Provincial People's Council shortens the time to organize the Second Session, term 2021 - 2026

On the afternoon of July 30, the Standing Committee of the Provincial People's Council held a meeting with the Provincial People's Council Delegation Groups and the Standing Committees of the People's Councils of districts, cities and towns to discuss the expected program and content of the 2nd Session of the 18th Provincial People's Council, term 2021 - 2026. Attending the meeting were comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee - Vice Chairman of the Provincial People's Council; representatives of the Provincial Fatherland Front Committee.

No question session

Second Session,People's CouncilThe 18th provincial Party Congress, term 2021 - 2026, is scheduled to take place on August 12 and 13.

At this session, the Provincial People's Council will consider 24 reports, of which the most notable are the report on the socio-economic development situation in the first 6 months of the year, tasks for the last 6 months of 2021; reports on the prevention and control of the Covid-19 pandemic and the implementation of policies to support employees and employers facing difficulties due to the Covid-19 pandemic.

The Provincial People's Council will also consider and approve 24 resolutions; including a resolution on the direction of activities of the 18th Provincial People's Council, term 2021 - 2026; on a number of investment support policies in the province; on investment policies for projects in the province; a resolution on a number of specific mechanisms and policies to support Cua Lo town...

This session was shortened and lasted only 1 and a half days. It included an opening session to listen to reports and presentations; a discussion session in the hall; a discussion session to pass resolutions submitted to the session and a closing session.

The session does not organize question and answer sessions; discussion sessions in groups.

Along with shortening the meeting time, the Standing Committee of the Provincial People's Council also advocates applying information technology in managing meetings; documents for meetings are not printed on paper but transferred via email and document management software of the Provincial People's Council.

At the conference, the conference participants, in addition to basically agreeing with the planned program and content of the second session, also proposed some contents.

Specifically, the Standing Committee of the Provincial People's Council also needs to select a number of key, urgent, and public-interested contents and issues to request the Provincial People's Committee and departments and branches to discuss and clarify at the meeting instead of the question-and-answer session.

To create initiative for the provincial People's Council delegates, it is recommended that the Provincial People's Council Standing Committee direct the early transfer of documents; at the same time, orient the key contents that need to be discussed; innovate the work of resolving voters' petitions more effectively...

Some opinions also hope that the Standing Committee of the Provincial People's Council will propose that the Provincial People's Committee direct relevant departments to advise on restoring the title of veterinary doctor at the grassroots level, effectively meeting the requirements of disease prevention and control in livestock.

Innovation in handling voters' petitions

Concluding the conference, comradeNguyen Nam Dinh- Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council has received opinions from participants at the conference to continue studying and supplementing the working program of the Standing Committee and committees of the Provincial People's Council in the coming time.

The Vice Chairman of the Provincial People's Council said that to ensure the work of prevention and controlCovid-19With the complicated developments as well as to meet the requirements of focusing on directing many urgent tasks of the province and localities, the policy of the Standing Committee of the Provincial People's Council will reduce the time for organizing meetings and innovate and be creative in running meetings.

Therefore, the Standing Committee and the committees, the office of the Provincial People's Council as well as the delegations of the Provincial People's Council, the Standing Committees of the People's Councils of districts, cities and towns are requested to make efforts and focus on speeding up the preparation of contents for the session, especially documents and synthesizing recommendations, reflections and proposals of the Provincial People's Council delegates and voters sent to the Standing Committee of the Provincial People's Council.

For the Provincial People's Council delegates, it is necessary to proactively study the documents that will be sent by the Standing Committee via the email system and document management software of the Provincial People's Council on July 31, ensuring quality participation and contributing to the success of the session.

Regarding some proposals of the delegates, comrade Nguyen Nam Dinh agreed with the proposal to organize inter-level voter contact conferences and suggested that localities proactively coordinate with the Fatherland Front at all levels to implement.

Regarding the issue of innovation in handling voters' petitions, the Vice Chairman of the Provincial People's Council also said that the Provincial People's Council will innovate in the direction of shifting from explaining to resolving with specific solutions and time.

Any problems due to policy mechanisms or resources should be answered frankly, avoiding beating around the bush or promising to solve them but not being able to, causing frustration for voters.

Also this afternoon, the Standing Committee of the Provincial People's Council held a meeting with the heads, deputy heads and members of the Provincial People's Council committees for the 2021-2026 term.

At the meeting, on behalf of the Standing Committee of the Provincial People's Council, Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council requested members of the Provincial People's Council committees to promote a high sense of responsibility, spend time, effort and intelligence to ensure the quality of the activities of the Provincial People's Council committees.

Along with that, the process of examining and supervising specialized fields requires the committees to proactively invite experts to participate, meeting the requirements of improving the quality of the committee's activities.
