Prime Minister Pham Minh Chinh: Arrange appropriate personnel in the process of restructuring and streamlining the apparatus

The Prime Minister stated that there must be general and specific policies to ensure the legitimate rights and interests of cadres, civil servants, public employees, and workers; and appropriate personnel arrangements must be made during the process of streamlining the apparatus.

On the morning of December 29, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee summarizing the implementation of Resolution No. 18 on "A number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" chaired the 6th meeting of the Steering Committee.

As planned, the Government Party Committee will complete and send a summary report on the implementation of Resolution No. 18 to the Central Steering Committee before December 31.

To meet the above deadline, at the 6th meeting, the Steering Committee discussed and gave opinions on the draft report summarizing the implementation of Resolution No. 18.

In particular, focusing on a number of contents: On ending the operation of the State Capital Management Committee at enterprises; targets for organizational arrangement within ministries, ministerial-level agencies, and government agencies; time to submit to the Government a draft Decree on functions, tasks, powers and organizational structure of ministries and ministerial-level agencies that do not carry out mergers and acquisitions.

In his concluding remarks, Prime Minister Pham Minh Chinh commended the efforts of the members of the Steering Committee, especially the Ministry of Home Affairs (the standing agency of the Steering Committee) in performing their tasks.

The Prime Minister basically agreed with the draft report, assigned the Ministry of Home Affairs to receive comments to complete the draft and continue to listen to and receive valid comments from relevant agencies and individuals.

Choose a thoughtful, suitable and effective solution

With the goal of organizing a "Refined - Lean - Strong - Effective - Efficient - Effective" apparatus, along with opinions on a number of specific contents, the Prime Minister requested to continue to thoroughly review on the political, legal and practical basis, ensuring no omissions, no overlap and better completion of the functions and tasks of the agencies.

At the same time, reduce the number of contacts, reduce intermediaries, reduce administrative procedures, strengthen the grassroots, assign the best one to the one who does it, choose a thorough, suitable and effective solution.

The Prime Minister requested to thoroughly grasp the spirit of "only discuss action, no retreat", "run while lining up"; what is ripe, clear, proven correct in practice, effectively implemented, and agreed upon by the majority, then complete the plan and report to the competent authority for decision.

The Prime Minister stated that streamlining the payroll is associated with restructuring and improving the quality of the staff, civil servants and public employees; having general and specific policies to ensure the legitimate rights and interests of cadres, civil servants, public employees and workers; arranging appropriate personnel in the process of arranging and streamlining the apparatus.

The Prime Minister requested to continue listening, absorbing, perfecting and asking for the Politburo's opinions to soon promulgate regimes and policies for cadres, civil servants, public employees and workers in the process of restructuring and organizing the apparatus.

The Head of Government also noted that in the process of streamlining the apparatus, tasks must still be promoted, deployed and completed; after completion, work must be started immediately.

Along with that, continue to review, research, propose, and amend relevant legal regulations to remove obstacles in the process of arrangement and streamlining; ensure clear assignment of work during the transition period.

The Prime Minister assigned Deputy Prime Ministers in charge of various fields to continue directing the Ministry of Home Affairs and relevant agencies in the process of implementing the restructuring and streamlining of the apparatus, completing plans, and reporting to competent authorities.
