(Baonghean.vn) - From 2021, the roadmap to increase the retirement age of workers in general, including managers, will begin to be implemented, so it is necessary to redefine the age of appointment, nomination, planning, and implementation of policies.

On the afternoon of March 17, the Central Organizing Committee held an online conference to provide comments on the draft project to be submitted to the Politburo on the plan to determine the age of planning, appointing and introducing candidates and implementing policies according to the roadmap to increase the retirement age from 2021.

Since the 8th Congress and especially since the 10th term up to now, the Central Committee has inherited and used the retirement age as the basis to determine the age of appointment. According to current regulations, the age of first appointment for men is not over 55 years old, for women is not over 50 years old.

Regarding the age of participating in Party committees, running for National Assembly deputies, People's Councils, and People's Committees at all levels, the Politburo has specific instructions in this spirit for each term.

The above regulations on appointment age have been implemented regularly, seriously, systematically and without any problems by Party committees and organizations at all levels.

However, implementing Resolution No. 28-NQ/TW of the 12th Party Central Committee dated May 23, 2018 on reforming social insurance policies and the 2019 Labor Code, from 2021, the roadmap to increase the retirement age of workers in general, including managers, will begin to be implemented, so it is necessary to redefine the age of appointment, nomination, planning, and implementation of policies.

Under normal working conditions, the retirement age of employees is adjusted according to the roadmap until reaching 62 years old for male employees in 2028 and 60 years old for female employees in 2035.

Specifically, from 2021, the retirement age of workers in normal working conditions is 60 years and 3 months for male workers and 55 years and 4 months for female workers. After that, it will increase by 3 months for male workers and 4 months for female workers each year.

At the Conference, in order to have a basis for reporting to competent authorities for consideration and decision, the Central Organizing Committee sought opinions from provincial and municipal Party Committees on a number of key issues in determining the age of planning, appointment, introduction and candidate cadres in the spirit of Resolution 28 and the 2019 Labor Code. In particular, opinions were sought on viewpoints, principles and requirements in determining the age of appointment; subjects and scope of adjustment; thereby providing specific calculations.

Speaking at the Conference, Comrade Nguyen Van Thong - Standing Deputy Secretary of Nghe An Provincial Party Committee agreed with the plan of the Central Organizing Committee to advise on determining the appointment age according to the annual roadmap; not according to the cumulative method. This plan does not violate the principles, ensures reasonableness and avoids many consequences.

However, he believes that any regulation issued when adjusting cannot be the most suitable for all subjects, but there will be special situations. Therefore, to avoid disadvantages for special situations and also to solve practical problems for localities and units, the Standing Deputy Secretary of Nghe An Provincial Party Committee recommends that special cases should be clearly defined, to avoid arbitrariness and ensure fairness when applied in localities, levels and sectors.

Opinions at the Conference agreed with the plan to determine the appointment age based on the retirement age increased according to the annual roadmap stated in Resolution No. 28 and the 2019 Labor Code as the basis for determination; not to calculate cumulatively or advance the retirement age for the entire roadmap according to the remaining years of work.

Concluding the Conference, Comrade Pham Minh Chinh - Politburo member, Head of the Central Organizing Committee said that immediately after the Conference, the Central Organizing Committee will finalize the draft and continue to collect written comments from subordinate Party committees. The spirit of the drafting agency when building the project is very cautious, open-minded, modest, listening, ensuring high consensus.
