Comments on draft laws drafted by the Ministry of Public Security and submitted to the 15th National Assembly

On the afternoon of September 19, Nghe An Provincial Police coordinated with the Provincial National Assembly Delegation to organize a workshop to contribute opinions on draft laws drafted by the Ministry of Public Security for submission to the 10th Session of the 15th National Assembly.

Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation and Colonel Tran Hong Quang - Deputy Director of the Provincial Police Department chaired the workshop.

The workshop organized comments on 10 draft laws chaired by the Ministry of Public Security, including: Law on Extradition; Law on Transfer of Persons Serving Prison Sentences; Law on Enforcement of Criminal Judgments (amended); Law on Enforcement of Temporary Detention, Temporary Detention and Prohibition from Leaving Place of Residence; Law on Drug Prevention and Control (amended); Law on Amending and Supplementing a Number of Articles of the Law on Judicial Records; Law on Cyber ​​Security; Law on Protection of State Secrets (amended); Law on Amending and Supplementing a Number of Articles of 10 Laws Related to Security and Order; Ordinance on Amending and Supplementing a Number of Articles of the Ordinance on Environmental Police.

All 10 draft laws are based on the spirit of institutionalizing the Party's viewpoints and policies related to the task of ensuring security and order; have a solid political and legal basis and are consistent with international treaties that Vietnam has signed or acknowledged to participate in.

The drafting of draft laws all originates from practical requirements, from the need to synchronize the legal system, ensure human rights and citizens' rights in accordance with the spirit of the 2013 Constitution; to improve the effectiveness of state management, security and order assurance, in accordance with the requirements of reforming the state apparatus and two-level government; promoting national digital transformation and international integration.

In the spirit of construction, objectivity, comprehensiveness, and based on practical requirements and with a sense of responsibility, intelligence, and valuable experience, the delegates attending the workshop focused on discussing and reaching consensus to supplement solid political, legal, and practical foundations to the draft Laws.

Delegates also acknowledged the efforts, spirit and responsibility of the drafting agency, with a very large and unprecedented volume of draft laws: 10 draft laws were submitted to the National Assembly at the same time with very urgent progress requirements.

The draft laws drafted by the Ministry of Public Security have been carefully considered, elaborated, and invested in, and have been completed on the basis of receiving and adjusting the competent authorities and ensuring the correct order and procedures according to legal regulations.

In the context of international integration, Vietnam participates in many bilateral and multilateral agreements and signs many international conventions and treaties.

The promulgation of the two draft laws on Extradition and the Law on Transfer of Persons Serving Prison Sentences is a timely legal basis to comprehensively legalize documents related to extradition and transfer of persons serving prison sentences, overcoming the shortcomings and limitations of current regulations.

For Nghe An, with a Vietnam - Laos border of more than 468.281km and an important transit geographical location, the crime situation still has many complicated factors and is cross-border and transnational.

The situation of foreign criminals in the area as well as the situation of Nghe An citizens violating the law abroad is still potentially complicated.

Therefore, the passing of these draft laws will significantly contribute to strengthening international cooperation of Nghe An Police in the field of criminal justice. Improve the effectiveness of crime prevention and combat with foreign elements, and protect the dignity of the law.

At the same time, better ensure the human rights of those serving prison sentences. Thereby contributing to ensuring security and order in the area, effectively serving the economic, social development and international integration of the province.
