Comments on the draft Law on Education (amended): Consider the feasibility of the new policy

The draft Law on Education (amended) consists of 10 chapters and 121 articles, and is designed to ensure comprehensiveness, feasibility, suitability to practical conditions, and practicality; overcome difficulties, obstacles, and shortcomings in the process of implementing the Law; create a legal corridor for implementing educational and training innovation and mobilizing domestic and foreign resources for educational development, promoting international integration in education and training.

Based on the analysis of scientific and legal foundations as well as the current shortcomings in the education sector, the delegates attending the conference gave many comments and in-depth dissected many different aspects of the draft Law.

Some opinions suggest that the feasibility of two new policies should be given special consideration. First, the policy of no tuition fees for 5-year-old preschool children and public secondary school students, and support for tuition fees for non-public schools for children and students in the universal education system. Second, the policy of upgrading the training standards for preschool teachers from intermediate to college level.

Delegates said that it is necessary to take into account the resources guaranteed in the total state budget for education and training as well as the actual conditions at schools to consider whether the application of the above two policies is completely appropriate or not.

In addition, there are opinions that, related to education and training, there are also the Law on Vocational Education and the Law on Higher Education, so the Law on Education (amended) should only focus on the general education level to avoid duplication. Some other opinions agree that the draft Law should pay more attention to the importance of physical education for students, especially at the primary level, so that students have a foundation for comprehensive development.

At the conference, delegates also actively contributed opinions related to salary policies for teachers, state management of education, compilation of textbooks, extra teaching, extra learning, etc. In addition, there were opinions that there should be adjustments and more accurate explanations of terms, ensuring the standardization of legal documents when promulgated.
