Supervising human resource development work in Dien Chau district
(Baonghean.vn) - The monitoring delegation suggested that the district needs to have a plan and strategy for human resource training so that this work becomes more systematic, high-quality and effective, meeting the vocational training needs of workers.
On the morning of April 22, the Nghe An Provincial People's Council Supervision Delegation led by Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, supervised the implementation of human resource training and development in Dien Chau district.

GREAT LABOR DEMAND
Before working with the People's Committee of Dien Chau district, the delegation surveyed the training and human resource development work at the Center for Vocational Education - Continuing Education of Dien Chau district.

Currently, there is 1 vocational training facility in the district. The Center for Vocational Education - Continuing Education of Dien Chau district currently has 2 training facilities that are operating effectively. By 2020, the center will be licensed to train 17 occupations.
From 2015 to 2020, human resource training and development in the district achieved many positive results with about 400 - 600 rural workers receiving vocational training with an employment rate after training of more than 80%.

According to the leaders of Dien Chau district, there are more than 600 businesses operating in the district with 12,000 workers. Recently, the district has worked to connect with businesses, production and business establishments in the area to create jobs for local workers.
As a locality with many businesses, especially garment and footwear factories, the demand for labor is very high. In addition, the restaurant, hotel, and tourism service industries have a high demand for labor. The problem is that workers must be trained to meet the needs of businesses.

However, the current problem in the area is that the labor demand of businesses in the district is large, but the number of local workers working far away is still large.
Vocational training management is still passive, the vocational teaching staff is still lacking, not uniform, capacity is limited, and human resources cannot be diversified according to the needs of businesses along the value chain, especially non-agricultural occupations; facilities do not meet the needs of vocational training.The awareness of vocational training among a part of rural laborers is still low, and there is still a mentality of dependence. The source of training funding is not much, and is provided late; after training, students still have difficulty accessing preferential capital to start a business, expand production and business. The implementation of vocational training socialization faces many difficulties.

Talking to the Supervisory Delegation, Secretary of Dien Chau District Party Committee - Comrade Ha Xuan Quang said: The Resolution of the District Party Congress for the 2020-2025 term identifies improving the quality of vocational training as one of the key tasks of the district.
In the coming time, the district has been paying attention to improving the quality of activities of the district's Vocational Education - Continuing Education Center, supporting operating costs for the unit.
"To improve the quality of human resource training, the province needs to conduct a survey to grasp the labor needs in the province in general and Dien Chau district in particular to have an orientation for vocational training.
The province needs to have a good coordination mechanism with companies, businesses, and corporations to provide vocational training and continue to sign contracts with businesses; there needs to be solutions to improve the qualifications of the teaching staff. Propaganda and orientation for workers to learn vocational skills" - Comrade Ha Xuan Quang proposed.

LINK WITH BUSINESS
Discussed at the meeting, the concerns of the members of the monitoring delegation related to vocational training: Results of vocational training models according to orders of enterprises; reviewing labor from domestic localities; training facilities and equipment.
Socialization in vocational training; number of trained workers working in and outside the province; solutions to improve qualifications for teachers, vocational training for poor and near-poor households; vocational training for exported workers; survey of labor demand from the South returning to the locality,...

Concluding the meeting, comrade Nguyen Nhu Khoi highly appreciated the attention and direction of Dien Chau district in human resource training.
Analyzing and pointing out some shortcomings in vocational training in the past, according to comrade Nguyen Nhu Khoi, to make vocational training effective, many factors are needed: teachers, facilities, links with businesses, management work...
Emphasizing that the demand for labor in Dien Chau district is very large, therefore, according to him, in order to train local human resources, it is necessary to link with businesses, from needs, responsibilities, equipment, facilities, training experts, to have a strategy in vocational training for workers. In addition, the district needs to have recommendations to regulate training targets more appropriately.
Comrade Nguyen Nhu Khoi suggested that in the training program, the responsibility of training institutions should focus on professionalism and industry for workers.
The district needs to invest in the Dien Chau District Vocational Education and Continuing Education Center to meet the training needs in the area. Dien Chau needs to issue a project to improve the quality of vocational training for workers in the district so that this work becomes more systematic, high-quality and effective.
