Helping terrorist organization Dao Minh Quan, 12 reactionaries must pay the price

The defendants are members of the Organization.terrorismThe “Provisional National Government of Vietnam” operates in Ho Chi Minh City, Dong Nai, An Giang, Dak Lak, Dak Nong, Lam Dong, Phu Yen and Kon Tum.

According to the prosecution, the terrorist organization "Provisional National Government of Vietnam" led and commanded by Dao Minh Quan was established abroad and had many activities of propaganda, distortion, and armed violence against the State.

Being appointed as "Lieutenant General, Deputy Minister of Finance", Lam Ai Hue lured and colluded with Tran Thi Ngoc Xuan (53 years old, residing in Ho Chi Minh City).

Around March 2018, Xuan actively carried out propaganda activities for the organization, attracting and guiding 6 people to register to participate; arbitrarily obtained other people's personal information to register to conduct a "referendum" for Dao Minh Quan. Xuan was organizedreactionaryThis deposit takes USD and Canadian dollars.

In November 2018, despite being invited to work and warned by the police, the defendant did not change but instead became more active and more serious.

In particular, on February 19, 2019, taking advantage of visiting poor households in Tam Binh ward, Thu Duc city, Xuan brought 5 sets of reactionary propaganda documents to distribute to households there.

In Dong Nai, in July 2019, Luong Thi Thu Hien (54 years old) was appointed as a Representative for Districts 4, 5, and 6 in Ho Chi Minh City.

Under the direction of the reactionary organization, Hien carried out many domestic sabotage activities such as: propagandizing, attracting others to join the organization; contacting many acquaintances, saying that he was participating in a foreign organization that was conducting charity activities, providing land and housing for the poor, so he needed to collect information to register with the organization. Many people listened and provided personal information to Hien, which Hien actually used to register for a "referendum" for Dao Minh Quan.

Defendant Nguyen Thanh Xoan (50 years old) actively propagated and disseminated on his personal Facebook page and printed and distributed about 172 copies of the document "Constitution of the Third Republic of Vietnam" and many other reactionary documents.

In the case of defendants in An Giang, Dak Lak, Dak Nong, Lam Dong, Phu Yen and Kon Tum provinces such as Tran Van Long, they registered to become members of the organization via the internet. Not only that, the defendants also persuaded their relatives to join.

Among them, Y Hon Enuol and Y Tup Knul participated actively and enthusiastically. Y Hon Enuol made a list of 142 people to conduct the "referendum".

Having participated in the reactionary organization FULRO twice, defendant Y Tup Knul was prosecuted by Dak Lak Provincial Police for "Sabotaging the policy of solidarity". However, after being released, Y Tup Knul continued to participate in Dao Minh Quan's reactionary organization.

Based on the documents and evidence in the case file, the results of the interrogation and public debate at Court, there is a basis to conclude that the criminal acts of the defendants are as charged in the indictment, the right person, the right crime.

The defendants' actions are serious, especially serious; directly impacting the political security situation in many provinces and cities; affecting the existence and sustainable development of the people's government, so a strict sentence is needed for general deterrence and prevention.

After consideration, the panel sentenced defendant Xuan to 13 years in prison, defendant Xoan to 12 years, defendant Hien to 11 years; the remaining defendants also received sentences ranging from 3 to 10 years in prison. In addition, all defendants must be placed on probation for 2 or 3 years.

Regarding the subject Dao Minh Quan, because he is abroad, the Ministry of Public Security issued a wanted decision for the crime of "Terrorism aimed at overthrowing the people's government".
