Nghe An Provincial People's Council plans to question 2 groups of issues at the meeting at the end of 2024

On the morning of November 29, the Standing Committee of Nghe An Provincial People's Council held a press conference to announce the content and agenda of the 25th session of the 18th Provincial People's Council, term 2021 - 2026 (regular session at the end of 2024).
Comrades: Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council and Bui Duy Son - Chief of Office of the National Assembly Delegation and Provincial People's Council chaired the press conference.
Attending the press conference were leaders of the Provincial Party Committee's Propaganda Department; a number of provincial departments, branches and sectors; leaders and reporters of a number of local and resident press agencies.

Reviewed 34 reports and 48 draft resolutions
According to the report of the Standing Committee of the Provincial People's Council, the 25th session of the 18th Provincial People's Council, term 2021 - 2026, is scheduled to be held on December 5 and 6, 2024, in Vinh city.
At this session, the People's Council reviewed 34 reports on the results of 2024 and the province's tasks for 2025 on socio-economic development, public investment, implementation of the National Target Program on new rural construction and sustainable poverty reduction; on administrative reform, traffic safety and crime prevention; activities of the Standing Committee and committees of the Provincial People's Council, the Provincial People's Committee, the Provincial People's Court, the Provincial People's Procuracy, the Provincial Civil Judgment Enforcement Agency, etc.

The meeting will also consider and pass 48 resolutions on socio-economics, national defense and security; including a resolution on the 2025 socio-economic development plan; a resolution on the 2025 public investment plan; a resolution on the allocation of the 2024 State budget estimate; and a resolution on assigning civil servant positions in administrative agencies and organizations of Nghe An province in 2025.

There is also a resolution on land policy for ethnic minorities living in Nghe An province; a resolution regulating the price of medical examination and treatment services on the list paid by the Health Insurance Fund, the price of medical examination and treatment services paid by the State and the price of medical examination and treatment services not on the list paid by the Health Insurance Fund but not medical examination and treatment services upon request for medical examination and treatment facilities managed by the State in Nghe An province; a resolution regulating the level of funding, investment, and investment support from the state budget to implement investment policies in forestry in Nghe An province...

During the question and answer session at the meeting, the Provincial People's Council plans to question two groups of issues. The first group includes issues on implementing the targets of the rate of cultural villages, hamlets, and blocks; the rate of communes, wards, and towns with cultural and sports institutions meeting the criteria according to the regulations and targets set out in Resolution 18, dated December 13, 2020 of the Nghe An Provincial People's Council; management of outdoor advertising activities to ensure practicality and effectiveness. Building a healthy cultural environment is associated with building, perfecting, and promoting the personality and identity of Nghe people; developing cultural industries in the province".

The second group includes issues on implementing the autonomy mechanism in public hospitals in the province today; the situation of drug supply, medical examination and treatment services under health insurance for health insurance patients, especially patients with serious illnesses and poor patients, ethnic minority and mountainous areas. Implementation of the target on combating child malnutrition in the province in the period of 2021 - 2025.

Based on the expected content and program of the 25th Session informed by the Standing Committee of the Provincial People's Council; at the press conference, leaders and reporters of press agencies agreed and highly agreed on the expected content and program of the regular session at the end of 2024 of the Provincial People's Council.
Leaders and reporters of some press agencies also raised a number of issues, requesting the Standing Committee of the Provincial People's Council to raise them at the meeting to clarify difficulties, problems, causes, especially responsibilities and solutions.

The focus is on the lack of human resources in the health sector; limited facilities and medical equipment, especially specialized medical facilities; difficulties in referrals from district to provincial level and from provincial to central level, affecting the "golden" time for treatment and cure for patients; smart healthcare development plan...
In addition, some issues were also raised by journalists related to the implementation of budget revenue targets and per capita income according to the Resolution of the 19th Provincial Party Congress, term 2020 - 2025; waste prevention and control work; progress of key projects and works behind schedule and disbursement of public investment capital to review and handle the responsibilities of organizations and individuals...; handling of complaints and denunciations of citizens regarding investment capital disbursement...

Some journalists also suggested that the Standing Committee of the Provincial People's Council pay attention to monitoring the contents presented at the Provincial People's Council meetings, contributing to improving the quality of the meetings.
At the press conference, leaders of a number of provincial departments and branches directly received and explained issues raised by leaders and reporters of press agencies.
