(Baonghean.vn) - On the morning of March 8, the Central Steering Committee for National Target Programs for the 2021-2025 period held the 5th online meeting with localities to review the implementation of National Target Programs in 2023 and the first 2 months of 2024.

Deputy Prime Minister Tran Luu Quang - Head of the Central Steering Committee for National Target Programs chaired the meeting. Attending the meeting at the provincial bridge were comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee, representatives of leaders of departments and branches.

Disbursement rate of National Target Programs in 2023 reaches over 61%

According to the report at the meeting, the implementation of the National Target Programs for the 2021 - 2025 period has been closely and resolutely directed by all levels, sectors and localities; the work of inspecting and supervising the progress of implementation and disbursement of capital for the programs has been carried out regularly and continuously; the balance of resources from the central budget basically meets the progress, in accordance with the medium-term public investment plan for the 2021 - 2025 period.

The disbursement results of state budget capital in 2023 are estimated to reach 40,187,952 billion VND, reaching a rate of 61.5%, of which disbursement of public investment capital (including capital in 2022 extended to 2023) reached about 29,383,096 billion VND, reaching 83% of the plan assigned by the Prime Minister; disbursement of career capital in 2023 (including estimates of previous years extended to 2023) is estimated to reach 10,804,856 billion VND, reaching 36.3% of the estimate.

In the first two months of 2024, disbursement of public investment capital from the central budget (including investment capital from previous years transferred to 2024) is estimated to reach about VND 3,292,990 billion.

Up to now, about 78% of communes nationwide have met new rural standards, with an average of 17.1 criteria per commune; 280 district-level units in 58 provinces and centrally-run cities have been recognized by the Prime Minister as having completed their tasks/met new rural standards (accounting for about 43.6% of the total number of district-level units nationwide).

The multidimensional poverty rate in 2023 is 2.93%, down 1.1%; of which: The poverty rate in poor districts is about 33% (down 5.62%); The poverty rate of ethnic minority households is about 17.82% (down 3.2%), achieving the target assigned by the National Assembly and the Government.

On the side of Nghe An province, in 2023, the disbursement of state capital was 987,242/1,301,783 billion VND of the assigned plan, reaching 76%; in the first 2 months of 2024, it was 428,678/1,392,395 billion VND of the assigned plan, reaching 29%.

More drastically, promote the role of leaders in organizing implementation

At the meeting, delegates assessed the implementation results, raised difficulties and obstacles affecting the progress of national target programs such as: For the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, some contents have not been implemented due to problems with current legal regulations. For the National Target Program on Sustainable Poverty Reduction, there are no guidelines on criteria for identifying low-income workers according to Decision No. 90/QD-TTg of the Prime Minister.

Regarding the National Target Program on New Rural Development, the process of organizing the assessment and classification of OCOP products in some localities (district level) is still confusing; In addition, according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister, mountainous communes in particularly difficult areas when meeting new rural standards from communes in region III, region II to communes in region I will not enjoy social security regimes while the actual conditions in the localities are still difficult, affecting the target set for 2025 of 80% of communes meeting new rural standards.

To completely resolve difficulties and obstacles in 2023, the Prime Minister, Deputy Prime Minister Tran Luu Quang - Head of the Central Steering Committee has directed ministries and agencies to handle and issue documents to guide and respond to localities according to their authority. For difficulties and obstacles beyond the Government's authority, the Government has compiled and reported to the National Assembly, thereby issuing Resolution No. 111/2024/QH15 dated January 18, 2024 on a number of specific mechanisms and policies to implement national target programs.

After listening to leaders of ministries, branches and localities propose and recommend solutions to promote the implementation of national target programs in the coming time, concluding the conference, Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to be more determined, promoting the role of leaders in organizing the implementation of national target programs.

Along with that, urgently study the specific mechanisms and policies stipulated in Resolution No. 111/2024/QH15 to promptly organize implementation and amend and supplement guiding documents, manage and organize the implementation of national target programs within the scope and management field if necessary.

Deputy Prime Minister Tran Luu Quang also requested that disbursement for national target programs must be done faster, more accurately and more effectively. Localities need to proactively balance and arrange counterpart funds from local budgets to implement national target programs according to regulations; strengthen the integration mechanism between national target programs and other programs and projects.
