Assign localities to organize high school graduation exams under the supervision of the Ministry of Education and Training
Speaking to the press this morning (April 28), Mr. Phung Xuan Nha - Minister of Education and Training, affirmed that although this year's high school graduation exam was assigned to localities to organize, the Ministry of Education and Training still had to closely direct and supervise so that the exam took place seriously and honestly, ensuring accurate, objective and reliable exam results.
Mr. Phung Xuan Nha said that currently the Ministry of Education and Training is receiving comments to perfect the high school graduation exam regulations in accordance with the Prime Minister's direction.
Minister of Education and Training Phung Xuan Nha said that, in the face of the complicated developments of the Covid-19 epidemic in Vietnam, implementing the Prime Minister's direction, the Ministry of Education and Training has organized research and drafted plans for exams, recognition of high school graduation and university and college admissions in 2020. The final plan has been basically agreed upon by the Prime Minister.

Accordingly, the exam organization plan has not changed much compared to 2019. The Ministry of Education and Training still organizes the exam questions, builds and provides exam marking software, and candidates still take the exam in their locality. The exam content is in the curriculum after being streamlined in the spirit of "study what you take the exam". The exams and scores of the components in the natural science and social science exams are basically the same as in 2019. Universities and colleges can still use the results of this exam as a basis for admission.
The significant difference, according to Minister Phung Xuan Nha, is that the test content is limited according to the streamlined program, the difficulty of the test will be reduced, there will be no puzzles to suit the teaching and learning conditions in the epidemic situation and the main purpose is to consider high school graduation, assess the quality of general education on the general level of the whole country; the test time will be shortened.
In addition, instead of the Ministry of Education and Training having to mobilize nearly 50,000 university staff and lecturers to invigilate, grade, supervise, and inspect the grading of exams like in recent years, this year the Ministry only mobilizes a small number to supervise and inspect exams to comply with the requirements of Covid-19 prevention and control. The provincial People's Committee presides over the organization of the exam and is responsible for the safety, seriousness, and quality of the exam held in its locality.
In addition, Minister Phung Xuan Nha said that although the exam is assigned to the locality to organize, the Ministry still closely directs and supervises to ensure the exam takes place seriously and honestly, ensuring accurate, objective and reliable exam results.
"We are developing specific plans to closely monitor all stages of the exam, especially the invigilation and grading work in localities. We cannot let things slide because of the pandemic. In particular, this year the Ministry will compare the graduation exam results with the scores in the students' transcripts to better assess the quality of general education and the honesty in organizing the local exam," said Minister Phung Xuan Nha.
In the context of the epidemic, it is necessary to adjust the curriculum and teaching and learning methods; limit the content and difficulty of the exams; and according to the wishes of students (independent candidates) and absorb public opinion, the authorities and the Ministry of Education and Training have agreed to allow independent candidates to participate in this year's exam to get the results for admission to universities and colleges./.
