According to the Deputy Head of Anh Son District Police, as of August 2018, in Anh Son district, there were 133 business establishments with security and order conditions that were granted certificates of eligibility for security and order.

However, the establishments are small in scale, distributed in 21 communes and towns; especially karaoke establishments concentrated in remote communes; or liquefied petroleum gas establishments with household scale, the amount of gas regularly stored at the establishment is small, mainly 5 to 10 gas cylinders of 25 kg/cylinder/establishment...; therefore, some conditions on security and order are not met.

Practical operations at business and service establishments with security and order conditions in the district show that although there have not been any serious security-related issues, there have been conflicts at some karaoke establishments that have disrupted security and order.

From the above shortcomings and inadequacies, at the meeting, Ms. Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council raised the issue of inspection and supervision work of the district police, along with the work of disseminating awareness of compliance with legal regulations for conditional business and service establishments.

Explaining this issue, Deputy Head of District Police Ta Quang Can said that although according to regulations, each facility must be inspected once a year, due to changes in the unit's staff, this has not been done yet, mainly through the commune police and coordination with functional forces for integrated inspections, not directly inspecting each facility.

Accordingly, the results of handling violations are not many. Since the beginning of the year, the whole district has only had 8 establishments handled for administrative violations. Regarding propaganda work, the Deputy Head of the District Police admitted that there has not been a centralized propaganda organization but mainly integrated through professional activities of the police force.

Deputy Head of the Provincial People's Council's Legal Committee Tran Dinh Toan suggested that Anh Son District Police, with its role in state management in this field, should step up propaganda to help facility owners grasp legal regulations through a system of documents to provide to facilities, along with organizing a commitment to ensure and comply with security and order conditions as well as proactively providing the Police with information to prevent security and order issues.

The Deputy Head of the Provincial People's Council's Legal Committee also requested the District Police to proactively develop a regular inspection plan, in which they should pay attention to coordinating and combining with relevant departments and branches, both to ensure the implementation of inspection tasks in accordance with legal regulations and to avoid causing trouble for the establishments...
