Nghe An Provincial People's Council will move towards organizing 'paperless' meetings

On the morning of March 25, at the regular meeting of March, the Standing Committee of Nghe An Provincial People's Council listened to and commented on the draft report of the Provincial Party Committee Standing Committee on the implementation results of the "Project to improve the quality and efficiency of the activities of the Provincial People's Council, term XVII, 2016 - 2021". Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

Implementing the Project, the Provincial People's Council has made many innovations in all aspects of work. First of all, the content of all meetings has been carefully prepared, the program has been arranged reasonably and scientifically, improving the quality of both the organization and management of the meetings and the implementation of the function of deciding on local issues.

Accordingly, closely following the meeting organization plan, the Standing Committee of the Provincial People's Council specifically assigned the agencies responsible for preparing and completing the contents submitted to the meeting.

Documents are sent via the meeting document management software and the email system of the Provincial People's Council delegates. Therefore, delegates have early access to documents, convenient for review and research.

In addition, the Standing Committee of the Provincial People's Council also installed a hotline to directly receive opinions and recommendations from voters at the meeting. The meeting management has been improved, democratic, scientific and flexible; the time for presenting reports has been shortened, more time has been spent on discussion, thoroughly considering issues to reach consensus.

Supervision activities include: supervision at the session through reviewing work reports and question and answer activities; supervision between sessions through thematic supervision and explanation activities at the Provincial People's Council Standing Committee meeting (this is a new form but has been maintained by the Provincial People's Council Standing Committee twice a year in April and September) all have many innovations and improved quality.

Improving the quality of citizen activities is also regularly focused on through innovation and improving the quality of voter contact activities; citizen reception, handling of citizen complaints and denunciations;...

From now until the end of the term, the Provincial People's Council has identified many key tasks, including continuing to innovate and improve the quality of Provincial People's Council meetings, improving the application of information technology in meetings to move towards organizing "paperless" meetings.

Regarding this content, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council assessed that through the implementation of the Project, the activities of the People's Council have become more professional, effective and efficient; there have been many innovations, and the quality has been improved.

However, according to him, the most worrying thing is still resolving voters' petitions, so we need to continue to try to do better.

Regarding recommendations and proposals to the Provincial Party Committee Standing Committee, the Chairman of the Provincial People's Council also had specific directions, including the need to research and propose solutions to continue building a team of high-quality Provincial People's Council delegates.

Regarding the research and consideration of arranging for the head of the Provincial People's Council to work full-time (when meeting all conditions and standards), to ensure that the specialized apparatus of the Provincial People's Council operates professionally, the Chairman of the Provincial People's Council suggested that the Project should analyze and clarify this issue such as: advantages of part-time heads, full-time heads; trends of provinces and cities... to submit to the Standing Committee of the Provincial Party Committee for comments.

Nghe An Provincial People's Council currently has 4 Committees (Economic - Budget Committee; Cultural - Social Committee, Legal Committee, Ethnic Committee), including a full-time Head of the Ethnic Committee. Nationwide, 33 provinces and cities have arranged full-time heads of committees; 22 provinces have arranged 1-3 full-time heads of committees, 8 provinces have arranged part-time heads of committees.
