Coming to Quynh Luu during this time, we clearly feel a new working atmosphere, dedicated and responsible in agencies and units in the political system from district to grassroots. Comrade Lai The Toan - Deputy Head of the Organization Board of Quynh Luu District Party Committee shared: Through the review in the spirit of Resolution 4 of the Central Committee (12th term), emerging quite commonly at each level, each agency and unit, that is, there is still a lack of responsibility, sloppy, superficial and ineffective work; no longer conscious of wholeheartedly serving the country and the people, not fulfilling assigned duties and responsibilities.

Therefore, the content is of interest to all levels, agencies and units to take care of administrative reform, reform the working style and manners of cadres and civil servants, improve the quality of work, and avoid the situation of working carelessly and roughly.

Accordingly, from the District Party Executive Committee to the grassroots Party Committee, all revised and supplemented the working regulations, assigned each Party Committee member to be in charge of the field, in charge of the area and take full responsibility before the Party Committee for the assigned field and area. Every month, comrades in the Standing Committee and Party Committee members must report on arising issues in the field and area in charge to have timely handling measures.

Agencies and units at all levels tighten the implementation of Directive 26 of the Prime Minister and Directive 17 of the Provincial Party Committee Standing Committee on discipline and administrative discipline; combined with measures to raise the sense of responsibility of cadres and civil servants, such as building suggestion boxes at the "one-stop" department, establishing a telephone line to receive people's feedback related to the sense of responsibility of cadres and civil servants as well as pressing issues at the grassroots level; strengthen inspection of the performance of assigned duties and responsibilities of cadres and civil servants...

Therefore, the most obvious change after more than 1 year of implementing the 4th Central Resolution is the spirit of self-reflection, self-recognition, self-correction, self-adjustment and self-control among cadres, party members, civil servants and public employees. The most obvious is overcoming the situation of drinking alcohol during working hours, the speech of cadres and party members is also more moderate, there is no longer a situation of speaking without standards, limiting and overcoming the handling of personal matters during working hours; improving the quality of work...

Not only the working style and sense of responsibility at work, all levels, agencies and units have taken comprehensive steps to overcome the indicated manifestations. For example, in Quynh Dien commune, through review, the Party Committee identified 8/18 signs of degradation in political ideology, ethics and lifestyle, and up to now, the locality has simultaneously implemented measures to overcome 8/8 signs. Secretary of the Commune Party Committee Nguyen Van Hung said: "Up to this point, in rural Party cells, the situation of Party members going to do business without reporting to the Party cell has been overcome; Party members voluntarily quit activities or do not participate in regular Party cell activities.

In particular, the problem of "saying but not doing", not being a role model in donating land, clearing the ground, and even contributing resources to support the expansion and construction of rural roads among some cadres and party members has been overcome. Thanks to the clear thinking of cadres and party members, it has contributed to creating a widespread effect among the masses. Since then, the rate of mobilizing contributions to build rural roads to the alleys in Quynh Dien has reached 100% of households; on average, each household contributed from 4 to 8 million VND. In 2017 alone, the locality has expanded and concreted 3 km of commune roads; 18 inter-family roads with a total length of 1.9 km and up to now, the whole commune has basically closed rural roads".

Similarly, in Quynh My commune, the remediation was also directed comprehensively in all 9/9 signs of degradation in political ideology and lifestyle ethics. Notably in Quynh My, according to the Party Secretary of Kieu Thi Phuc commune, it was to overcome the situation of sloppy, general, and ineffective work in some departments and individuals. For example, in the land sector, after 14 years of not being able to carry out planning for land auctions, up to now, 32 land lots have been planned and will be auctioned in the first quarter of 2018. The issuance of land use right certificates to households and handling of land violations in the area have been accelerated.

Choose work now, regularly

After reviewing in the spirit of Resolution 4 of the Central Committee (12th tenure), in addition to the contents identified with a roadmap, all levels in Quynh Luu have clearly identified the tasks that need to be done immediately and regularly. Particularly for the Standing Committee of the District Party Committee, there are 5 contents and the District Party Committee has 12 contents that need to be done immediately and regularly; along with that, practical and specific solutions are proposed.

Accordingly, the Quynh Luu District Party Committee has focused on promoting investment attraction, exploiting the potential and advantages of the locality to promote economic development, and increase income for the people. In 2017, the district attracted 13 projects, with a total capital of 768 billion VND invested in the area. At the same time, the District Party Committee also directed the District People's Committee to focus on building a number of economic development projects associated with the locality's advantages, such as the project to develop sea tourism, the project to develop high-tech applications in agricultural production; strengthen the direction of economic development in the western region of the district...; focus on directing the overcoming of shortcomings after the inspection of finance, state management of land, environment...

In order to create a clear shift in the implementation of local political tasks, implementing the Resolution of the Party Congresses at all levels, term 2015 - 2020, the Standing Committee of the District Party Committee directed to strengthen the rotation of cadres based on the capacity and strengths of cadres and for the common movement of the locality, each agency and unit. Along with that, it is necessary to strengthen the direction, grasp, monitor and inspect the grassroots and party members to promptly correct violations and limitations, and at the same time replace cadres and party members with violations. In 2017, the Party Committees and Inspection Committees at all levels supervised and inspected 167 party organizations and 172 party members; of which disciplinary action was taken against 1 party organization and 84 party members.

For the grassroots level, the contents selected to be done immediately and regularly are strengthening State management of land and environment, overcoming the delay in granting land use right certificates; innovating propaganda work, mobilizing people to carry out movements to develop production, increase income, build new rural areas, eliminate hunger and reduce poverty; focusing on resolving people's recommendations, reflections and complaints and denunciations...

To continue to effectively implement the Central Resolution 4 (term XII), especially to thoroughly overcome the manifestations, and at the same time well implement the contents to be done immediately, regularly and with a defined roadmap, the Party committees at all levels in Quynh Luu are continuing to be determined to promote administrative reform, public service reform; innovate the working style and manner of cadres and civil servants in a scientific, specific, close-to-the-base, and people-friendly direction; and strictly implement Directive 26 of the Prime Minister and Directive 17 of the Provincial Party Committee Standing Committee on discipline and administrative discipline.
