Nghe An Provincial People's Council emphasizes 5 key tasks of State management in the cultural field
The Provincial People's Council emphasized the viewpoint of taking people as the center, the good culture of the nation and Nghe An as the spiritual foundation and endogenous resources for development.

On the morning of December 6, the 25th Session of the 18th Provincial People's Council completed the question and answer session on a group of issues on solutions to implement the targets and quality of cultural villages, hamlets, and blocks; the rate of communes, wards, and towns with cultural and sports institutions meeting the prescribed criteria and targets; management of outdoor advertising activities; the construction of a cultural environment associated with the construction, completion, and promotion of the identity of Nghe An people; and the development of cultural industries in the province.
With a spirit of seriousness, democracy and responsibility, the question and answer session on culture and sports was completed, with 18 delegates of the Provincial People's Council participating in questioning and debating related to the issues raised.
Many delegates raised focused questions, going straight to the point of questioning, requesting clarification of existing problems, limitations and solutions in the fields of culture and sports.
The Director of the Department of Culture and Sports, as the head of the sector, has a firm grasp of the contents under the management authority of the sector, and has answered quite fully, focusedly and frankly the contents raised by the delegates at the question and answer session. The Directors of the Departments of Education and Training and Tourism participated in answering and clarifying the issues that the delegates and voters were interested in.

Based on the report and content of the question-and-answer session on the cultural field, on behalf of the meeting chair, member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi assessed and concluded a number of issues.
Accordingly, in the past time, the Provincial People's Committee, the Department of Culture and Sports, sectors and localities at all levels have actively implemented the Party's guidelines, policies and laws of the State and the province on the field of culture and sports, associated with the movement of the People's Solidarity to build a cultural life and implement the program of building new rural areas... gradually improving the cultural and spiritual life of the people. The number of villages and cultural units has nearly reached the target of Resolution 18 of the Provincial People's Council. The system of grassroots cultural and sports institutions has been invested in, upgraded and used quite effectively by localities, basically meeting the cultural needs of the people.
The construction of a cultural environment has been focused on and has had positive changes; contributing to preserving and promoting cultural identity, historical traditions, and cultivating good values in Nghe An people. The development of cultural industry has been gradually focused on. State management of outdoor advertising activities has been paid attention to. These results have significantly contributed to the implementation of the goals and tasks of the Resolution of the 19th Provincial Party Congress, term 2020-2025.
Besides the achieved results, through the questioning session, the Provincial People's Council realized that there are still some shortcomings and limitations that need to be overcome in the State management of the cultural field.
The quality of village, hamlet, block, and cultural unit titles in some places is still not sustainable. Cultural and sports institutions in some rural and mountainous areas in localities where administrative units have been merged are still lacking in uniformity; the scale and facilities do not meet the needs of the people; in some places, the use of cultural institutions is ineffective and wasteful.
Crime, social evils, school violence, child abuse, uncivilized behavior in public places... still exist and pose serious problems. Many tangible and intangible cultural heritages have not been properly preserved and promoted; among them, some cultural identity values of ethnic minorities are at risk of being lost.
Cultural industry is still facing difficulties, has not built strong brands to better exploit the potential and strengths of the locality and contribute better to socio-economic development. Cultural tourism activities still lack close connection between localities and enterprises, between enterprises and enterprises; lack of connection between destinations inside and outside the province.
The activities of performing arts units are still difficult, not regularly promoting cultural heritages, especially the culture of Vi and Giam to many localities in the country. People in remote areas are still limited in enjoying performing arts. Outdoor advertising activities are basically not regularly inspected and monitored to promptly handle violations, affecting urban aesthetics.
The Provincial People's Council basically agreed with the solutions and commitments that the Director of the Department of Culture and Sports reported at the question and answer session; at the same time, it requested the Provincial People's Committee, the Department of Culture and Sports, provincial departments and branches, localities, and relevant agencies to focus on implementing the contents.

Proactively develop a plan to implement the National Target Program on culture recently approved by the National Assembly in the spirit of: taking people as the center, the good culture of the Vietnamese people and Nghe An as the spiritual foundation, and endogenous resources for development.
Monday,Pay attention to improving the quality of village, hamlet, block, and cultural unit titles in a substantive manner, avoiding formalities that reduce the meaning and importance of these titles. Every year, it is necessary to check, evaluate, learn from experience, and revoke titles if they no longer meet the prescribed standards.
Continue to focus on solutions to prevent crime and social evils, ensure a safe and healthy environment for socio-economic development and production, and people's lives. Review the system of cultural and sports institutions at the grassroots level, especially in localities that have merged administrative units. Advise on plans to upgrade, exploit and effectively use existing institutions. Gradually mobilize resources to equip essential operating facilities to meet the cultural and sports needs of the people.
Focus on advising and effectively implementing the Project to build Vinh city into a cultural center of the North, of the North Central and Central Coast regions; a center for training and selecting talents in key sports of the North Central region, and at the same time a training support center to improve national sports achievements according to Decision No. 1059/QD-TTg dated September 14, 2023 of the Prime Minister approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050.

Tuesday,Guide to review and complete regulations and village conventions to build cultural life from establishments, units, schools, clans... in accordance with the provisions of law, cultural values, good ethics of the nation and cultural identity of Nghe An. In particular, focus on completing and implementing well the regulations on festival management, conventions on funerals in urban areas and densely populated areas. The current situation in Vinh city and towns, funerals are being held in many families, affecting the environment of residential areas. The construction and maintenance of funeral homes have not received due attention.

Continue to arouse the spirit and mobilize resources from the people to preserve and promote historical and traditional cultural values, actively respond to the movement of the whole people uniting to build a cultural life; The whole people uniting to build new rural areas and civilized urban areas. Pay attention to maintaining activities, praising and replicating typical good people and good deeds from the grassroots, building a cultural, humane and affectionate lifestyle among the people of Nghe An. Continue to direct the implementation of preserving and promoting the historical values and cultural identity of Nghe An, associated with sustainable tourism development. Maintain practical activities and apply digital platforms well to convey cultural and artistic contents and programs to the people, especially people in remote, isolated and disadvantaged areas and the Vietnamese and Nghe An communities abroad. At the same time, pay attention to introducing the cultural values and identities of regions and ethnic groups at home and abroad, contributing to enriching the knowledge and souls of Nghe An people, meeting the requirements of integration and development.
Improve the quality and effectiveness of cultural and sports activities focusing on major anniversaries and festivals. Advise on investment in infrastructure conditions to be able to host a number of national and international cultural - sports - tourism activities in Vinh city, Nam Dan district... on the occasion of upcoming major holidays.
Review and re-evaluate the Resolutions of the Provincial People's Council on culture, sports and tourism, advise on a number of policies towards concentrating resources to implement breakthrough program contents for the development of culture, sports and tourism with the goal of turning Nghe An into one of the tourist centers of the North Central region, an attractive destination for domestic and foreign tourists in the spirit of Resolution No. 39-NQ/TW of the Politburo.
Focus on implementing well the planning and management of advertising spaces in accordance with regulations, ensuring both conditions for advertising businesses to develop and ensuring urban aesthetics and traffic safety and order. Strengthen inspection, examination and supervision of outdoor advertising implementation.

Propose that the Provincial People's Committee direct relevant departments, branches, localities and units to implement the above-mentioned contents and report to the People's Council on the implementation of the conclusions of this questioning session at annual regular meetings.
