On March 31, 2016, NTNA returned to meet Mr. and Mrs. Lo Van Minh and Mrs. Bui Thi Hoa; and continued to act out the act of asking for a delay in paying the 90 million VND he had received for running the errand. When the couple did not agree, NTNA wrote a commitment letter with the following content:
"My name is NTNA; Phone number… ID card… Residence…. I received 90 million VND from Aunt Hoa. I promise to pay 20 million VND by April 1, 2016; the remaining amount will be paid this week, from April 1 to April 4, 2016. If I am wrong, I will take legal responsibility."

Disabled veteran Lo Van Minh discussed the subject NTNA's commitment to pay money with Nghe An Newspaper reporter. |
Mr. Lo Van Minh said:
“I am honest and trusting. When they asked me to review the documents, I just gave them to them. A few days later, they came back and said that with such a good file, it would only cost 180 million VND to complete all the procedures for my child to have a job. I thought they were good people, sympathizing with my family’s situation and helping me. That’s how I got fooled. Now they keep doing this again and again. I have no choice but to ask the press and law enforcement agencies to help my family…”
Lo Thi TH was born in 1990, graduated with a good degree in law from Hanoi National University; bachelor's degree in English; and was awarded a teaching certificate with honors by Hanoi Pedagogical University.
