The disbursement result of the preferential credit package of 30,000 billion VND for housing as of the end of August 2016 has reached more than 86%.

According to the Ministry of Construction, the disbursement results of the preferential credit package of 30,000 billion VND for housing have disbursed 28,345 billion VND as of the end of August. Compared to the total committed loan amount of 32,842 billion VND, the disbursement results reached more than 86%.
After reviewing the committed amount and the disbursed amount for enterprises investing in the construction and development of social housing (this subject has been stopped from disbursing from June 1, 2016 according to the provisions of Circular No. 11/2013/TT-NHNN dated May 15, 2013 and Circular No. 25/2016/TT-NHNN dated July 29, 2016), the committed loan amount for these subjects that has not been disbursed will be cut off by up to thousands of billions of VND.
Specifically, the banks assigned to carry out the disbursement have signed loan commitment contracts with 56,181 households and individuals with the amount of VND 27,480 billion; including: 18,685 households borrowing to buy social housing with the amount of VND 7,762 billion; 29,082 households borrowing to buy commercial housing with the amount of VND 15,795 billion; 8,414 households borrowing to renovate and build new houses with the amount of VND 3,923 billion. However, only 51,253 households have received disbursement with the amount of VND 22,983 billion.
For loans for social housing development organizations, banks have signed contracts to commit to lending to 51 projects with a total amount of VND5,362 billion; of which 51 projects have been fully disbursed with an amount of VND5,361/VND5,362 billion.
The Ministry of Construction stated that the supply of low-cost housing and social housing projects during this period still comes from projects that have been implemented since the beginning of the year. Notably, in September in Hanoi, there was an additional social housing project at Lane 622 Minh Khai (Hai Ba Trung District) that was opened for sale.
However, the investor Handico 5 only has 101 apartments to serve customers with a tentative selling price of 13.7 million VND/m2 (excluding VAT and maintenance fees). Because demand far exceeds supply, customers applying for the 622 Minh Khai social housing project must draw lots with a very high "competition" rate to win the right to buy.
