At the beginning of the meeting, the leaders of the Department of Finance presented the 2015 budget settlement report and the draft resolution of the Provincial People's Council approving the settlement of state budget revenue in the area, the settlement of local budget expenditure in 2015; the draft resolution of the Provincial People's Council on the allocation norms of the regular expenditure estimates of the local budget in 2017 and stabilization until 2020; the draft resolution of the Provincial People's Council approving the issuance of decentralization of revenue sources, expenditure tasks; the percentage of revenue sharing among local budget levels during the budget stabilization period of 2017 - 2020.

Based on the budget assigned under Resolution 145/2014/NQ-HDND dated December 12, 2014 of the Provincial People's Council on the revenue and expenditure estimates for 2015, the results of the 2015 state budget audit of Nghe An province by the State Audit Office of Region II, approved the final settlement of state budget revenue in the area, the final settlement of local budget expenditure, in 2015, the total local budget revenue was 23,786 billion VND. The total local budget expenditure was more than 23,542 billion VND, the local budget surplus was more than 244 billion VND.

Regarding the allocation norms for regular expenditure estimates of local budgets, the draft provides guidelines for amending the allocation norms for regular expenditure estimates in the following areas: administrative management, education and training, vocational training, healthcare, culture and information, sports, tourism, radio and television, national defense and security, etc.

This rate does not motivate wards and communes, especially for difficult revenue sources such as transportation and construction. The Director of the Tax Department said that it is necessary to consider increasing it to 20-30%.

The Director of the Department of Education and Training spoke and requested the Provincial People's Committee to pay attention to allocating appropriate budgets, creating conditions for the education sector to develop.

In addition, some department and sector leaders are concerned about the difficulty in budget regulation. Comrade Nguyen Thi Kim Chi - Director of the Department of Education and Training said: Currently, in educational institutions, there are 3 revenue sources: tuition, insurance and voluntary collection. Thus, the sector mainly relies on tuition collection. Therefore, the Provincial People's Committee, relevant departments and sectors need to regulate the budget appropriately, creating conditions for the education sector to develop stably.

After listening to the speeches of the delegates attending the meeting, concluding this content, comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee basically agreed with the contents presented by the Department of Finance, based on the opinions of the delegates, requested the Department of Finance to complete the drafts to submit to the Provincial People's Council in the upcoming meeting.

He suggested that the Department of Transport and relevant departments and branches should focus on directing to resolve the situation of encroachment and re-encroachment of traffic safety corridors, combine urban beautification, establish civilized streets, protect road and railway infrastructure; minimize traffic accidents in the province... The Chairman of the Provincial People's Committee requested that, based on the opinions of the delegates, the Department of Transport receive, supplement and complete the draft to prepare for submission to the Provincial People's Council in the upcoming session.

Also this morning, the meeting participants listened to and gave their opinions on the draft Resolution of the Provincial People's Council on business registration fees in the province; the draft Resolution of the Provincial People's Council on assigning public employee payrolls in state management agencies of Nghe An province in 2017; the draft Resolution of the Provincial People's Council approving the total number of employees in public service units and associations in 2017.
