Support effective agricultural development in Dien Chau

In Dien Lien commune, to attract people to receive 50 hectares of Be Dau land, the commune has converted and re-planned it into a concentrated area, invested 1 billion VND to open 2 km of road to the fields; renovated the entire canal system to facilitate water collection and drainage. To have capital for people to invest in farm development, the commune leaders invited banks to come and commit to let households borrow capital. Thanks to that, up to now, this land has become a farm of 20 households, generating income of hundreds of millions of VND/ha per year.
In Dien My commune, with the policy of supporting 30% of the price of high-quality pure rice seeds, large-scale field models and 1 million VND/ha for crop conversion on drought-prone land, there has been a clear direct impact on the fields. In the 2016 spring crop, Dien My was the only locality in the district to build a model field for both rice and peanuts with nearly 70 hectares. Along with the district's mechanism, Dien My commune focused on providing technical support for people to access new production methods, linking with businesses to consume products for farmers.
To promote agricultural production towards commodities, linking production with consumption, and building large fields, Dien Chau has issued a project to restructure the agricultural sector and a project to apply science and technology in agriculture, accordingly, many support mechanisms for agriculture have been issued promptly.

With the district's support policy, after graduating from the International University, Ho Chi Minh City University of Economics, Cao Minh Long in Hamlet 20, Dien Loc Commune decided to apply the knowledge he learned on his homeland by growing mushroom seeds. When his idea was proposed, he received enthusiastic support from the local government, because mushroom growers have long had to import seeds from other places at expensive prices and with limited quality.
Not only supporting Mr. Long in terms of policy, the Dien Loc government and Dien Chau district really got involved, creating conditions for him to bid for 8,000m2 of land to build a production workshop, the district People's Committee supported the model with 50 million VND to invest in a packaging machine, the district farmers' association lent 70 million VND with low interest rates, and at the same time widely promoted the product inside and outside the district. Thanks to that, after only half a year of operation, the mushroom seed model has earned a profit of up to 40 million VND/month.
Among the 32 support policies in 2016, agriculture alone has the most with 8 mechanisms in many fields such as: 30% support for the price of high-quality purebred rice seeds in large-field models; 20 million VND/farm raising foreign sows and crossbred cows; 50 million VND for mushroom seed production models; 50,000 VND/sao for organizations, individuals and households to borrow or rent land to produce vegetables, fruits... on 2-rice land in the winter crop with an area of 5.0 ha or more in the winter crop; 50,000 VND/sao for rice land converted to other crops due to drought; 30% of the price of corn grown on 2-rice land in the winter crop in 2015... Currently, the district is conducting a survey to support nearly 1 billion VND for over 10 models. Along with that is very positive support in terms of technology, land, infrastructure...

Mr. Phan Xuan Vinh - Vice Chairman of Dien Chau District People's Committee said: To implement policies to support farmers in developing production, from the beginning we had meetings and assigned working groups to issue policies to cooperatives to implement policies to remove difficulties. Especially in policies on cultivation and livestock breeding, we guide agricultural officials to closely follow the grassroots to implement them most effectively.
Dien Chau’s appropriate policies have gradually changed the traditional agricultural practices of the people, moving towards high-income commodity production. Currently, the district has built 500 hectares of large-scale fields, 8 “4-house” linkage models in agriculture, 2 high-tech agricultural production models, and over 200 large-scale farms. This is an important foundation for Dien Chau to effectively restructure the agricultural sector.
