Comprehensive innovation in all activities

At the conference, the assessment reports of the leaders of the Provincial People's Council as well as the content of the presentations affirmed: In the first 6 months of 2023, the activities of the Provincial People's Council and district-level units have had many innovations, including: Organizing meetings of People's Councils at all levels; supervision and survey work; organizing explanation sessions of the Standing Committee of the People's Council; meeting voters and urging the settlement of recommendations and reflections of voters and people.

In organizing the session, the spirit of innovation and quality improvement from the Provincial People's Council was spread to the District People's Council, including implementing digital transformation in activities, organizing "paperless sessions", ensuring close supervision and management of the activities of the People's Council delegates at the session, as well as archiving documents; serving the scientific and effective operation of the session.

The supervision activities of the Provincial and District People's Councils are focused on selecting, shortening the content and composition of the supervision team to be "compact" but "elite".
Specifically, the content of supervision is the issues that practical direction, management and operation are posing many difficulties, limitations and inadequacies; and are of interest to voters and public opinion.
Such as related to "suspended" projects, state management of mineral work; environmental protection work; granting land use right certificates to households and individuals; implementing national target programs...

At the conference, the Provincial People's Council Committees and the Standing Committees of the People's Councils of districts and towns also exchanged experiences and solutions to improve the quality of the work of examining reports and draft resolutions submitted to meetings; the work of organizing thematic meetings, explanation and questioning sessions of the Provincial and District People's Councils; the work of meeting voters and supervising the settlement of voters' recommendations and reflections, ensuring that the role of elected bodies at all levels is increasingly promoted.

Delegates also discussed the coordination and companionship between the People's Council, the People's Committee, and the Fatherland Front Committee at the same level in preparing content for the session, in organizing supervision, meeting voters, and resolving voters' petitions..., for the goal of developing the socio-economy of the province and localities.

Concluding the conference, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council highly appreciated the opinions discussed at the conference. The issues raised by the delegates covered all areas of activities of the People's Council according to the provisions of law with many experiences and solutions to continue improving the quality of activities and the role of elected bodies at all levels.
Emphasizing the difficult targets and tasks of socio-economic development of the province in the last 6 months of the year, the Vice Chairman of the Provincial People's Council requested that People's Councils at all levels closely follow the 2023 work program to proactively accompany the Party Committees and People's Committees at the same level to deploy solutions, remove difficulties, and promote socio-economic development of each locality and the province as a whole.


People's Councils at all levels need to continue to monitor and urge the implementation of policies issued by the Central and the province; continue to innovate and improve the effectiveness of People's Councils in performing tasks; carry out digital transformation; enhance the responsibility of People's Council delegates in meeting voters and resolving voters' recommendations.
People's Councils at all levels proactively research and propose solutions to implement Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on the development of Nghe An province to 2030, with a vision to 2045.

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also emphasized the view that the Standing Committee of the Provincial People's Council always accompanies and supports the District People's Councils to improve the quality of their operations, remove difficulties, and contribute to promoting the socio-economic development of each locality and the province.
