Perfecting institutions on socio-economic management to prevent and combat corruption

Sophisticated acts of corruption
In 2021, anti-corruption work continued to be promoted, achieving many important results, higher than the previous year. The synchronous coordination between the Party's inspection and supervision, inspection, auditing, investigation, prosecution, trial, and execution of judgments on corruption and negative cases became increasingly tight and effective.
In recent times, all levels, sectors and localities have linked anti-corruption with organizational and personnel work, strictly handled violations according to Party and State disciplinary regulations and criminal proceedings; affirmed strong determination, "non-stop", "without rest", "no forbidden zones, no exceptions" in the fight against anti-corruption.
Talking to Tin Tuc newspaper reporters on the sidelines of the National Assembly, delegate Le Thanh Van (National Assembly Delegation of Ca Mau province) said: The fight against corruption led by the Party in recent times has achieved impressive results and has been closely followed by the people.
“However, corruption is still evolving in a more complex and sophisticated manner. Although our Party and State have consolidated the political and legal foundations, and even increased the capacity of the anti-corruption agency apparatus, the identification and manifestation of corruption are very "cunning", adapting to changes according to new regulations. That is a worrying thing,” said delegate Le Thanh Van.
Delegate Le Thanh Van said that we need to correctly identify the root causes of corruption, including the abuse of power. “That is the power to appoint officials, to plant interests, from which policies are created to protect group interests. Next is planting personnel to protect each other when there are violations, to cover up leaks and protect each other, and when being handled, to defend each other. This is very dangerous,” said Delegate Le Thanh Van.

From another perspective, Major General Tran Duc Thuan - Standing Member of the National Defense and Security Committee, National Assembly delegate of Nghe An province said: The policy of fighting against crime, especially crimes related to corruption, is of great concern to the Party and the State and there are no forbidden areas in the fight against corruption. The case of the Ministry of Public Security just issuing a decision to prosecute Mr. Nguyen Quang Tuan and a number of criminals in the price increase of medical equipment, is in line with the people's wishes, and many people support it.
Major General Tran Duc Thuan said that the price of medical equipment in recent times, especially during the Covid-19 pandemic, is related to the policy mechanism that has not ensured transparency, allowing some subjects to take advantage.
“If the purchase of medical equipment can be made public through a bidding mechanism, more transparent, then subjects will not have the opportunity to be corrupt. From a management perspective, it is necessary to carefully study this case to have specific measures, minimizing loopholes in management to avoid subjects taking advantage,” Major General Tran Duc Thuan suggested.
Detecting and handling many corruption cases that attract public attention
According to Mr. Doan Hong Phong - Government Inspector General, the Politburo issued Regulation No. 32-QD/TW dated September 16, 2021 on the functions, tasks, powers, working regime, and working relations of the Central Steering Committee on Anti-Corruption and Negative Matters (Steering Committee). The Steering Committee has closely, resolutely, and comprehensively directed anti-corruption work; directed the removal of difficulties and obstacles in the work of appraisal and asset valuation, and improved the effectiveness of asset recovery; increasingly promoted the effectiveness of the mechanism for directing and handling cases and incidents under the supervision and direction of the Steering Committee. The work of building and perfecting institutions and policies on socio-economic management and anti-corruption has continued to receive attention; directed the building and completion of many important projects and tasks according to the Conclusion and Work Program of the Politburo. According to the Government Inspector General, the investigation agencies under the Ministry of Public Security have investigated 582 cases, 1,262 defendants for corruption crimes; of which 310 new cases, 665 defendants were prosecuted (an increase of 20 cases, 49 defendants compared to the previous year's reporting period). Investigations have been concluded and prosecutions have been proposed for 305 cases, 804 defendants; investigations have been temporarily suspended for 37 cases, 58 defendants; investigations have been suspended for 4 cases, 3 defendants; other handling (change of charges, merging of cases...) for 10 cases, 13 defendants. Currently, 226 cases, 384 defendants are being investigated. Damages in the cases handled are over 800 billion VND, 398,643.83 m2 of land, 21 land use right certificates.
In the exercise of the right to prosecute and supervise judicial activities during the prosecution phase, the People's Procuracy at all levels accepted and resolved 402 cases with 1,222 defendants, of which 369 were new cases with 1,100 defendants; 330 cases with 989 defendants were resolved. Of these, 329 cases with 983 defendants were prosecuted; 1 case with 6 defendants was suspended. Currently, 72 cases with 233 defendants are being resolved.
People's Courts at all levels have accepted 415 cases with 1,163 defendants; have tried 254 cases with 631 defendants for corruption crimes. Of the 631 defendants who have been tried for corruption crimes, the Courts of First Instance have sentenced 6 defendants to life imprisonment; and sentenced 22 defendants to prison terms of over 15 years to 20 years.
Results of the enforcement work related to the recovery of corrupt and economic assets, the number of cases to be enforced is 4,799; the number of cases with conditions being enforced is 3,691; 2,697 cases have been completed. The total amount to be enforced is over 72 trillion VND; over 34 trillion VND is being enforced; over 4 trillion VND has been collected.

Assessing the results of anti-corruption work, Government Inspector General Doan Hong Phong said: Although the Covid-19 epidemic has developed complicatedly, causing difficulties and greatly affecting anti-corruption work, anti-corruption work has always been led, directed and implemented resolutely, persistently, synchronously, comprehensively and methodically, with very high political determination, achieving many important results, continuing to create strong changes in the awareness and actions of the entire political system and people, leaving a good impression, spreading strongly throughout society, enhancing the position and prestige of Vietnam in the international arena.
The work of building and perfecting institutions on socio-economic management, anti-corruption, Party building and the political system has been promoted, gradually forming a strict prevention mechanism to make "corruption impossible". Information, propaganda and education work on anti-corruption has seen many innovations, the active role of media and press agencies in anti-corruption has been increasingly affirmed and promoted.
The work of cadres, administrative reform, publicity, transparency, accountability in public service activities and solutions to prevent corruption have been focused on leadership, direction and implementation, achieving many positive results. The role and responsibility of agencies and elected representatives, the Vietnam Fatherland Front, socio-political, socio-professional organizations and the people in anti-corruption have increasingly promoted practical effectiveness.
The work of inspection, supervision, audit and control has been strengthened, promptly detecting and strictly handling many violations, tightening discipline and order in the Party and the State apparatus, contributing effectively to improving the effectiveness of anti-corruption work. The work of investigation, prosecution and trial has been focused on, strongly directed, and implemented in accordance with the guiding viewpoint of the Party and the General Secretary, Head of the Steering Committee, which is "no forbidden zones, no exceptions", creating a breakthrough in anti-corruption work.
