Solutions to improve the quality of Party cell activities
(Baonghean) - The issue of improving the quality of Party cell activities has long been a concern and direction of the Provincial Party Committee. Most recently, on July 5, 2017, the Provincial Party Committee Standing Committee issued Directive No. 13-CT/TU on "Improving the quality of Party cell activities" with many solutions implemented. However, after 2 years of implementing this policy, there are still many shortcomings that need to be overcome.

Implementing the policy of improving the quality of Party cell activities, the Provincial Party Committee assigned comrades in the Standing Committee and members of the Provincial Party Executive Committee to participate in Party cell activities in their respective areas every 6 months; at the same time, implementing a plan for the Secretary, Deputy Secretary, Standing Committee members and Party committee members to participate in Party cell activities in residential areas every quarter and every month; Party members working in communes, wards and towns to participate in Party activities in residential area Party cells.
"Through this activity, the Standing Committee members of the Provincial Party Committee and Party Committee members at all levels have oriented the Party cells in their activities. The Party cells are also more aware of preparing content and participating in contributing opinions from Party members."

In Nghi Loc district, to improve the quality of Party cell activities, the Standing Committee of the District Party Committee issued Instruction No. 53-HD/HU, dated August 17, 2017 on the content and methods of organizing Party cell activities. Comrade Nguyen Ba Chau - Head of the District Party Committee's Organization Board said that through the implementation of this policy, Party cells have organized activities in a methodical and quality manner. In particular, thematic activities are associated with many Party cells to solve difficult and urgent practical problems.
Many Party cells have promoted the role of Party members, avoiding the situation where many Party members are absent from meetings or attend meetings but do not contribute opinions.

Along with the above content, Nghi Loc District Party Committee also maintains an annual training regime for the team of secretaries and deputy secretaries of the Party cells in the whole district, including methods of organization, management, and resolution building.
Nghi Loc District Party Committee has also just issued Plan No. 192-KH/HU, dated July 4, 2019 on the Secretary, Deputy Secretary, Standing Committee members and Party Committee members at district and grassroots levels, leaders and specialists of Party building committees, Party members working in communes and towns attending Party activities at residential area Party cells.

Sharing his experience in organizing Party cell activities, comrade Tran Van Quyet - Party cell secretary of Trung Thanh hamlet, Hung Dong commune Party Committee (Vinh city) said that the quality of Party cell activities depends largely on the preparation of content for the activities. Normally, based on the situation of the superiors and the local reality, the secretary himself must outline the content first and then discuss and agree in the Party cell, before submitting it to the Party cell. And in Party cell activities, it must be democratic, promoting the intelligence of all Party members to participate in contributing ideas and in the process of organizing and implementing, cadres and Party members must set an example of speaking first, doing first, so that people can see and follow.
Similarly, at Block 1 Party Cell, Ha Huy Tap Ward Party Committee (Vinh City), directly participating in a Party Cell meeting, we felt the serious, clear and opinionated leadership role of Party Cell Secretary Bui Van Lien. The meeting discussed the key issues of the block, clarifying the contents that people are interested in and concerned about. At the meeting, contents such as ensuring urban civilization and traffic safety and order were also discussed and debated enthusiastically; Party members who did not perform their duties well were reminded, Party members who actively participated were promptly commended...
"In addition to strictly maintaining the system of assigning Party committee members at all levels and cadres to monitor the grassroots level to periodically participate in Party cell activities, Vinh City Party Committee has also paid attention to directing the City Party Committee's Organization Committee to guide grassroots Party committees to focus on improving the quality of Party cell activities, through perfecting the team of Party cell secretaries and comrades in the Party cell with capacity, enthusiasm and responsibility."

Issues raised
The fact that the heads of the Party cells are retired cadres and do not participate in agricultural production has more or less affected the quality of Party cell activities. Because in agricultural areas, farming and production activities dominate most of people's lives. Therefore, if the Party cell secretary or deputy secretary lacks knowledge in this field, the activities will lack vitality.
Evaluating 2 years of implementing Directive No. 13-CT/TU on "Improving the quality of Party cell activities", at the working session of the Provincial Party Standing Committee on July 30, many issues and concerns were also mentioned by delegates.
From the practice of participating in activities at some Party cells in Hung Nguyen, comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, said that one of the criteria for evaluating the quality of Party cell activities is the leadership in implementing political tasks, but in practice there are still some shortcomings.

Because in agricultural areas, farming and production activities dominate most of people's lives. Therefore, if the Party cell secretary or deputy secretary lacks knowledge in this field, the activities will lack vitality.
On the other hand, the capacity to manage the activities of some Party cell secretaries is still limited, leading to Party cell meetings not being able to arouse collective spirit, Party members' opinions and unintentionally, Party cell meetings are dragged on without discussing or resolving the core issues of the unit.

Concerned about the team of Party cell secretaries, comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of Vinh City Party Committee pointed out the fact that in Vinh city, the percentage of secretaries with high seniority is quite high, while the quality of Party cell activities currently requires increasingly high requirements, especially in Party cells with many Party members (70 - 80 Party members/Party cell). Besides, with the mechanism of holding concurrent positions such as Secretary and Hamlet Chief or Head of the Front Work Committee, it is difficult to fulfill the task.
Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council also affirmed: The soul and vitality of the Party cell depends greatly on the role of the Party cell secretary. Therefore, Party committees at all levels need to take care of training, fostering, providing information, suggesting activities for Party cells, assigning tasks to higher-level Party committees on activities, in order to transfer all enthusiasm, responsibility, and concerns to the team of Party cell secretaries.
Along with that is the consolidation of Party cell secretaries through the merger of blocks, hamlets, villages and Party cell congresses for the 2020-2022 term. In addition, Party committees at all levels need to continue implementing two important projects of the Provincial Party Committee, including Project No. 5155-DA/TU on developing Party members and Party organizations in private enterprises and foreign-invested enterprises; Project No. 01-DA/TU on building Party cells and developing Party members in blocks, hamlets, and villages that do not have Party cells or Party members, and blocks, hamlets, and villages that are at risk of no longer having Party cells.

Affirming that improving the quality of Party cell activities is very important, Provincial Party Secretary Nguyen Dac Vinh said that, based on the assessment of 2 years of implementing Directive 13-CT/TU, in the coming time, the Provincial Party Standing Committee will continue to propose solutions to improve the quality of Party cell activities. In the immediate future, the Provincial Party Committee's Propaganda Department will be assigned to innovate and improve the quality of information provided on the province's internal newsletter, including the orientation of monthly Party cell activities.
Similarly, localities also need to improve this newsletter. At the same time, maintain the system of assigning Party committee members to participate in Party activities in residential areas; monitor and supervise Party members' activities according to Regulation No. 76/QD-TW on Party members working in agencies, enterprises, and public service units to regularly maintain contact with Party cells and grassroots Party committees and set an example in fulfilling their civic duties at their places of residence...
