Provincial People's Council passed a Resolution on tasks for the second half of 2017.

(Baonghean) - At the 4th session, the Provincial People's Council, term XVII, 2016 - 2021, voted to pass the Resolution on tasks for the end of 2017, including 10 key groups of solutions.

Looking at the socio-economic development plan targets for 2017 according to Resolution No. 32/2016/NQ-HDND dated December 16, 2016, the remaining tasks for 2017 are quite heavy; especially the minimum growth rate of gross domestic product (GRDP) of 9% (the first 6 months of 2016 only reached 6.9%), requiring all levels and sectors to focus on directing the implementation with clear and specific solutions.

In response to that request, the discussion session to vote on the Resolutions at the 4th session of the Provincial People's Council, term XVII, 2016 - 2021, the Provincial People's Council voted to pass the Resolution on implementing tasks for the last 6 months of 2017, accordingly, 10 groups of solutions were proposed.

The first group strengthens direction, urging, and inspection of the implementation of the 2017 Plan tasks to ensure progress in all areas; continues to effectively implement the Resolution of the 18th Provincial Party Congress, term 2015-2020, Resolution No. 26-NQ/TW of the Politburo.

Specifically, the Provincial People's Committee directed departments, branches, sectors, People's Committees of districts, cities and towns to closely follow the situation, proactively and resolutely act, synchronously implement key tasks and solutions to promote growth in sectors and fields to achieve the economic growth target in 2017 according to the direction of the Prime Minister in Directive No. 24/CT-TTg dated June 2, 2017, and the direction of the Provincial Party Standing Committee.

The second group focuses on removing difficulties for production and business sectors to promote growth. In agricultural, forestry and fishery production, promote production development, focus on guiding communes to build and replicate economic models, link product value chains, in which ensure that enterprises play a central role, increase income for people.

In industrial production, strengthen solutions to promote industrial production, remove difficulties for enterprises; implement measures to develop the market, support enterprises to consume products, reduce inventory. In developing service industries, strengthen trade promotion, seek and expand export markets; encourage and promote the export of competitive groups of goods and items with stable markets. Strengthen tourism promotion, connect tourist routes, do a good job of order and environmental sanitation, attract more entertainment services, and ensure safety for tourists.

The third group: speed up the implementation and disbursement of investment capital for programs and projects; continue to promote investment attraction and promotion; remove difficulties and support business development. Remove difficulties and obstacles to speed up the implementation, acceptance and disbursement of public investment capital in 2017.

Fourth group, strengthen the work of collecting and spending the state budget. Resolutely direct the work of collecting the state budget, focus on preventing tax losses, handling tax arrears, fighting tax fraud and exploiting new sources of revenue; apply measures to urge debt collection and enforce tax debt to limit new debt arising... Strictly implement regulations on practicing thrift and combating waste in budget spending, including regular spending and development investment spending.

The fifth group takes care of cultural and social fields, ensuring good implementation of social security issues and environmental protection.

The sixth group, good management of resources and environmental protection. Focus on directing, guiding, and urging the district-level People's Committees to adjust and supplement the district-level land use planning and plans until 2020. Inspect and urge the implementation of the contents and requirements of the environmental impact assessment report and detailed environmental protection plan for projects and facilities in the province.

Group seven: Fire prevention, fire fighting and flood and storm prevention. Sectors and levels proactively prevent and combat natural disasters; be vigilant and respond to unusual weather developments. Develop plans and schemes for flood and storm prevention and search and rescue in 2017; assign and delegate specific tasks to sectors and levels to inspect the implementation of plans to mobilize and arrange human resources, materials and means for flood and storm prevention and search and rescue in each locality, especially in localities where local floods often occur.

The eighth group, strengthens state management, continues to promote administrative reform, and implements democratic regulations at the grassroots level. Strengthens discipline and administrative discipline in agencies and units in accordance with the spirit of Directive No. 26/CT-TTg dated September 5, 2016 of the Prime Minister, Directive No. 17/CT-TU dated December 3, 2013 of the Provincial Party Committee Standing Committee, Directive No. 12-CT/TU dated June 29, 2017 of the Provincial Party Committee Standing Committee on strengthening the role of setting examples, practicing thrift, and combating waste among cadres and party members.

Group 9: Ensure national defense, security, social order and safety, and properly resolve complaints and denunciations. Continue to step up the attack and crackdown on all types of crimes; grasp and promptly and effectively handle emerging situations regarding national defense and security on key routes, fields, areas and subjects. Strengthen dialogue and promptly resolve complaints and denunciations from the grassroots level, and do not let backlogs develop into complicated cases. Continue to strongly direct the implementation of anti-corruption, practice thrift and combat waste.

The tenth group, promote information and communication work, create consensus in society. All levels and sectors closely coordinate with the Fatherland Front at all levels, socio-political organizations, social organizations and professional social organizations in propaganda and proactively provide complete, accurate, timely, public and transparent information to the press, especially on issues of public concern. Strictly handle acts of reporting false information, causing panic and instability in society, harming the interests of the State, businesses and people.
