Hundreds of officials voluntarily apply for early retirement to streamline the apparatus in Nghe An
To facilitate the arrangement of cadres and civil servants in the "revolution" of streamlining the apparatus, in Nghe An, there have been hundreds of voluntary applications for early retirement. This demonstrates the pioneering and exemplary sacrifice of personal interests among cadres and party members to implement the Party's major policies.

Hundreds of applications for voluntary early retirement
Reorganizing the apparatus in the political system is defined as a revolution of the Party to ensure a streamlined apparatus, efficient, effective and efficient operation, creating momentum to bring the country into a new era, an era of national development. This revolution is receiving the attention, consensus and support of cadres, party members and the people. In particular, there are many cadres and civil servants with the awareness that making a revolution means "sacrificing" and the "sacrifice" here is "sacrificing" work and personal interests to implement the general and major policy of the Party.
Comrade Vo Khac Diet - Secretary of the Party Committee of Phu Thanh Commune (old), Yen Thanh District is an example. Although he is still old enough to participate in the re-election for the 2025 - 2030 congress term and 4 years from retirement age according to regulations, and has always completed his work well and excellently, and has been trusted by cadres, party members and people, but in order to implement the policy of rearranging commune-level administrative units, merging Phu Thanh Commune (old) and Hong Thanh into Phu Thanh Commune (new), he voluntarily submitted an application for early retirement. Sharing his views and thoughts, Comrade Vo Khac Diet stated: “Firstly, from the perspective of the Party's policy, I, as a party member, have the responsibility to be a pioneer and set an example in implementing it. Second, I retire to create conditions for the organization to arrange. Third, to create opportunities for young cadres to contribute. Fourthly, the support policy of the Central and the province for cadres and civil servants to retire before the guaranteed age”.

There are still 4 years left until retirement age according to regulations, but when merging Nhan Thanh and Hop Thanh communes into Dong Thanh commune, based on the discussion of the Organizing Committee of Yen Thanh District Party Committee, comrade Nguyen Thanh Van - Vice Chairman of the People's Council of Nhan Thanh commune (old) voluntarily submitted an application to retire early "to support the general policy, demonstrate the responsibility to set an example of cadres, the responsibility to "give way" to young people".
For comrade Ho Xuan Sau - Vice Chairman of Minh Thanh Commune People's Committee: "Although I still have 5 years to reach retirement age according to regulations, however, in the conditions of arranging administrative units, redundant cadres and civil servants, I am willing to retire early with the hope that the younger generation of cadres with greater resilience and breakthrough will lead the locality well after the merger".

With the pioneering and exemplary spirit of supporting the policy of rearranging commune-level administrative units in the period of 2023 - 2025, in Yen Thanh district, 45 cadres and civil servants voluntarily applied for early retirement, of which 28 people have decided to retire and enjoy the policy regime from January 1, 2025.
According to comrade Nguyen Thi Kim Anh - Deputy Head of the District Party Committee's Organization Board: "The pioneering and exemplary role of the cadres and civil servants has created favorable conditions for the Party Committee and the government in arranging and assigning the cadres and civil servants in the merged units, especially in resolving the surplus cadres and civil servants. Out of the total of 98 surplus cadres and civil servants compared to the arrangement and merger of 14 communes and towns into 7 communes and towns, Yen Thanh district has so far basically resolved the issue, currently there are only 2 cadres, including 1 deputy secretary of the commune party committee with a plan and position for arrangement, possibly assigned to another position in the locality or transferred to another commune to retain the current position, 1 vice chairman of the commune People's Committee will be transferred to another locality.

In Thanh Chuong district, the locality has reorganized and merged 16 units into 7 units, with 158 redundant cadres and civil servants. Up to this point, the entire district has had 33/39 cadres and 1/3 civil servants voluntarily apply for early retirement.
As one of 34 people who voluntarily wrote an application for early retirement in Thanh Chuong district, comrade Tran Quoc Hung - Chairman of Thanh Khe Commune People's Committee confided: "Considering the factors of health, qualifications, capacity and prestige of the individual, all are guaranteed to continue performing the task. However, this is a common revolution of the Party, I am willing to sacrifice my own interests. In the context of merging communes, to facilitate the organization of staff arrangement and assignment, creating opportunities for young people to contribute, on the other hand, in terms of regimes and policies that the Central and the province are interested in, I voluntarily wrote an application for early retirement".

In Dien Chau district, 10 communes and towns merged into 5 communes and towns, with an estimated 72 redundant officials and civil servants. Currently, 11 people have voluntarily applied for early retirement. Or in Quynh Luu district, as of December 31, 2024, 13 officials have voluntarily applied for early retirement. For Vinh city (new), 14 people have voluntarily applied for early retirement, including 2 department heads of the city People's Committee, 1 specialist and 1 employee of the City Party Committee and 10 ward officials and civil servants.
Thus, by December 31, 2024, only 7/13 units implementing the arrangement, including Yen Thanh, Thanh Chuong, Dien Chau, Quynh Luu, Nam Dan, Nghia Dan and Vinh city, had 123 applications for voluntary early retirement.
Lessons learned from practice
Studying how a locality is doing shows that all levels and sectors have done a good job of propaganda and ideological work for cadres and party members. Comrade Nguyen Thi Kim Anh - Deputy Head of the Organization Board of Yen Thanh District Party Committee shared: "At first, cadres and civil servants also had concerns. However, after the district clarified the increasingly high requirements of the tasks in the context of large-scale mergers and large populations, requiring great qualifications, capacity, and resilience of cadres and party members... The comrades agreed to support and accept sacrificing part of their personal interests to achieve the common goal of the collective".
Regarding Vinh city, according to comrade Nguyen Tri An - Deputy Head of the City Party Committee's Organization Board: First of all, the city determines the criteria and standards for selecting and arranging cadres, especially heads of organizations in the political system. Along with that, it is necessary to propose a plan for arranging and transferring work positions for each specific cadre to self-assess their ability to meet and complete their tasks, thereby considering and making their own decisions in choosing to retire or continue working according to the organization's arrangement in a democratic, impartial and objective manner. This has created consensus in the arrangement and assignment, as well as the initiative and voluntary early retirement of cadres and civil servants.

Comrade Nguyen Van Loi - Head of the Organization Board of Dien Chau District Party Committee said: The district has directly worked with each facility and each cadre who is eligible for early retirement to discuss the difficulties in arranging cadres after the merger so that cadres can understand and work together, and at the same time, on the basis of calculating the policies: allowances and pensions, more clearly analyzing the pros and cons for each cadre and civil servant so that they can consider and choose for themselves. During the process of propaganda and mobilization, the locality also pays special attention to evaluating and clearly analyzing the advantages of cadres to retain capable cadres to continue contributing to the locality after the merger.
With a scientific, methodical, impartial and objective approach in evaluating, arranging and assigning cadres, along with doing a good job of exemplary work and promoting the exemplary role of cadres and civil servants, it has created favorable conditions for localities to resolve redundant cadres and civil servants due to administrative unit rearrangement.
However, currently, some officials and civil servants who have decided to retire and enjoy benefits from January 1, 2025 are concerned about the regime applied according to Decree 29, dated June 3, 2023 of the Government, which only provides for a 3-month salary allowance for each year of early retirement, while Decree 178, dated December 31, 2024 of the Government, effective from January 1, 2025, stipulates a support regime of 5 months salary for each year of early retirement. It is thought that this needs to be studied by all levels to have a fair regime for all officials and civil servants who are redundant due to organizational restructuring./.
