Director of Department of Agriculture will explain violations of some protective forest management boards

(Baonghean.vn) - This is the content agreed upon by the Standing Committee of the Provincial People's Council at the regular meeting in March.

On the morning of March 25, the Standing Committee of the Provincial People's Council held a regular meeting in March to listen to and give opinions on many important issues. Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

Explanation of violations at some protective forest management boards

On March 3, to prepare for the explanation content, the Standing Committee of the Provincial People's Council issued Official Dispatch No. 72/HDND on proposing the content of the explanation request at the meeting of the Standing Committee of the Provincial People's Council.

The Provincial People's Council Office has compiled and proposed 5 contents to submit to the Provincial People's Council Standing Committee. At the meeting, the Provincial People's Council Standing Committee unanimously selected the content related to the situation of some protective forest management boards allowing violations to occur.

The Director of the Department of Agriculture and Rural Development of Nghe An will explain this content at the Standing Committee meeting of the Provincial People's Council in April 2020.

At the meeting, the Provincial People's Council also listened to the report on the results of activities in March and the key tasks in April of the Standing Committee of the Provincial People's Council. Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged the results of activities in March; at the same time, agreeing on the tasks in April, the Chairman of the Provincial People's Council noted some key contents, including the need to continue to actively participate in the prevention and control of the Covid-19 epidemic; the supervision work of the Standing Committee and the committees of the Provincial People's Council needs to be prepared to be implemented in a concise, fast and effective manner.

Conduct monitoring of 15 policy resolutions

The Standing Committee of the Provincial People's Council listened to and commented on the draft Plan and supervision outline of the Provincial People's Council on "the implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for investment in socio-economic development in the province".

Accordingly, the Provincial People's Council will be divided into two delegations led by two Vice Chairmen of the Provincial People's Council to directly supervise the implementation of 15 resolutions issued by the Provincial People's Council that are still in effect on mechanisms and policies expected at 6 district-level units and 12 departments and branches; in addition, other district-level units will supervise through reports.

The purpose of the supervision is to review and evaluate the implementation; results achieved, shortcomings, limitations, obstacles, and difficulties; determine the causes, clarify the responsibilities of authorities at all levels, relevant departments, branches, and sectors in implementing the resolutions of the Provincial People's Council within the scope of supervision.

Through the results of policy implementation to comprehensively assess the effectiveness, limitations and shortcomings; recommend and propose the implementation of the Provincial People's Council's resolutions on mechanisms and policies; solutions to more effectively implement the resolutions of the Provincial People's Council in the coming time in the province.

Vice Chairwoman of the Provincial People's Council Cao Thi Hien emphasized that the implementation of monitoring this content aims to contribute significantly to the summary of this term and serve the policy planning of the next term of the Provincial People's Council to be better implemented.

To prepare for supervision, in addition to developing plans and outlines, the Standing Committee of the Provincial People's Council also coordinated with the Department of Science and Technology to conduct sociological surveys on the implementation of mechanisms and policies.

Attending the meeting, the leaders of the Provincial People's Committee and the Vietnam Fatherland Front Committee of Nghe An province highly agreed with the implementation of the above monitoring program and added some additional contents to the monitoring plan.

Concluding this content, Chairman of the Provincial People's Council Nguyen Xuan Son emphasized that the process of building a monitoring outline must have clear thinking and orientation from the beginning to be able to deeply evaluate and make judgments during the monitoring process.

In particular, it is necessary to develop a general outline, clearly mentioning the context, advantages, difficulties; the process of deployment and implementation; results, effectiveness; limitations, shortcomings, difficulties, obstacles; causes of results, limitations; proposals, recommendations (is the policy still suitable, what are the conditions for implementing the policy) so that authorities at all levels and departments and branches can rely on it to develop specific reports.

However, when the Provincial People's Council builds a report on monitoring results, it needs to be implemented carefully. Based on the monitoring, it is possible to build separate reports for each of the 15 resolutions.

Also at the meeting, the Standing Committee of the Provincial People's Council listened to and commented on many other important contents, including agreeing to add 6 draft resolutions to the list of draft resolutions submitted to the Provincial People's Council in 2020. Thus, this year, the Provincial People's Council is expected to consider 45 draft resolutions.
