Two addicts impersonated police to 'punish' other addicts on the spot
Two drug addicts were just arrested after impersonating police officers to arrest drug users and demanding a "hot fine" of 5 million VND from another person.
The Criminal Police Team of Lao Cai City Police has just executed an emergency arrest warrant for two subjects Nguyen Duc Anh and Le Minh Cuong for the act of extortion.
Previously, on August 4, after receiving a report from Cam Duong commune residents about a number of suspects impersonating police officers to appropriate property, Lao Cai City Police coordinated with local police to quickly investigate, verify, and summon two related subjects for clarification.
Initial verification showed that the identities of the two subjects were Nguyen Duc Anh (born in 1995, residing in group 2, Coc Leu ward) and Le Minh Cuong (born in 1990, residing in group 6, Duyen Hai ward, Lao Cai city), both of whom were drug addicts.

Earlier that same day, Duc Anh invited Cuong to mine area No. 5, Cam Duong commune to impersonate a drug prevention police officer to arrest drug buyers and users, then demand "hot fines".
Because L did not have much money, the two subjects took L home and asked the family to pay the full amount of 5 million VND or they would take L to drug rehabilitation.
The family itself did not have enough 5 million, so L's mother gave the two subjects 3 million VND hoping to be forgiven.
After the incident, L's family suspected that Duc Anh and Cuong impersonated police officers to appropriate property, so they reported it to Lao Cai City Police.
The police force investigated, verified and arrested the two subjects mentioned above.
