The biggest problem in clearing the reservoir is currently in some aquaculture lands of 13 households in Hung Loc commune. Accordingly, in 2008 - 2009, the households were signed contracts by the People's Committee of Hung Loc commune for a term of 20 years, with the households paying products twice a year (converted to rice) for aquaculture.
According to aquaculture households such as Mr. Duong Xuan Viet, Nguyen Xuan Hoa, Phan Sy Phuc, Nguyen Van Huynh..., to carry out aquaculture, after receiving the contract from the Commune People's Committee, they had to invest a lot of money and effort in digging land, digging pond embankments... to have the facilities they have today.
In terms of time, only 7 years have passed, about 1/3 of the contract term, so when the State reclaims the land to implement the project, the households will fall into a very difficult situation if they are not considered for adequate support. Not only that, the households are also worried because the construction of the regulating lake is directly affecting their lives and jobs when the only road to the aquaculture area is affected.

Mr. Nguyen Xuan Hoa said: “I agree with the State’s policy in implementing the Reservoir Project. However, the aquaculture contract has only been implemented for 7/20 years, while the households have invested a lot of effort, so I hope the competent authority will consider providing adequate support…”.
Mr. Pham Van Dung - Director of Hung Loc Cooperative, said: Previously, the area of 13 aquaculture households was Dong Thu, Bien Nha Ha, Bien Dau Cau, Bien Dau Cong, agricultural production was ineffective. Therefore, from 2005 - 2006, the province had a policy to convert to aquaculture land. Based on the Resolution of the Party Committee and People's Council of the commune, in 2008, the People's Committee of the commune issued the project "Handing over and bidding for aquaculture land in Hung Loc commune" and mobilized 13 households to sign contracts. "Before aquaculture, they were all agricultural production households of Hung Loc Cooperative. Therefore, I think that competent authorities need to consider specifically to make appropriate support decisions...".
According to the Hung Loc commune government, upon understanding the concerns and difficulties in clearing the site for the regulating lake, on January 16, 2016, the Standing Committee of the Party Committee, People's Council, People's Committee, and Fatherland Front of the commune invited 13 households to a meeting to understand their thoughts and aspirations.
At this meeting, the commune carried out propaganda and mobilization to help households understand the significance of the project, as well as the compensation and support policies... The households then all agreed with the land acquisition policy, but there were still many concerns about the compensation and support policy. Because the aquaculture project was under the province's policy; during the implementation process, the commune People's Committee mobilized people to sign a 20-year land allocation contract; households invested a lot of money and effort.
In addition, with the aquaculture project (about 8 hectares), the commune did not reclaim land that was originally ineffective agricultural land converted to aquaculture land; the households were also agricultural production households, so the commune members participating in the meeting all realized the need for support for the people.
Therefore, Hung Loc Commune People's Committee has agreed to request the City People's Committee and relevant agencies, in addition to compensation for water surface area, trees, and structures on land, to consider supporting 13 aquaculture households. Along with this content, Hung Loc Commune also requested aquaculture households to coordinate with relevant departments and offices to count the assets on the recovered aquaculture area; assign cadastral and urban officers, Hung Loc Cooperative to coordinate with 13 households to mark the pond banks and re-determine the origin of the land types...
According to the document submitted to Vinh City People's Committee, Hung Loc Commune People's Committee proposed to consider supporting 13 aquaculture households in digging and renovating ponds at the rate of 1 time the value of agricultural land (supported area is calculated after deducting land area with other support and compensation plans); consider supporting households for early contract termination.
In addition, the City People's Committee and departments and branches are requested to direct construction units to ensure environmental sanitation during construction; conduct dredging of sand, soil, materials and repair damaged roads and ditches to ensure people's traffic and not affect production.

Chairman of Hung Loc Commune People's Committee, Mr. Nguyen Van Ha, said: "The proposal of Hung Loc Commune Government is based on the fact that the desire to support the people is legitimate. However, the level of support is decided by the superiors. We hope that the City People's Committee and competent authorities will consider the decision to support to ensure the rights of the people and resolve the difficulties and problems in site clearance for the regulating lake..."
Director of the City Land Fund Development Center, Mr. Nguyen Tat Son said that in the past time, with the direction of the province and the Standing Committee of Vinh City Party Committee, the City People's Committee has strengthened and accelerated the compensation and site clearance work at the Regulating Lake Project. The problem and difficulty in the Regulating Lake Construction Project is the time consuming process in verifying the origin of land use, land users and legal land use area, leading to slow compensation and site clearance support plans. In addition, there are also land disputes between aquaculture households and households lending land... To resolve the problems of 13 aquaculture households, the City People's Committee has invited relevant departments and branches to go to the field to grasp the actual situation to consider support recommendations.
According to Mr. Nguyen Tat Son: “In any case, it is necessary to comply with the provisions of the law in compensation and support for site clearance. Given the actual situation, the province's viewpoint is to consider supporting the people. However, the city is assigning the consulting unit to recalculate the unit price of digging and transporting soil according to the construction unit price to propose the support level to send to relevant departments and branches for consideration before submitting to the Provincial People's Committee for decision...”.
According to Mr. Thai Van Nong - Deputy Director of the Department of Natural Resources and Environment, according to regulations, aquaculture land managed by the State is not compensated or supported for land. However, with the reality in Hung Loc commune; moreover, the Regulating Lake Project is one of the key projects, it is necessary to speed up the progress, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien has commented that Vinh city and related departments should consider the support level for the people. Therefore, Vinh city People's Committee needs to calculate and develop support unit prices for the departments to submit to the Provincial People's Committee. The Department of Natural Resources and Environment will comment on the level of support for aquaculture when receiving the document from the City People's Committee...
So in general, in addition to the compensation for water surface area, trees, and structures on the land, 13 aquaculture households in Hung Loc commune will receive additional support to compensate for the effort they have spent digging aquaculture ponds. This is what households need to see to understand that agencies, departments, and sectors have taken an interest in participating.
The Regulating Lake Project has a total area of 53 hectares; water surface area of 40 hectares; average water level of about 2.2m, capacity of 700,000 m3; has embankments, management roads around the lake, green tree system, lighting and some other auxiliary works to create beautiful aesthetics to become a place for entertainment.
With that series of works, the regulating lake is an important project of the Vinh Urban Development Sub-Project. The benefits from this project belong to the community, including the benefits of aquaculture households. Therefore, in addition to personal interests, it is necessary to associate with the interests of the community to reach consensus in the site clearance work./.
