Monitoring mineral exploitation output by electronic weighing station
The Ministry of Natural Resources and Environment is drafting a Circular stipulating the process, methods and forms for statistical reporting of actual mineral exploitation output. In particular, the Ministry proposes regulations on the management and use of camera systems and electronic weighing stations to monitor actual mineral exploitation output.
According to the draft, the camera system and electronic weighing stations monitor human activities and vehicles to control mineral exploitation output and to detect, prevent and handle violations related to mineral consumption. The camera system must operate continuously 24/7, every day of the year and must store images in memory for inspection and monitoring purposes.

The draft also clearly states the regulations on responsibilities in using the weighing station system and surveillance cameras as follows: Implement 24/24 hour image monitoring with a logbook for each shift of the system. The camera system management unit is responsible for preserving and checking and strengthening the signal line from the branch junction box to the location of the equipment to ensure proper safety techniques.
The surveillance camera system must be installed in the correct location to control output, usually in warehouses, storage yards, loading and unloading points, weighing stations and at the entrance and exit of the mine. The surveillance camera system must not be arbitrarily moved, dismantled, disconnected from the signal transmission line or disconnected from the power supply line, which limits or disables the technical features of the system. The management unit is responsible for managing and storing all data, and strictly prohibits the unit from arbitrarily copying, canceling the data recording mode on the recorder or deleting information as well as software installed on the recorder and in the computer (if any).
The operator of the camera system and weighing station must have a firm grasp of the system and related safety regulations, and must be assigned a task before operating. Manage the operation of the surveillance camera system and weighing station and plan for inspection, maintenance and cleaning of the lens and internal signals to ensure continuous operation of the system. When detecting any system failure or error, the discoverer must immediately report to the management unit to investigate the cause and fix it as soon as possible.
For units using the system's monitoring screen, when detecting violations through the monitoring screen, the unit is responsible for notifying the relevant functional departments to coordinate in making a report to the Company Director to handle violations and provide information when requested. At the end of the shift, the camera system operator must check the technical status of the system and hand over the shift, clearly stating the operating status, repairs, replacements, and installation of additional equipment of the system (the handover of the shift must be shown in the unit's general monitoring book).
Report when there is a problem with the camera system or weighing station.
According to the draft, in case the camera system equipment is broken and cannot be monitored; the weighing station is not working, the using unit is responsible for checking and reporting to the Company's leadership and the Office to come up with a plan to repair the equipment. If the unit does not notify in time, affecting the monitoring process, the unit using the camera system and weighing station must be fully responsible to the Company Director.
While the camera system equipment is broken or being repaired or maintained and cannot be monitored, the responsible unit shall assign a person to monitor manually. During the process of checking, repairing and installing cameras, the weighing station must comply with the regulations on repair, connection and installation of equipment.
