The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to remove obstacles in the implementation of the National Target Program on New Rural Construction in Nghe An.

Problems in implementing new rural construction

That is, the promulgation and proposal to amend a number of contents on regulations and policies that still have shortcomings and obstacles in implementing the National Target Program on New Rural Construction are not timely.

Propaganda work in implementing the Program is still limited in some places, especially in mountainous districts, leading to some localities and times where people are not focused and determined in implementing the Program. Some places, after meeting the standards, fall into a state of satisfaction, leading to the risk of losing the standards.

Planning, adjustment and implementation of planning are still limited; planning is not linked to resources, feasibility, overlaps and is slow to be adjusted..

The implementation of some components, targets and criteria still faces many difficulties and does not match reality such as restructuring the agricultural sector, rural economy, production organization, income... especially in mountainous districts, leading to the policy impact of the people, leading to the mentality of not wanting to build new rural areas.

The assessment work to recognize units meeting new rural standards has some criteria and contents that are not of high quality or difficult to complete to meet the requirements. Through monitoring in districts and communes, the criteria such as: Average income per capita; collection, transportation and treatment of solid waste; health insurance; criteria to reduce forms of law violations while violations are increasingly sophisticated and unpredictable, especially high-tech fraud crimes.

Although the work of arranging and managing public assets after merging administrative units has been focused on, up to now, some places still face many difficulties and problems, such as in implementing criteria on cultural facilities for new rural construction, some cultural houses, works, cultural and sports venues serving the community are left empty, wasting resources contributed by the people.

The implementation of the Central Budget capital plan to support the implementation of the Program for the 2021 - 2025 period is still slow, lacking resources to implement policies while the mobilization of internal resources in some localities is not strong enough.

Land accumulation and construction of large-scale fields still face many difficulties and obstacles in implementation.

Besides, coordination between levels and sectors, and the participation of the entire political system are sometimes uneven and lack determination.

Many OCOP products are mainly produced by hand, with outdated technological equipment; the application of scientific and technical advances in production is still limited, quality and design do not meet the increasingly high demands of the market. Trade promotion, introduction and promotion of OCOP products have not been properly promoted.

Along with that, the investment budget for infrastructure construction, the planning of land area for construction of environmental protection works in localities is still limited; attracting investment, building infrastructure, accommodation, entertainment venues for tourists to visit and travel has not met the needs and some other contents such as, the implementation of cement support for rural roads for localities according to Resolution No. 24/2020/NQ-HDND dated December 13, 2020 of the People's Council of Nghe An province is still slow every year; Developing cooperatives in the province is currently facing many difficulties...

To effectively implement the New Rural Development Program, Vice Chairman of the Provincial People's Committee Nguyen Van De said that in the coming time, all levels and sectors will continue to promote the implementation of Directive No. 13-CT/TU dated December 3, 2022 of the Provincial Party Committee Standing Committee. At the same time, continue to promote and improve the quality of propaganda work and organize the emulation movement "Nghe An joins hands to build new rural areas".

Integrate and mobilize resources to implement the Quality Improvement Program, effectively use resources, especially socialization to build new rural areas.

At the same time, implement 06 specialized programs under the direction of the Central Government to promote the potential and advantages of each region and locality. On the other hand, direct localities to perform well the maintenance and repair work, ensure the maintenance and improvement of the implementation of achieved criteria, and at the same time focus on the content of new rural criteria at the village and hamlet level.

Reviewing mechanisms and policies to encourage agricultural development

Concluding the meeting, Mr. Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to continue to carry out propaganda work on new rural construction in the province, ensuring sustainability, depth and perfection to meet the increasingly high levels of new rural criteria.

Review relevant documents and policies to promptly propose amendments, supplements and replacements in accordance with Central documents and the actual situation of the locality. In particular, direct the review of a number of mechanisms and policies to encourage agricultural development, advise the Provincial People's Council to amend and supplement Resolutions on agricultural development policies in a focused direction, create motivation for agricultural development and ensure adequate resources for implementation.

Review all types of planning such as regional planning, district planning, commune planning, forest planning, land planning... to ensure consistency with provincial planning, and have appropriate handling and adjustment plans between plans, especially newly approved plans.

Localities need to pay attention to improving the quality of completing the criteria for new rural construction, especially the criteria on income, labor, production organization and rural economic development. Focus on building new rural hamlets, villages and hamlets, especially in disadvantaged areas and ethnic minority areas to lay the foundation for building sustainable and effective new rural communes.

Comrade Nguyen Nhu Khoi suggested that localities re-evaluate the performance of cooperatives in the province, especially agricultural cooperatives, to promptly remove difficulties and obstacles and have appropriate policies.

Focus on improving the quality of OCOP products, pay more attention to brand building, diversify product promotion forms; actively seek output for OCOP products.

Improve the quality of appraisal, collect opinions, and recognize units that meet new rural standards; have a plan to re-appraise units that have met new rural standards at all levels, and re-appraise the quality of OCOP products according to regulations to ensure sustainable goals during the implementation of the Program.

Closely and resolutely direct and manage to remove difficulties and obstacles, speed up the process and procedures for handling waste treatment plant and water plant projects that have submitted documents such as: Do Luong waste treatment plant, Bac Dien Chau water plant.

Localities need to have a plan to resolve the situation of slow cement support for communes in the process of implementing new rural areas; direct the Department of Agriculture and Rural Development, the Department of Finance and related departments and branches to study, review and amend Resolution No. 24/2020/NQ-HDND dated December 13, 2020 of the People's Council of Nghe An province on a number of support policies in building new rural areas in Nghe An province in the period of 2021 - 2025 to suit the actual situation in localities.

In the period of 2021 - 2023, the whole province has mobilized resources to implement the New Rural Development Program of over 39 trillion VND. The whole province has 39 more communes meeting new rural standards and 32 more villages and hamlets meeting new rural standards. Bringing the total number of new rural communes in the province to 319/411 communes. There are 81 communes meeting advanced new rural standards, bringing the total number of advanced new rural communes to 83 communes; 12 communes meeting model new rural standards.

To date, the province has had 672 OCOP products recognized as 3 stars or higher, including 37 products with 4 stars, 529 products with 3 stars and 1 product with 5 stars. Of which, from 2021 to 2023, there will be an additional 483 OCOP products.
