Provincial People's Council gives opinions on investment policies for a number of projects in the province.

Preparing for the thematic session of the Provincial People's Council, on the afternoon of August 22, the Economic - Budget Committee of the Provincial People's Council held a meeting to review a number of draft resolutions related to investment policy decisions and adjustments to investment policies of a number of investment projects. Participating in the review were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of leaders of a number of provincial and local departments and branches.

Examining the draft resolution deciding on the investor of the project to upgrade and expand Le Hong Son Street, from National Highway 46C to Nam Anh Commune, Nam Dan District, the meeting participants basically agreed with the investment proposal of the Provincial People's Committee for this route.

Accordingly, the route belongs to Group B project, with an estimated total investment of nearly 127 billion VND; including nearly 87 billion VND of the provincial budget from the central government's targeted support, annual budget revenue increase, and 40 billion VND from Nam Dan district's budget to allocate funds for site clearance and other expenses.

The route is 6 km long, passing through Xuan Hoa and Nam Anh communes, serving the travel needs of the people and creating conditions for Nam Dan district to build a model New Rural district in the direction of cultural development associated with tourism, the period 2018-2025 has been approved by the Prime Minister in Decision No. 17/QD-TTg dated January 4, 2019; contributing to promoting socio-economic development.

However, some opinions also raised some concerns related to the capital source guaranteed from the district budget; especially the expected project implementation time of 4 years from the commencement date for a project only 6km long, which will affect the travel and daily life of people on the route.

Examining the draft resolution on the investment policy decision for the Nam Mo River embankment project, section through block 4 and block 5, Muong Xen town, Ky Son district, the members of the examination committee noted that this is an urgent project, so it is necessary to ensure factors so that the project can be implemented promptly when the Provincial People's Council votes to pass the resolution at the next session.

The Economic - Budget Committee of the Provincial People's Council also examined the draft resolution on adjusting the investment policy for the project to build a regulating culvert combined with a traffic bridge into the production area of ​​Long Xa commune and to renovate and upgrade the pumping station and irrigation canal system in Hung Linh commune, Hung Nguyen district; the draft resolution on adjusting the investment policy for the project to build Khe Rat reservoir, Hung Son commune, Anh Son district; the draft resolution on adjusting the investment policy for the project to renovate and upgrade reservoirs, irrigation canals and large-scale field production infrastructure, and link rice seed production in Yen Thanh district.

The members attending the meeting were interested in requesting the advisory body of the Provincial People's Committee to develop a report and draft resolution to submit to the Provincial People's Council to clarify the reasons and legal basis for adjusting the projects; at the same time, clarify how the adjustment and reduction of investment scale of the projects will impact and affect the investment goals of the projects after adjustment.

After the review conference, the Economic - Budget Committee of the Provincial People's Council requested the drafting agency to absorb and edit the draft resolutions to promptly submit to the thematic session of the Provincial People's Council, scheduled to be held on the afternoon of August 25.
