Close coordination in monitoring and resolving complaints

Ms. Quang Thi An and Ms. Ha Thi Lan, along with 5 households in Thanh Phong 2 village, Muong Noc commune (Que Phong), handed over their reclaimed fields to open an inter-commune road in 2011. However, due to many reasons, the compensation payment period was prolonged, although these households had repeatedly made suggestions during meetings and meetings with voters in the previous term.

Entering the 2016 - 2021 term, after receivingvoters' recommendations, The District People's Council has forwarded its opinion to the District People's Committee. By early 2018, Ms. An, Ms. Lan and the families whose land was recovered were compensated according to the agreement.

Also in Thanh Phong 2 village, at previous meetings and meetings with voters, people expressed their desire to soon be granted certificates of land use rights for residential land and adjacent garden land to facilitate administrative transactions. Many households wanted to mortgage to borrow capital for business and production but encountered many difficulties.

Although the surveying and land records were carried out in 2013, many years later, the villagers still have not been granted certificates. At the time of supervision by the District People's Council in 2016, not a single household in the village had been resolved, but by 2017, the legitimate wishes of the villagers had been resolved, and basically all households had been granted certificates.

According to Ms. Lo Thi Hong - Party Secretary, Chairman of the People's Council of Muong Noc commune, the recommendations of voters in the area were all compiled and sent to the authorities at all levels and functional departments and branches. The steps were carried out in a methodical, scientific manner and brought practical results, contributing to helping people stabilize their lives. In Muong Noc commune alone, 4/5 issues were satisfactorily resolved, maintaining the trust of all classes of people.

In Tri Le commune, 11 households were affected by the construction of the Tri Le - Nam Nhoong road. The project was completed more than 10 years ago, but these households have not yet received compensation and have repeatedly complained at meetings.District People's Councilhas forwarded comments to the District People's Committee. In particular, resolving existing problems in the compensation work of the Project.Hua Na Hydropower PlantThe Standing Committee of the District People's Council pays great attention to this issue. Before each session, the opinions are compiled and forwarded to the District People's Committee and the Provincial People's Committee for consideration. At the same time, in each session, the implementation is monitored through the District People's Committee's report on the results of resolving difficulties and problems related to compensation, support and resettlement.

During the term, the District People's Council coordinated to organize more than 950 meetings with voters; there were a total of 980 opinions, of which 665 opinions were under the authority of the district level. Up to now, 97% of opinions and recommendations related to the direction and administration of the government have been resolved, of which many recommendations have been extended from previous terms.

Affirming effectiveness and operational footprint

Mr. Luu Van Hung - Vice Chairman of the District People's Council said: "To truly promote its role and function, during this term, the District People's Council has had a new approach, bringing high efficiency, contributing to promoting the socio-economic life of the district".

Specifically, the new feature here is that the activities of the District People's Council always ensure the comprehensive leadership of the Party Committee. Each year, the activities, especially the supervision activities of the District People's Council, are all commented on by the Standing Committee and the Standing Committee of the District Party Committee.

There is smooth coordination between the Standing Committee of the People's Council, the People's Committee and the District Fatherland Front Committee in activities, from preparing content for meetings, handling voters' recommendations, recommendations after supervision to resolving issues arising between the two meetings.

Thereby, it not only helps the District People's Council to perform its functions well, but also helps the District People's Committee and specialized departments promptly resolve problems, difficulties and obstacles in implementing the Resolution of the District People's Council and policies of higher levels.

The issuance of resolutions of the District People's Council always closely follows the leadership policy of the Standing Committee of the District Party Committee, is in accordance with the provisions of law, is suitable to reality, is feasible and brings high efficiency to thesocio-economic developmentof the district.

At the same time, the work of organizing voter contacts is mainly carried out in villages and hamlets to directly listen to voters' opinions, on that basis, synthesizing opinions and recommendations in a specific, detailed manner, with addresses, clearly identifying the authority to send to each appropriate level, sector, and unit for consideration and resolution.

During that process, there is always urging and monitoring of the resolution to respond to voters and people. In running the session, the Standing Committee of the District People's Council always prepares specific scenarios, shortens the time for presenting reports, increases the time for discussion and questioning, demonstrates flexibility, creates an atmosphere of discussion and debate that is lively, democratic, frank but not too tense.

“In the 2016 - 2021 term, the District People's Council has truly left many marks on the quality of delegates as well as the effectiveness of its activities. The activities were carried out according to a plan and identified the focus and key points, closely following the Resolution of the District Party Congress; had a voice in supervision, especially the policies for people resettled in Hua Na Hydropower Plant; had many innovations in questioning and answering questions as well as in conducting dialogues.

In particular, there is close coordination between the People's Council and the District People's Committee in handling voters' petitions, so the effectiveness of the People's Council's operations is clearly affirmed.
