Perfecting the civil servant recruitment system, avoiding negativity
The Ministry of Home Affairs reviews and synthesizes problems, proposes to perfect the institutions on recruitment, use, management and evaluation of civil servants and public employees to suit reality, prevent negativity, and decentralize management appropriately.

That is the directive in the Conclusion Notice of Deputy Prime Minister Truong Hoa Binh at the working session with the Ministry of Home Affairs.
Also in this announcement, the Deputy Prime Minister requested that regulations on rank promotion exams must ensure publicity and transparency, identify appropriate subjects and forms of exams to ensure proper assessment of the qualifications and practical capacity of cadres, civil servants and public employees, meeting public service requirements; strengthen inspection and supervision to combat negativity and fraud in rank promotion exams; and determine job positions must be consistent with the policy of streamlining payroll and improving the efficiency of state apparatus operations.
In addition, the Ministry of Home Affairs urgently completes the Projects in the Work Program of the Government and the Prime Minister, especially those Projects that must be postponed, in which, pay attention to documents on: standards for leadership and management positions; planning, appointment, reappointment, removal from office, resignation, dismissal, rotation of civil servants and leaders and managers; application of the Law on Cadres and Civil Servants to cadres.
In particular, determining job positions in public service units is implemented according to the Resolution of the Government meeting in April 2016; proposing a plan to complete the legal basis for appointing "rank" titles for cadres and civil servants.
The Ministry of Home Affairs coordinates with ministries and branches to propose feasible policies to attract talented people in public service, select specialized and specific fields to accurately identify talented people, and pay attention to procedures for continuing to recognize talented people after a period of work.
Organize the implementation of staff streamlining, avoid staff streamlining for the wrong subjects, and use staff streamlining for the wrong purposes. Synthesize and update data on the rate of cadres, civil servants, and public employees who do not complete their tasks.
Promote administrative reform, eliminate cumbersome procedures
The Ministry of Home Affairs implements the Administrative Reform Plan for the period 2016 - 2020, coordinates and urges administrative procedure reform, removes barriers and cumbersome procedures, eliminates inappropriate sub-licenses, reduces the time to carry out procedures, promotes the application of information technology, provides public services online, connects sectors, builds e-Government, creates all favorable conditions for people and businesses in production and business.
The Deputy Prime Minister requested the Ministry of Home Affairs to promptly propose a solution to the lack of consensus on the focal point for receiving and returning business registration dossiers according to the Prime Minister's direction; to promptly announce the annual administrative reform index of ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities; and to urge relevant agencies to deploy the determination of the satisfaction index on the quality of public services in the fields of health and education and training.
Amending regulations on the organization of professional agencies under the People's Committee at district level
The Deputy Prime Minister requested the Ministry of Home Affairs to continue completing the Project on the organizational structure of the 14th Government to submit to competent authorities according to regulations.
Review the functions, tasks, powers and organizational structure, the number of deputies of the heads of affiliated units, propose solutions in accordance with the spirit of the Law on Government Organization; focus on implementing and urging the implementation of the review, submitting to the Government and the Prime Minister documents amending regulations on organizational apparatus and payroll in current Laws not in the field of state organization according to the Plan to implement Resolution No. 39-NQ/TW dated April 17, 2015 of the Politburo on streamlining payroll and restructuring the team of cadres, civil servants and public employees.
The Ministry of Home Affairs monitors and updates the performance of inter-sectoral coordination organizations, proposes to reorganize or dissolve inactive inter-sectoral coordination organizations or those that have completed their tasks; promptly develops and submits to the Government amendments to regulations on the organization of specialized agencies under the People's Committees at the district level in accordance with the Law on Organization of Local Government.
At the same time, assess the impact and propose principles for transferring public service units from enterprises to administrative agencies, and report to the Government Standing Committee.
The Ministry of Home Affairs coordinates with relevant agencies to propose amendments to the management mechanism of organization and operation of public service units towards increasing autonomy, self-responsibility, and inspection and supervision by management agencies.
