increase of 19 cases (51/32 cases).

In terms of location, they mainly focus on roads, occurring in large urban areas and cities such as: Hanoi: 8 cases; Thai Nguyen: 8 cases; Quang Ninh: 6 cases; Lang Son: 4 cases; Nghe An: 3 cases; Binh Dinh: 3 cases; on highways: 3 cases...

A typical example is the incident that occurred in Quang Ninh. At 10:10 a.m. on February 21, at km 106+500 of National Highway 18 (in Ha Long City), when the working group of the Traffic Police Department of Quang Ninh Province stopped the car to check the alcohol concentration, the driver of the car with license plate 23A-108.00 turned around and ran in the opposite direction, hitting a traffic police officer and injuring him.

During the investigation, the driver admitted his name was Nguyen Ngoc Giap, born in 1984, residing in Ha Long City, Quang Ninh. The first breath alcohol concentration was 0.115 mg/L, the second time was 0.117 mg/L. A quick drug test was positive for Methamphetamine.

The Investigation Police Agency, Ha Long City Police have initiated a case and prosecuted the defendant for the crime of "resisting a person on official duty".
