Human cognition goes from perception, hearing, seeing, reading, learning; processed through brain thinking, then action.

To implement the Party's policies and guidelines, the State's laws and the regulations of the political system, localities and units, we often put information on the mass media; along with that is propaganda, study, discussion, explanation, appeal,... so that everyone knows and responds. When everyone (subject) fully understands, they will trust, agree, and realize it in social life.

Such preliminary points show that the activities of dissemination, propaganda, explanation, appeal, recommendation,... have important significance in implementing the policies, guidelines, regulations,... of the Party and State, and the regulations of localities and units into real life.

Along with propaganda and appeals, competent authorities also have a system of sanctions that require members to comply. These are specific documents of the Party, Government, People's Councils, People's Committees of localities, etc. When propaganda, explanation, and appeals are made but implementation is still not correct, penalties must be imposed. There are many forms of penalties, according to the Charter, regulations, and laws, including administrative sanctions, criminal prosecution, compensation, imprisonment, etc.

Society has many rich and diverse activities. Each activity is guided, regulated and managed by laws and sub-law documents. These are the “swords and shields” that ensure a stable, peaceful and developed society.

Our fight against corruption has achieved encouraging results. Many officials have had to stand before the bar and be “brought to light”. This demonstrates the high determination of our Party, State and People. However, there are still many difficulties and complications ahead.

Most corrupt people are people in power, people who control the resources of the country, locality, and unit. They are educated, knowledgeable, have university degrees, even post-graduate degrees, and have gone through selection and election processes. When “not yet exposed”, they are the ones propagandizing, explaining, and calling on people to implement policies, guidelines, laws, and regulations. They even have the qualifications to write books to preach to cadres, party members, and the people. It can be said that their actions are ambitious and calculated, not impulsive or ignorant. The appeals to them are just “I know! It’s so hard, keep saying it!”

For a long time, the whole society has been discussing “What is the use of a lot of money?”. The answer is: A lot of things to do! Human desires are one and two. If you ride a motorbike, you want to drive a car. If you have a car, you want a more luxurious one. If you have a villa, you want to have a farm. If you want a villa, a foreign household registration for your children, grandchildren, etc. How much is enough?

For such subjects, all the appeals and slogans have become saturated, "immune", and even "outdated". They no longer "love their country and people", have no honor, no shame, and no integrity. Appeals and slogans are not enough to persuade and bring them back to integrity and honesty. To prevent corruption, it is important to have strict sanctions.

It is known that in Cambodia there is also a phenomenon of "rich kids" - the "uneducated" noblemen who race aggressively and recklessly. Prime Minister Hun Sen has ordered: If any state official lets his child race, his parents will be fired immediately. If he cannot do this, he will resign. He said he would do it. Races will end!

In Singapore, people practice “three no’s” against corruption. “Cannot” because money and state assets are managed very strictly; “Don’t dare” because if exposed, there will be a heavy fine; “No need” because salaries are high, corruption is shameful,...

According to the agreement, when Singaporean civil servants start working, their first month's salary must be deducted 5%. Every year, the deduction increases by 1%, until it stops at 20%/month. This amount belongs to the civil servant, is deposited in a card, and is charged interest. This amount will be received upon retirement. During the working process, if a civil servant commits even a minor corruption crime, in addition to the sanctions, this savings card will also be confiscated. This is one of the agreements between the State and civil servants when they are recruited. Their salaries are very high, the amount of money is getting bigger and bigger, so they are not foolish enough to violate the law and have this money confiscated!

At a seminar on “Social Management” at Nayang University – Singapore, the Professor – Member of Parliament guided us in a discussion. He smiled and said happily: Do you think Vietnam or Singapore is more free? You have to be careful, it is easy to get fined here. For example: Throwing cigarette butts or chewing gum on the street, they will fine you 100 USD. If you don’t have money, they will find you a job, and you have to pay the fine to go home!

One time in Shenzhen, at a red light, the taxi driver stopped us, waiting to go straight but stopped on the right side of the road, causing the right-turning car to get stuck. The police officer gently tapped on the car window and stuck a yellow ticket on the front. The driver turned pale because he considered that day as a free day!

In the 4.0 era, a disciplined society must have a compatible and strong legal system. No need to shout too much. Enforce it resolutely, immediately and always - as the Nghe people say, "show" then it will be strict!
