According to Mr. Dang Xuan Dinh, Chairman of the Veterans Association of District 1, Ho Chi Minh City, to prevent this situation, it is necessary to strengthen the supervision of the people and the Party organization over officials with positions and power, including leaders. At the same time, issues related to personnel work must be carried out publicly, democratically, and in accordance with procedures.

Violations in personnel work, especially the appointment of relatives, must be resolutely fought against. If the violations are serious, they must be strictly tried as a deterrent because this can lead to the survival of the Party and the regime.

“Party members must serve the Fatherland, put the interests of the Fatherland and the nation above all else. If we do not put the interests of the Fatherland and the nation above all else but put our own interests first, we will never be able to do well in building a clean and strong Party. Because personal interests suppress the interests of the collective and the nation, endangering the survival of the Party and our regime,” said Mr. Dang Xuan Dinh.

This issue is clearly stated in the Central Executive Committee's Regulations on what party members are not allowed to do: Do ​​not interfere with or influence organizations or individuals so that you or others can be appointed, nominated, run for election, study, or go abroad against regulations... Do not preside over, advise, propose, or participate in issuing documents against regulations. Create conditions or engage in behavior that allows your father, mother, wife (husband), child, brother, or sister to take advantage of your position or work position for personal gain...

As a person with many years of experience in scientific research and participating in state management of science and technology, Associate Professor, Dr. Phan Minh Tan, Vice President of the Ho Chi Minh City Union of Science and Technology Associations, said that appointing relatives is also a form of power corruption. Corruption in personnel work brings many material benefits but leaves few traces, is easy to hide and difficult to detect... Therefore, it is necessary to have a mechanism to strictly control the power of leaders in appointing and promoting officials.

According to Mr. Phan Minh Tan, to limit this situation, the Party and State need to effectively implement policies to attract scientific and technological intellectuals; seriously organize recruitment exams for important positions to select talented people to contribute to the development of the country and each locality.

Associate Professor Dr. Phan Minh Tan suggested: “If we have better policies and mechanisms to remove barriers to intellectuals, our country will develop faster. I think that one of the tasks of the Party is to pay more attention and care to intellectuals. Because currently, in the development of the country, the main and important driving force must be science and technology, and the knowledge economy.”

This year, nearly 60 years old in the Party, Mr. Pham Ba Lu, Head of the Liaison Committee for soldiers captured and imprisoned by the enemy nationwide, affirmed that cadre work is very important in all successes of our Party and State. If the children of cadres or relatives of cadres are virtuous and talented, that is something to be highly respected. The people highly welcome cadres who are talented, virtuous, have vision, are fundamentally trained and are dedicated to serving the people and the Party.

Mr. Pham Ba Lu also cited a number of cases of promotion and appointment of officials who are relatives of people with violations at the Ministry of Industry and Trade, the Ministry of Finance, in provinces such as Hai Duong, Ha Giang, Binh Dinh, Bac Ninh... and said that if unqualified officials are selected for planned positions, the personnel work has been wrong from the beginning, affecting the people's trust.

According to Mr. Lu, a person working in personnel work must have a very pure heart, without bias, without favoritism, and must not promote because of family or close friends. A person working in personnel work must consider choosing good cadres for the Party, the State, and the people.

The procedures for evaluating, planning, transferring, promoting, and appointing Party and State officials are very strict. However, in reality, the number of cases of appointing relatives is increasingly being discovered. It is worth noting that when discovered, many cases are still justified as "following procedures" or "random"... Therefore, preventing the appointment of relatives is a contribution to Party building, perfecting the team of officials who are both red and professional, and acting as a driving force for the country's development./.
