After a working session, with high consensus, the Provincial People's Council passed 2 resolutions on personnel work; at the same time discussed and unanimously passed 7 resolutions, creating a legal basis to accelerate the disbursement of public investment capital, promoting the socio-economic development of the province in the coming time.

In his closing speech, on behalf of the Provincial People's Council, the Provincial Party Secretary and Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, to focus on organizing and implementing urgently, drastically and synchronously solutions to ensure that the resolutions of the Provincial People's Council soon come into life and achieve practical results; at the same time, focus on implementing well a number of key contents.

The Chairman of the Provincial People's Council requested the Provincial People's Committee to continue to resolutely direct the acceleration of public investment disbursement progress of all levels, sectors and localities; promote the responsibility and effectiveness of the Working Group on public investment to promptly resolve arising problems.

For new projects that have been approved and allocated capital, it is recommended that the Provincial People's Committee promptly direct the implementation of the next steps to accelerate the implementation progress and complete the project on schedule and in accordance with regulations, especially the Project to build a new Phan Boi Chau High School for the Gifted (phase 2), promoting the effectiveness of investment in training high-quality human resources of the province.

According to the 2023 work program, the Provincial People's Council will organize thematic meetings between regular meetings to resolve urgent and arising issues. In preparation for the next thematic meetings, the Provincial People's Council requests the Provincial People's Committee to direct relevant agencies to proactively prepare early submissions and draft resolutions to avoid haste and passivity; especially resolutions related to provincial planning, adjusting investment policies for public investment projects, recovering and converting the purpose of using rice-growing land, forest land, etc.

Regarding the mid-year meeting of the Provincial People's Council in 2023, scheduled to take place in early July, this is a very important meeting of the year. The Secretary of the Provincial Party Committee and Chairman of the People's Council of Nghe An province requested the Provincial People's Committee to base on the list of expected resolutions to be issued in 2023 agreed upon by the Standing Committee of the Provincial People's Council, give opinions and direct the advisory agencies to carefully prepare the draft resolutions to be submitted to the meeting; send documents early for the Provincial People's Council Committees to review according to regulations.

Assign the Standing Committee of the Provincial People's Council to direct the Provincial People's Council Committees to select important resolutions that have a great impact on socio-economic life to conduct surveys and collect information to serve the verification activities.

The Provincial People's Council requested all levels, sectors, localities and units to promote the successful lessons of 2022, especially the lessons of solidarity, unity, proactiveness, adherence to work, focus and key points in leadership and direction to achieve the highest results in implementing the goals, tasks and plans for 2023.

In the immediate future, we will focus on preparing to submit to the Politburo a summary of 10 years of implementing Resolution 26 on the direction and tasks for the development of Nghe An province until 2020; speed up the implementation of key projects with connectivity and spillover effects to serve socio-economic development such as: North-South Expressway Project, Eastern section through Nghe An; Cua Lo Deep-water Seaport Project; expansion of Vinh International Airport; Infrastructure investment projects of VSIP II, Hoang Thinh Dat II, WHA Industrial Parks in the next phases; expansion of Vinh city's administrative boundaries in conjunction with the implementation of the country's administrative boundary arrangement in phase 2.

The Chairman of the Provincial People's Council emphasized the need to take advantage of opportunities to attract investment, develop businesses, effectively respond to climate change, urgently and well control epidemics; promote production and business activities in all fields, quickly recover the economy and contribute positively to growth.
