Although April 25 was a make-up day, basically all agencies, especially at the commune level, had full staff; when working, they wore their badges and were serious; the district organized the sending of documents directing the make-up day and the communes assigned leaders to handle work during the upcoming holidays; some communes amended their internal rules and working regulations to institutionalize the content of Directive 17 and overcome and remedy some limitations and shortcomings that the district and provincial inspection teams had previously reminded.

However, the reality of surprise inspections, especially of district-level departments, shows that some civil servants still do not strictly follow working hours; leaders and managers of some departments go to the grassroots but the monitoring and supervision schedule is not specific and clear; there is still a situation where civil servants come late and leave early in some departments; the inspected communes have not yet developed regulations on assigning tasks to specialized departments and civil servants, so they cannot manage and supervise time and evaluate efficiency; commune civil servants do not yet understand their responsibilities and tasks, so they report the results of handling work in a general manner. Some communes have not yet properly implemented the organization of hanging the National Emblem and the signboard of the Headquarters Agency according to regulations; the district's one-stop transaction center has not yet ensured working conditions and served the people and businesses; communes have not yet publicly posted all administrative procedures at the one-stop department...
