Solution for managing collection and payment of social insurance and health insurance regimes
(Baonghean.vn) - Voters' recommendation: Currently, the Social Insurance agency signs contracts with post offices to pay pensions; signs contracts with commune officials to collect voluntary social insurance and health insurance for some subjects, bringing some benefits to the people. However, in the implementation process, there are still many errors, slow implementation, causing disadvantages to the people. It is recommended that the relevant agencies need to have solutions to manage and overcome these.
The relevant authorities responded to this issue as follows:
Implementing the Government's policy and the regulations of the Vietnam Social Security on implementing the method of paying pensions through the postal system and collecting voluntary social insurance and health insurance of participants by household, students (hereinafter referred to as voluntary social insurance and health insurance collection) through the network of collection agents in communes and wards (Collection agents are established on the basis of the Social Security agency signing a contract with the People's Committee of the commune and organizations with full legal status).

During the implementation process, Nghe An Social Insurance has paid attention to and synchronously deployed measures in accordance with the regulations of Vietnam Social Insurance, especially building a strict and synchronous system of business processes; organizing the selection, training and education of staff working as agents to meet the requirements before signing contracts; surveying, arranging and building a network of collection and payment points in all communes, wards and towns across the province to ensure convenience for participants and beneficiaries; requiring that at collection agent points, signs must be hung, employees must wear collection agent employee cards issued by the Social Insurance agency while performing their duties and widely disseminating and announcing personal information of employees working as collection and payment agents in the area for the convenience of people to know and contact...
After the implementation period, at the end of 2014, Nghe An Provincial Social Insurance organized a survey and showed that over 95% of beneficiaries surveyed assessed that pension payments through the postal system were carried out enthusiastically, thoughtfully and better than before (total number of beneficiaries surveyed: 75,638 people; of which 65,862 opinions (95.10%) assessed enthusiasm and thoughtfulness; 152 opinions (0.20%) assessed less enthusiasm and thoughtfulness). |
However, immediately after receiving the direction of the Provincial People's Committee on voters' recommendations and to have more information, Nghe An Provincial Social Insurance issued documents No. 347/BHXH-KHTC dated March 7, 2016, No. 348/BHXH-KHTC dated March 7, 2016 directing and requesting Social Insurance of districts and Post Offices to strengthen the synchronous implementation of measures in the management of payment of social insurance regimes; collection of voluntary social insurance and health insurance at communes and wards.

In particular, closely inspect and supervise the Post Office in the management and payment of social insurance regimes; inspect and supervise all activities of collection agents and collection agent staff in the area; thereby resolutely request the Post Office to terminate contracts with collection agents and collection and payment agent staff who have poor professional knowledge, causing problems and limitations as mentioned by voters above (if any).
At the same time, to facilitate all organizations and individuals in reflecting and recommending contents related to the implementation of social insurance and health insurance policies; Nghe An Provincial Social Insurance continues to propagate and widely disseminate in many forms and post the hotline phone number (0388689333) at all pension payment points and collection points of Collection Agents throughout the province, post the hotline phone number at the One-stop Department of Social Insurance agencies at all levels and announce on the Industry's Electronic Information Page in an easy-to-see and easy-to-read position.

During the implementation of the above measures and based on the implementation results report of the Social Insurance of the districts, as well as through the information receiving channel from the hotline number. Up to now, Nghe An Provincial Social Insurance has not received any comments reflecting the inconvenience as mentioned by voters. However, in order to continuously improve the quality of service, ensure maximum benefits for participants and beneficiaries according to the provisions of law, Nghe An Provincial Social Insurance has been and continues to implement many positive solutions in the management of collection and payment of social insurance and health insurance regimes.
