The word “Hey” in the first clause is: “Hey, compatriots nationwide”. This sentence is associated with the content of announcing the urgency of the overall situation of the country and people. Next, it clearly states and affirms the humanitarian spirit of our nation: “We want peace. We must make concessions. But the more we make concessions, the more the French colonialists encroach because they are determined to take over our country again!”

The revolutionary leadership of the Party and President Ho Chi Minh has gone through many difficult and complicated stages, but never has it been as tense as the "life-threatening situation" at the end of 1946. At the same time, our nation had to face many enemies such as the British army, Chiang Kai-shek's army, the French army and the rising reactionary parties and forces in the country. They all plotted to sabotage the revolution and abolish the young revolutionary state government - the Democratic Republic of Vietnam. President Ho Chi Minh, on behalf of the Party Central Committee, issued the "Call for National Resistance" at the most difficult and decisive moment for the fate of the nation and people. The value of the Call for National Resistance can be approached from different perspectives, but the most prominent is: "Military humanistic value".

The phrases: “want peace”; “must make concessions”; “be more tolerant” show a spirit of not wanting war to happen; clarify a compromise to the end to have peace.

That spirit is further enhanced when placed in relation to the French colonial plot and attitude: “The French colonialists are encroaching further because they are determined to take over our country again!”. The words “encroaching further”; “determined to take over our country again” have put the entire nation, each Vietnamese person, in a forced situation of having to choose one of two: one is to fold one’s arms, bow one’s head and return to slavery; the other is to fight to the end to gain freedom and independence.

Faced with these two choices, President Ho Chi Minh firmly affirmed with one word: “No!...” to clearly express his choice of the path of determination to fight the enemy. The word “no!” in the clause has the value of a “trigger” to the existing mental state, to be multiplied many times through the awakening of each Vietnamese person before the threat of invasion. That determination is: “… We would rather sacrifice everything, than lose our country, than become slaves”. Through the art of expression of the “Hịch”, President Ho Chi Minh pushed the determination to fight the enemy of the entire nation to its highest peak.

The propositions: “We must stand up!”; “Men and women, regardless of religion, party, ethnicity, old or young. Anyone who is Vietnamese must stand up to fight the French colonialists to save the Fatherland”. The word “He” is easy to understand, easy to enter people’s awareness and also implies that no one is excluded in fighting to save the country.

The call for national resistance also clearly stated the specific ways for anyone to fight the enemy: “Whoever has a gun, use a gun. Whoever has a sword, use a sword. If there is no sword, use a hoe, shovel, stick, or club. Everyone must strive to fight against French colonialism to save the country”; “We must sacrifice to the last drop of blood, to preserve the country” clearly demonstrated a determined will; a very specific way of implementation and allowed no one to be excluded. The above contents, with easy-to-understand expressions, but have a very strong stimulating effect on revolutionary spirit.

The Call for National Resistance quickly entered the consciousness, will and determination of every person in our nation. The spirit of the Call is the transformation of military cultural values ​​in the tradition of patriotism to fight the enemy to its highest peak in the new era. The tradition of: “Nam quoc son ha Nam De cu…” (Ly dynasty); the cry of “determined to fight” of the elders of the Tran dynasty in the Dien Hong Conference, especially the “Hich tuong si” of Tran Quoc Tuan; the thought of “The core of humanity is to pacify the people/ The army goes on a punitive expedition to eliminate violence” of Nguyen Trai; the spirit of speed: “Fight to keep your hair long/ Fight to keep your teeth black (Quang Trung)… were forged in the Call for National Resistance of President Ho Chi Minh.

The call for national resistance had great spiritual power - the power of Vietnamese humanism and humanism from the depth of tradition, the breadth of the entire people, and the height of the times. Therefore, it became the material power that defeated the nine-year-long French colonial expeditionary force with the decisive strategic battle of Dien Bien Phu.

The call for national resistance has been going on for 70 years, but its general value and the humanitarian and military values ​​of Vietnam remain intact. It is eternal and always relevant.

At present, hostile forces have not given up their plot to bring our nation back to a new cycle of slavery. In that general context, the peaceful evolution of hostile forces; the dangers of "self-evolution" and "self-transformation" have put our entire Party, people and army in a new situation, and we must continue to promote the value of President Ho Chi Minh's Call for National Resistance to be on par with the times. Currently, we focus on overcoming and repelling the degradation of political ideology, morality and lifestyle, "self-evolution" and "self-transformation" effectively and efficiently. The spirit of the Resolution of the 12th Central Committee, Session 4: "the entire political system must participate", that is, every Vietnamese person must act practically.

Today’s generations have the right to be proud of the heroic tradition of their predecessors in implementing the “Call for National Resistance”, achieving victory, and at the same time must clearly demonstrate their responsibility towards the history, present and future of the country.
