(Baonghean.vn) - In addition to the regulations on the reward level for district and commune-level units that meet new rural, advanced new rural, and model new rural standards, the Resolution of the Provincial People's Council also stipulates that a reward of 15 million VND/household will be given when having a garden that meets new rural standards.

On the morning of December 13, continuing the 17th session of the 17th Provincial People's Council, delegates listened to, discussed and approved the draft Resolutions. Discussing the draft Resolution on a number of support policies in new rural construction in the province for the period 2021-2025, delegate Luc Thi Lien suggested that the drafting agency consider expanding the cement support policy to build intra-field canals, not limiting it to rural roads, thereby helping districts and communes to be more proactive.

Explaining this opinion, Mr. Nguyen Van De - Director of the Department of Agriculture and Rural Development said that the Resolution stipulates that the cement support policy is associated with the construction of rural roads, thereby attracting contributions from the people. Because cement only accounts for 20-30% of the project value, the rest is mainly contributed by the people in terms of labor and materials. If cement is supported to build intra-field canals, attracting contributions from the people will be difficult to achieve.

Mr. De also said that in the construction of the New Rural Area, in addition to the provincial budget, there is a source of support from the central budget. Therefore, localities can arrange this source of capital to build intra-field canals.

Based on the explanation of the Department of Agriculture and Rural Development, the Provincial People's Council delegates basically agreed and unanimously passed the Resolution on a number of support policies in new rural construction in the province for the period 2021-2025.

The subjects of application of the Resolution are districts, cities, towns; communes; villages/hamlets in mountainous region III communes and villages/hamlets in 27 border communes whose registration list and commitment to meet new rural standards have been approved by the District People's Committee (no support is given to villages/hamlets in communes that have registered and committed to meet new rural standards); households in the province whose gardens have been recognized by the District People's Committee as meeting new rural standards.

Regarding the policy of supporting cement for rural roads, according to the Resolution, eligible district-level units will be supported with 5,000 tons of PCB40 cement/unit when building new rural areas; and supported with 7,000 tons of PCB40 cement/unit when building advanced new rural areas.

For communes in 10 mountainous districts, including: Ky Son, Tuong Duong, Con Cuong, Que Phong, Quy Chau, Quy Hop, Tan Ky, Anh Son, Thanh Chuong and Nghia Dan, meeting the conditions when building new rural areas will be supported with 2,800 tons of PCB40 cement/commune; communes in the remaining districts will be supported with 2,000 tons of PCB40 cement/commune. When building advanced new rural areas, communes will be supported with 1,000 tons of PCB40 cement/commune.

For villages/hamlets in mountainous region III communes and villages/hamlets in 27 border communes that have registered and committed to participating in building villages/hamlets that meet new rural standards, they will be supported with 150 tons of PCB40 cement/village/hamlet.

The support conditions are that district-level units and communes register and commit to completing tasks/meeting new rural standards, advanced new rural standards approved by the Provincial People's Committee or do not register or commit, but complete tasks to meet new rural standards, advanced new rural standards recognized by competent authorities; for villages/hamlets, they must be approved by the District People's Committee in the plan assigned by the Provincial People's Committee.

In addition, the Resolution also stipulates a reward policy for new rural construction. Towns that complete the task of new rural construction will be rewarded 1.5 billion VND/town. Districts that meet new rural standards will be rewarded 2 billion VND/district.

District-level units that complete their tasks/meet advanced new rural standards will be rewarded 3 billion VND/district-level unit. District-level units that complete their tasks/meet model new rural standards will be rewarded 4 billion VND/unit.

For communes, those that meet the new rural standards will be rewarded 500 million VND/commune; those that meet the advanced new rural standards will be rewarded 600 million VND/commune; those that meet the model new rural standards will be rewarded 700 million VND/commune.

In particular, the Resolution also stipulates that a reward of 15 million VND/household will be given for having a garden that meets new rural standards.

This Resolution takes effect from January 1, 2021 and replaces Resolution No. 166/2015/NQ-HDND dated July 10, 2015 of the Provincial People's Council on incentive and support policies in building new rural areas in Nghe An province in the period 2015-2020.
